FINANCIAL STATEMENT: No financial impact to the City
DESCRIPTION: Traffic congestion on 1-580 has grown dramatically over the past
few years and this corridor is now the fifth most congested freeway in the Bay Area. In order to alleviate
traffic congestion in the corridor, a project is being proposed to construct a carpool lane (also called a
High Occupancy Vehicle Lane) on 1-580 between Tassajara Road and Greenville Road in Livermore.
The Alameda County Congestion Management Agency (CMA) is currently collaborating with Caltrans
in completing the environmental work required for construction of this proj ect2 Funds needed to construct
the 1-580 High Occupancy Vehicle Lane Project have not been fully acquired.
The existing federal transportation program (Transportation Equity Act for the 21 st Century) will expire
at the end of federal Fiscal Year 2003. Reauthorization of this program will be considered in the first
session of the 108th Congress, and public agencies will be competing for federal funds as part of the
appropriations process. In anticipation of the reauthorization of the federal program, the Alameda County
CMA has forwarded a request to Congressman Richard Pombo, who represents Congressional District
#11, which includes the City of Dublin, to earmark $30 million of federal funds for the completion of
environmental work, engineering and right-of-way acquisition for the 1-580 High Occupancy Vehicle
Lane project. The Alameda County CMA has requested that Dublin send a letter to Congressman Pombo
expressing support of the CMA's request.
Staff recommends that the City Council approve the attached letter supporting the Alameda County
CMA's request to Congressman Pombo to earmark $30 million of federal funds for the 1-580 High
Occupancy Vehicle Lane project.

Subject: Reauthorization of the Transportation Efficiency Act for the 21 st Century (TEA-21)
Dear Congressman Pombo:
Thank you for the opportunity to discuss some of the City of Dublin's transportation issues with you at
our meeting on January 17, 2003. As mentioned, the City's foremost concern at this time is the traffic
congestion that continues to occur on the 1-580 corridor between the 1-680 junction in Dublin and
Greenville Road in Livermore. As you may know, congestion on 1-580 in the Livermore Valley has
grown dramatically in the past few years as the corridor is heavily used by both Alameda County and
San JoaqUin County residents; The corridor is now the fifth most congested in the entire Bay Area.
In order to alleviate congestion in this corridor, the Alameda County Congestion Management Agency
(CMA) is collaborating with Caltrans to begin the environmental work required for construction of the
1-580 High Occupancy Vehicle (HOV) Lane Project between Tassajara Road and Greenville Road. In
anticipation of the reauthorization of the TEA-21, the Alameda County CMA has requested that your
office consider the allocation of $30 million of federal funds for the Completion of environmental
work, engineering and right-of-way acquisition for this project.
The City of Dublin would like to express its support of the Alameda County CMA's request, and is
grateful for your efforts in pursuing federal funds for this very imPortant project to benefit residents in
both Alameda and San Joaquin Counties.
