CITY OF DUBLIN
October 17, 2011
The October 17, 2011 Regular Meeting of the Parks & Community Services Commission was called
to order at 7:00 p.m. at the Dublin Civic Center, Dublin, California, by Vice Chair Totaro.
PLEDGE OF ALLEGIANCE
Vice Chair Totaro led the Pledge of Allegiance.

ORAL COMMUNICATIONS
3.1 BRIEF INFORMATIONAL ONLY REPORTS FROM SENIOR CENTER AND
YOUTH ADVISORY COMMITTEES
Senior Center Advisory Committee
Cm. Mack reported that the Senior Resource Fair was well attended, and that she received a lot of positive
feedback from event attendees.
Youth Advisory Committee
Cm. Bafaiz reported that the Advisory Committee created subcommittees for the upcoming car show
event and the "Don't Text and Drive" campaign, and discussed having a booth at the Dublin High School
homecoming carnival.

UNFINISHED BUSINESS
7.1 DRAFT FOOD AND WINE FESTIVAL EVENT PLAN
Ms. Stephanie Mein, Special Events Coordinator, presented the specifics of the item as outlined in the
Staff Report.
Cm. Boboc asked for clarification regarding the participation charge for food and wine vendors. Ms.
Mein clarified that local food and wine vendors would participate free of charge and provide free wine
tastings and food samplings; however, the mobile food truck vendors would pay a fee to participate in the
festival and sell food directly to attendees.

Cm. Boboc asked how staff would gauge the success of the event. Mr. McCreary stated that after three
years the event would be evaluated based on the coverage of direct costs and the community's
participation in the event.
Cm. Mack stated that she liked the idea of including mobile food trucks in the event. She suggested that
non-profit groups could engage in fundraising opportunities with a portion of the proceeds going towards
the City of Dublin Youth Fee Assistance Program.
Cm. Bafaiz stated that she liked the event plan and that the target audience for the event is adults.
Cm. Jones stated that he also liked the mobile food trucks idea, and that the event is geared more for
adults.
Vice Chair Totaro stated that he liked the event plan. He asked about the revenue aspect of the event.
Ms. Mein explained that revenue would be generated from ticket sales, vendor fees, and sponsorships.
Vice Chair Totaro asked about the benefits for local food and wine vendors that would be providing free
food and wine samplings. Ms. Mein stated that the vendors would benefit from the publicity for their
businesses, and that the food and wine samplings would be small portions.
Cm. Boboc asked if other similar events in the area offer this type of food and wine sampling. Ms. Mein
stated that the food and wine sampling is a unique component of this event.
On a motion by Cm. Jones, seconded by Cm. Mack, and by a vote of 5-0-0 with Chair Elias absent, the
Commission voted to recommend approval of the Draft Food and Wine Festival event plan to the City
Council as presented.
NEW BUSINESS
8.1 SUMMER 2011 QUARTERLY REPORT
Mr. Paul McCreary, Assistant Director of Parks and Community Services, presented the specifics of the
item as outlined in the Staff Report.
Cm. Boboc asked about the plans to reduce the Fun in the Sun program from three to two sites. Mr.
McCreary stated the attendance patterns for each site would be reviewed before determining how the
reduction would occur.
Vice Chair Totaro commented that the overall trend for the programs were positive. He asked about the
rental fees for pool parties at the Dublin Swim Center. Mr. McCreary stated that the fees include hourly
rental fees, lifeguard fees, and optional fees for the use of the waterslide. Vice Chair Totaro suggested
reviewing the Dublin Swim Center policy for additional revenue opportunities.
Vice Chair Totaro asked if the themes for the movie nights held at the Heritage Park and Museums
facility would be related to the historic theme of the facility. Mr. McCreary stated that Staff would
consider other movie themes as well.

P&CSC Meeting Minutes -October 17, 2011
Cm. Mack reminded Commissioners of the Hometown Heroes event being held at the Dublin Senior
Center on Sunday, November 6, 2011.
Cm. Jones reported that he is a volunteer at the Heritage Park and Museums gift shop. He suggested that
Staff consider increasing nighttime lighting at the cemetery. He reminded Commissioners of the Harvest
Gathering being held at the Heritage Park and Museums on Saturday, October 22, 2011.
Vice Chair Totaro reported that he attended the Youth Sports Liaison Committee meeting. He expressed
concern about adult soccer groups that take advantage of field lighting that has been paid for by other
groups. He asked about installing a flag pole at Fallon Sports Park. Ms. Lowart stated that Staff could
look into it as part of next year's budget. Vice Chair Totaro informed Staff of problem areas at Dublin
Sports Grounds fields, specifically on field number six.
Ms. Lowart and Mr. McCreary provided program and project updates.
