Soto, City Clerk EXECUTIVE SUMMARY: The City Council will consider revising the Dublin Municipal Code to provide for a salary adjustment for City Councilmembers following certification of the November 2012 General Municipal election. FINANCIAL IMPACT: The financial impact is dependent on City Council action. There will be no financial impact in FY 2011-12. Dependent on the City Council action, sufficient funds will be placed in the FY 2012- 13budget. RECOMMENDATION: Staff recommends that the City Council conduct public hearing, deliberate, and if the City Council desires to increase salaries for members of the City Council, waive the reading and introduce one of the attached ordinances adjusting City Council salaries. ~~Fg r 7 Submitted By City Clerk DESCRIPTION: ~, Reviewed By Assistant City Manager At the February 21, 2012 City Council meeting, the City Council directed Staff to return with a proposed ordinance providing fora salary adjustment for members of the City Council. Government Code Section 36516(a) allows a general law city to provide a salary to City Councilmembers. An increase in compensation is allowed by ordinance, and "may not exceed an amount equal to 5% for each calendar year from the operative date of the last adjustment of the salary in effect when the ordinance or amendment is enacted" (Government Code Section 36516(4)). Page 1 of 3 ITEM NO. 6.3 Chapter 2.08.020 of the Dublin Municipal Code establishes the salaries for City Council members (Attachment 1). The Dublin City Council last adjusted salaries for the City Council in January 2008, which was effective after the November 2008 election (Attachment 2). City Councilmembers currently receive $835.76 per month as compensation. Dublin Municipal Code section 2.08.040 provides an additional $100 per month to the Mayor in addition to the salary he/she receives as a Councilmember. The Mayor's current salary is $935.76 per month. Although the City Council is allowed an adjustment amount equal to 5% for each calendar year from the operative date of the last adjustment of the salary, they requested Staff provide two additional options for salary adjustments (Attachment 3). One option would be an increase of 10% of the current base City Councilmember salary. Another option would be an increase equal to the Consumer Price Index from December 2008 through December 2011. One draft ordinance increases City Council salaries 10% (Attachment 4) and the other draft ordinance increases salaries by the Consumer Price Index from December 2008 through December 2011, equal to 8.15% (Attachment 5). In accordance with Dublin Municipal Code Section 2.08.020.6 and state law, any salary adjustment, if selected, would not become effective until new City Councilmembers are sworn into office following certification of the November 2012 election. A. The City Council will hold all regular meetings in the Council Chambers at the Dublin Civic Center, located at 100 Civic Plaza, in the city. B. If the regular meeting place is unable to accommodate the number of persons in attendance, the City Council may recess the meeting to another place. If the City Council anticipates that the regular meeting place will be inadequate, the City Council, or Mayor in the event of an emergency, may order that the meeting be held in another puce. B, No Councilmember shall be eligible to receive the increase provided herein until one (1) or more Councilmembers begin a new term of office.
