DESCRIPTION:
At its September 17, 2002 meeting, the City Council adopted a Resolution approving an Agreement with
Waste Management to provide several new diversion programs and to extend the current Franchise
Agreement by two years, through June 30, 2005. The new diversion programs include an annual electronic
(E-waste) and household hazardous waste (HHW) collection event, a curbside used oil recycling program
and a commercial food waste recycling program. Waste Management (WM) has provided the City with
letters (attached) regarding the status of each of these programs. The following is a brief summary of each
of these reports:
Electronic Waste and Household Hazardous Waste Collection Event
The first annual E-waste/HHW collection event has been scheduled for Saturday April 26, 2003 from
8:00-3:00 p.m. as part of the Dublin Pride Week activities. Bancor properties has donated the use of the
former Pak N' Save parking lot for the event. Staff~vill work with WM to develop specific traffic flow
and other site-specific details so as to minimize delays for participants and the impact on local traffic.
As noted in the attached letter (Attachment 1) WM will use an appointment system to help evenly spread
the cars throughout the day. It is anticipated that the site can accommodate up to 900 cars in this seven-
hour period. Once all of the appointments are full, residents will be given alternatives for disposing of
their materials such as the free HHW collection facility in Livermore and a fee for service electronic waste
pick-up offered by WM. It is important to note that similar events in Danville and San Ramon have had
fewer than 900 cars per event.

Publicity for the event will be developed by WM with prior approval from the City. Fliers will be mailed
to all Dublin residents one month prior to the event containing information about the appointment system
and a list of acceptable materials (Attachment 2).
WM has contracted with Phillip Services Company (PSC) to handle the appointment scheduling and
HHW portion of the event. PSC is fully licensed and insured and has considerable experience with these
types of events.
WM will handle the E-waste collection and will work with a re-use vendor to take usable materials from
the event and donate a portion of the materials back to the community (i.e. schools and non-profits).
Specific details about this portion of the event will not be known until an agreement has been reached
between WM and a re-use vendor. WM is working with the Alameda County Waste Management
Authority to locate potential vendors. The remaining items will be sent to the Recycle America facility in
Arizona to be recycled. Recycle America recently issued a "Stewardship Pledge" which in part, guarantees
that all electronics from residential and municipally sponsored events will be processed domestically.
Staff will work closely with both WM and PSC to ensure a smooth event.
Residential Curbside Used Oil Collection
The residential used oil collection program was initiated in Fall 2002 and is offered free to all Dublin
residents desiring to safely dispose of used motor oil. Those interested in participating in the program
simply call WM and receive two clean one-gallon clear plastic containers with screw-top lids for used
motor oil. The containers are collected from residents on their regularly scheduled collection day. As
described in the attached letter (Attachment 3), the program is popular among Dublin residents and has
collected a significant amount of used oil to date.
Commercial Food Waste
Shortly after this program was approved in September 2002, WM began contacting food waste producers
in the City. A sales staff was assembled to make personal visits to local businesses in order to market the
environmental benefits and potential cost savings of the program. Unfortunately, despite these efforts,
WM was unable to attract many businesses to the program. Businesses had several concerns regarding the
program, the most common of which were site space restraints and the inability to bag the food waste.
Staff subsequently met with WM to discuss these issues. As a result of these meetings, WM decided to
switch processing facilities to allow for the use of plastic bags. The new facility uses a picker to remove
the bags prior to the composting process. WM is hopeful that this will make the program more attractive
for businesses.
The problem of space constraints is generally a problem with smaller businesses and is also a problem
with the traditional recycling program. WM is looking at offering different size cans but it will always be
difficult to entice these businesses. In addition to the lack of space, they often cannot realize a large
savings because their garbage service is low to begin with. In order to save money, businesses must be
able to reduce their garbage can size or frequency of pick-up. Ifa business is already at the smallest size or
once a week service, there is no opportunity for savings. At the moment WM is primarily concentrating
their efforts on the larger restaurants and other food waste producers such as schools.
RECOMMENDATION:
Staff recommends that the Council receive the report.

