SUBJECT: Update on Park and Facility Development Projects

DESCRIPTION: The following is an update on the various park and facility
development projects and studies that are currently underway.
Transit Center Art
The artwork is in fabrication and nearing completion. Work on the pedestal structure and lighting has
been approved and should be under construction over the next two months, weather permitting, with the
artwork being installed by March 2012. The lighting on the artwork can be changed to a variety of colors.
Staff is tentatively planning to begin lighting the artwork during March in green for the 2012 St. Patrick's
Day Celebration. A ribbon cutting ceremony will be planned for the inaugural lighting of the artwork.
Emerald Glen Recreation and Aquatic Complex
Staff has met with the architect to restart this project, which was stalled in 2008 due to the economic
downturn. Staff will be bringing a report to the City Council in January recommending that the program
and phasing plan for the facility be re-evaluated prior to starting design. It has been six years since the
program and phasing plan was established for the facility and since then there have been many changes in
the community, so it makes since to relook at the program prior to moving forward. As shown in the
current Capital Improvement Program (CIP), construction of the first phase of the facility is anticipated to
be completed during Fiscal Year 2015-2016.
Passatempo Park
Design of this 5.1 acre neighborhood park in the Sorrento East development started in Fiscal Year 2007-
2008 and was subsequently deferred when construction of the adjacent housing was deferred. It is
anticipated that work will restart on this project during winter 2012. At this time, Staff is working with
the developer on the rough grading of the park site, which is adjacent to the new Kolb Elementary School.

Park Lighting Replacement
On November 15, 2011 the City Council awarded the bid for the Park Lighting Replacement Project
which will replace the park lighting; at Kolb, Dolan and Shannon Parks. New light poles will be installed
with light emitting diode (LED) lamps. l is estimated the project will begin in January and be complete
in February 2012. Funding for this project is from an Energy Efficient and Conservation Block Grant
through the American Reinvestmer.~t and Recovery Act.
Positano Hills Neighborhood Park
This project provides for the desi;;n and construction of a 4.6 acre neighborhood park in the Positano
development. In May 2011 the City Council approved the conceptual design for the park and since then
the architect has been preparing construction documents. Staff is currently reviewing the final drawings,
and the project should go out for t~ids in February 2012. It is anticipated that construction will begin in
April and be completed by December 2012.
Emerald Glen Park Plaza Replacement
This project provides for the replacement of a portion of the main entry plaza on the Gleason Drive side
of the park. The project will go to bid in January and be completed by May 2012 in time for the Farmers
Market. The project entails the demolition of existing concrete and surrounding planting areas, re-
grading, and replacement of damaged concrete. The bid will also include an additive alternate to also seal
and restripe the adjacent parking lot.
Schaeffer Ranch Neighborhood Park
A 6.3 acre neighborhood park is planned for Schaeffer Ranch that will be constructed by the developer. In
Fiscal Year 2006-2007 the City Council approved the conceptual design for the park. An agreement was
also approved whereby the developer is required to construct the park and dedicate the park
improvements to the City upon completion. The developer has submitted the first set of construction
documents for the project, which are under review by Staff. It is anticipated the park will be completed
by June 2013.
Dublin Swim Center Modernization Studv
Staff has been working with a consultant to study options for modernizing the Dublin Swim Center. The
consultant has thoroughly inspected. the building and mechanical systems and will submit a draft report of
the findings by the end of December. A final report with renovation and replacement options will be
presented to the Commission and C ity Council in early 2012.
Fallon Sports Park Master Plan Update
It is anticipated the City Council will consider the update to the Fallon Sports Park Master Plan in
February 2012. Funding has not been allocated yet to construct future phases of the park. The timing of
the next phase will be evaluated as part of the preparation of the new five-year CIP.
RECOMMENDATION: Staff recommends that the Parks and Community Services
Commission receive the report.
