DESCRIPTION: Staff received'a..request from the business owner of Linens Unlimited, 6632 Dublin Boulevard7 6hat a loading zone ~e established on the north side of Dublin Court behind the business so that trucks making deliveries to the business would have adequate parking. Dublin Court is a two-lane roadway which is commercial in nature. The road curves and connects with Dublin Boulevard near the rear door of Linens Unlimited (see diagram). There is a raised concrete median extending from Dublin Boulevard to a point just behind Linens Unlimited's rear door. Parking is prohibited on the curve. On-street parking is presently allowed on both sides of Dublin Court, except for an existing loading zone on the north side at the opposite end of the building from Linens Unlimited. The Vehicle Code states that a commercial vehicle is allowed to double- park in order to unload freight if curb space is not available, and, in fact, trucks do this in order to deliver to Linens Unlimited. Because of the concrete median and the curve in the road, it is not safe for other traffic to' pass a truck that is double-parked. On-street parking is primarily used by employees and customers of Crossroads Pontiac-Toyota. The proposed loading zone is 60 feet, which equals approximately three parking spaces. The existing loading zone at the opposite end of the building was originally established as a Greyhound bus stop; however, the bus does not use the loading zone but simply passes through the parking lot on its way back to the freeway. If it becomes necessary, the bus can legally use the adjacent red zone, and by removing the existing yellow zone, no parking spaces are lost. The new loading zone occupies a portion of the curb posted "No Parking for Trucks Over 20' in Length," and Staff proposes repeal of the ordinance section that established this parking prohibition. The No Parking Zone for Trucks was originally established by the County because of a problem with moving vans and trailers being stored on the street. The City-wide ordinance ITEM NO.~__ COPIES TO: Rick Dudum - Linens Unltd. Jim Lange Crossroads Pontiac-Toyota TJKM prohibiting trucks from parking longer than two hours would take care of this situation. Staff contacted Mr. Jim Lange, who originally requested the No Parking Zone for Trucks; he concurs with the Staff recommendation. Staff has sent notices to businesses that abut Dublin Court regarding this hearing. Because public safety is involved in establishment of the new loading zone, it is recommended that this ordinance be adopted on an urgency basis. Staff recommends that the City Council conduct a public hearing, waive the reading, and adopt the ordinance establishing a new loading zone on Dublin Court and repealing the existing loading zone and no parking zone for trucks. -2- ORDINANCE NO. -88 AN ORDINANCE OF THE CITY OF DUBLIN ESTABLISHING A LOADING ZONE, REPEALING AN EXISTING LOADING ZONE, AND REPEALING A NO PARKING ZONE FOR VEHICLES OVER 20 FEET IN LENGTH ON DUBLIN COURT The City Council of the City of Dublin does ordain as follows: Section 1. In accordance with the provisions of City of Dublin Ordinance 55-87, Section 24(b), a loading zone designated by yellow curb shall be established on the northerly curbline of Dublin Court, extending from a point 120 feet southeasterly of the southerly curbline of Dublin Boulevard, easterly a distance of 60 feet. Section 2. The provisions of Section 1 shall be added to Chapter 8 of the City of Dublin Traffic Code. Section 3. The provision of Chapter 8 of the City of Dublin Traffic Code (adopted by Ordinance 14-85) establishing a loading zone on the northerly curbline of Dublin Court from a point 320 feet south of the southeast corner of Dublin Boulevard, easterly a distance of 60 feet, is hereby repealed. Section 4. The provision of Chapter 6 of the City of Dublin Traffic Code which prohibits parking on Dublin Court for vehicles over 20 feet in length is hereby repealed. Section 5. This ordinance shall become effective and be in force immediately upon its enactment because the adoption and immediate effect thereof is necessary in order to protect vehicular and pedestrian safety. Section 6. The City Clerk of the City of Dublin shall cause this ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California.