Dear Jason,
This letter is to provide you with an update regarding the status of our E-
Waste/Household Hazardous Waste (HHW) event. The event will be held on Saturday
April 26th from 8:00am to 3:00pm. The location of the event is TBA. All residents of
Dublin are invited to participate in this event, however a reserwation is requested.
Appointments will be available throughout the day, with all reservation calls being
handled by Phillips Services Company (PSC). The phone number for reservations will be
toll free and the line will be staffed during normal business hours. For those calls placed
after normal business hours, a voicemail system will be in place for residents to leave a
message. PSC has a voicemail system capable of handling an abundance of calls, and all
calls will be returned in a timely fashion. Appointments will be scheduled in such a
manner taking into consideration the capacity of the site, and number of personnel staffed
to handle the waste. The safety of our residents and staff is our number one priority, all
necessary steps will be taken to ensure their safety during the planning and hosting of this
event.
PSC will be conducting the HHW portion of the event. Representatives from PSC will
staff the event, and ensure the materials are all processed in a safe and environmentally
friendly manner. All storm drains will be blocked off in advance to ensure in the
unfortunate event of a spill, none of the waterways are affected. PSC handles mobile
HHW events all over California and has done so since 1983. Phillips Services along with
all of their processing/treatment facilities carry all the necessary local, state, and federal
permits, licenses, and certifications to manage the City of Dublin's HHW event. HHW
will be recycled or treated at one of their treatment facilities. If waste requires final
processing or disposal, PSC has contracts with all major firms and a number of specialty
waste disposal firms throughout the United States. I have worked with PSC at prior
events and have complete confidence in their ability to handle the HHW portion of our
event.

Waste Management will be handling the E-Waste portion of the event, along with
overseeing the entire event as a whole. I will be personally overseeing the E-Waste
collection process to ensure all waste is properly packaged for transportation and handled
in a safe manner. All electronic waste collected at this event will be sent directly to
Recycle America, our electronic processing facility in Phoenix, Arizona. We are
prepared to collect up to twenty- five tons of waste the day of the event and will have all
necessary containers on site to accommodate such an amount. Our facility at Recycle
America will process the E-Waste and provide the City with tonnage amounts collected.
Please refer to the attached "Stewardship Pledge" for further information regarding
Recycle America and its pledge to process all electronics from Residential and
Municipally sponsored events domestically. I am currently in the process of selecting a
re-use vendor who would be present to collect electronic material that could be re-
furbished and donated back into the Dublin community. I will update you once I have
selected a vendor.
Waste Management will handle the publicity of the event and ensure all residents of
Dublin are invited to participate. Residents will receive a flyer in their mailbox one
month prior to the event. The flyer will contain all acceptable materials, the reservation
number to call, date, time, and location. The flyer will also indicate this event is free of
charge. All publications will contain the Dublin Pride Week logo, City of Dublin logo,
and Waste Management's logo. Along with the direct mailing, I will have newspaper ads
publicizing the event. These ads will contain the same information as the direct mailing,
and will have the Dublin theme as well. After residents have made a reservation for the
event, a confirmation card will be sent with their scheduled time. The card will also
contain information regarding what to bring (photo ID and proof of Dublin residency),
and how to safely transport the materials. All publicity materials will be shown to the
City of Dublin for prior approval and sign off.
I will keep you abreast of the progress in planning this event and consult with you at
every step along the way. I will wait to hear from you regarding the date of our meeting
with the Dublin Police to discuss traffic enforcement and potential concerns the day of
the event. I appreciate all of the help you have given me thus far, and look forward to
working with you to make this event a success.

I wanted to update you on .tilt ~tatu= of two of the diversion programs related to the
a~eement signed with the City of Dublin in July of 2002. The two diversion programs
I'm refen'ing to are Curbside Motor Oil collection, and Con'nnercial Food Waste
collection.
Curbside Used Motor Oil Program:
Our curbsidc motor oil collection program is currently underway and participation is
.-4~adily iht, taxiing. Out' t;u~£om~r ~ervice department continues to set 'up new customers
wishing to participate. From January 1st through February 24, 2003, we have collected
388 gallons of oil. The nmnber of gallons collected will be captured and detailed/n the
monthly reports. We continue to receive positive feedback from om' customers.
Commercial Food Wa£te (Organicg) R,cyc!ing Prog.r;~)~:.
Our Recycling, Sales, & Operations staffhas been working diligently selling and
implementing our food waste program. To date we have 8 restattrants participating in the
food waste program. We are addressing the concerns of the customers and have made
modifications to the, program 1o accommodate their needs and make the program more
attractive. We are now able to accept the food waste in clear plastic bags. This change
has given businesses a comfort level regarding the odors issue and ease of handling for
their staff. We continue to work with each customer on the issue of space limitations at
their locations, mad costs by evaluating several components that make up their solid waste
needs.

I have spoken with Dr. Sandra Hare, Educational Director with the Dublin Unified
School District. She will be discussing the food waste program at the Principals meeting.
I have also visited an elementary school and spoke with the custodian and kitchen staff.
If District and the principal approve program, they would participate. I am waiting for a
