FINANCIAL STATEMENT' Minimal costs associated with the installation of 60
feet of yellow curb markings. Adequate funds are available in the 1985-86
Street Striping ~nd Marking budget account.
DESCRIPTION : Staff has recognized a problem With traffic flow on
Dublin Court when delivery vehicles double park to service adjacent
businesses. The Traffic Engineer was requested to conduct an evaluation and
develop present alternatives.
The Traffic Engineer has noted that the median closure and installation of
signals at Dublin Boulevard and Dublin Court will tend to increase traffic
activity. This is also the main route for police vehicles responding from
the City Offices. Mr. Kinzel, has indicated that double parking is a
violation of the vehicle code. Therefore, adequate loading facilities are
desirable for the establishments backing onto Dublin Court.
The Traffic Engineer surveyed all of the effected businesses. Ail but one
of those located in the Dublin Station complex on the north side of Dublin
Court either favored the change or did not feel it would impact them. As a
result of this review TJKM is recommending establishment of a 60 foot
loading zone on the north side of Dublin Court. A proposed ordinance
establishing this zone is attached.
The Traffic Engineer also reviewed the need for a loading %one on the south
side of Dublin Court adjacent to Ozzie Davis Pontiac Toyota. The property
owner has indicated that he has adequate space on site to unload vehicles,
or, he will instruct delivery drivers to move to the end of the cul-de-sac
where there is available curb space. The memorandum prepared by TJKM dated
July 2, 1985, recommends a three month test period in which the double
parking of vehicles will be logged. The police will also be requested to
enforce provisions of the vehicle code relating to double parking by
commercial vehicles. If after the test period a problem continues to exist,
Staff will develop a recommended truck loading zone on the south side of
Dublin Court and request City Council consideration.
It is recommended that after conducting a public hearing, the City Council
waive the reading and adopt the proposed ordinance establishing a loading
zone on the north side of Dublin Court. In addition, Staff recommends that
the City Council direct Staff to monitor the double parking of commercial
vehicles on the south side of Dublin Court for three months.

ORDINANCE NO. - 85
AN ORDINANCE OF THE CITY OF DUBLIN
ESTABLISHING TRAFFIC REGULATIONS
The City Council of the City of Dublin does ordain as follows:
Section 1. LOADING ZONES
As adopted by the City of Dublin in Ordinance 13-82;
Title 6 - Vehicles and Traffic, Chapter 1 - Traffic Regulations,,
Article 10 - Loading Zones, shall be amended to include the
following:
6-410.3 Dublin Court
On the northerly curbline of Dublin Court from a point 320
feet south of the southeast corner of Dublin Boulevard,
continuing easterly a distance of sixty (60) feet. Said loading
Zone shall be immediately adjacent to existing no parking
restriction.
Section 2. IMMEDIATE EFFECT
This Ordinance shall take effect immediately upon its
enactment because the adoption and immediate effect thereof is
necessary in order to protect vehicular pedestrian safety.
Section 3. POSTING OF ORDINANCE
The City Clerk of the City of Dublin shall cause this
ordinance to be posted in al least (3) public places in the City
of Dublin in accordance with Section 36933 of the Government Code
of the State of California.

Truck Loading Zone on Dublin Court, north side
As requested by the City's Police Chief, we have investigated the need for
and the feasibility of installing a designated truck loading zone on the
north side of Dublin Court. We have reviewed the conditions in the field
and surveyed the owners of the businesses along the north side of Dublin
Court. This memorandum summarizes our findings and recommendations.
Currently, some delivery trucks have been double parking on Dublin Court
causing inconvenience and safety problems to the motorists and police
vehicles using the street. Since the demand for on-street parking is high
on Dublin Court and there is no existing on-street parking reserved for
trucks, it is difficult for a truck to find a parking space near the stores
on the north side of the street for unloading. Therefore, it appears that
there is a need for a designated truck loading zone, which would replace
three existing parking stalls, on the north side of Dublin Court. The
recent median closure on Dublin Boulevard and new signals at the Dublin
Court - Dublin Boulevard intersection both tend to increase traffic
activity on Dublin Court.
Our survey of the 11 businesses in the building with back door entrances on
Dublin Court shows that six are in favor of such a restricted zone, one is
opposed to it, and the remaining four do not expect to be affected one way
or the other.

In conclusion, we are recommending the provision of a truck loading zone on
the north side of Dublin Court. This restricted zone should start at the
end of the existing red-curb zone (see sketch) and extend to the west for
60 feet.
TJKM also investigated the need for a truck loading area on the south side
of Dublin Court, serving deliveries to the Ozzie Davis dealership.
Mr. Ozzie Davis indicated to us that an area is reserved on their property
for truck deliveries and no on-street loading zone is necessary. It is
recommended that any on-street unloading of car deliveries be monitored and
dealt with by the Police Department.

south side of Dublin Court. We have reviewed the conditions in the field

side of Dublin Court. This memorandum summarizes our findings and
recommendations.

on Dublin Court and there is no existing on-street parking reserved for
trucks, it is difficult for a truck to find an on-street parking space near
the Ozzie Davis parking lot on the south side of the street for unloading.
Therefore, it appears that there is a need for a designated truck loading
zone, which would replace a minimum of five existing parking stalls, on the
south side of Dublin Court. The recent median closure on Dublin Boulevard
and new signals at the Dublin Court Dublin Boulevard intersection both
tend to increase traffic activity on Dublin Court.
According to Mr. Ozzie Davis, the owner of Ozzie Davis Pontiac Toyota, some
of their delivery trucks use the existing loading area inside their parking
lot. However, the delivery trucks carrying new cars have double parked on
Dublin Court, which he thinks can be prevented by further educating the
truck drivers and by performing the unloading procedures at the end of the
cul-del-sac.
Since double parking by commercial vehicles is prohibited by the State's
Vehicle Code (Section 22500), we recommend a three month test period,
during which the police should enforce the applicable parking regulations
and give citations to those who double park on the street. If the double
parking problem still exists at the end of ~he test period, it would be
appropriate to consider a designated truck loading zone on the south side
of Dublin Court.
