Thompson, Public Works Director 1) Letter from Carol Mahoney of Zone 7 2) Encroachment Permit Application, with Location Maps RECOMMENDATION: Authorize Staff to issue no -fee encroachment permit FINANCIAL STATEMENT: No financial impact DESCRIPTION: Staff has received a request from the Alameda County Flood Control and Water Conservation District, Zone 7, to install two monitoring wells in Emerald Glen Park and one in a sidewalk area on Summerglen Drive. It may also be necessary to install a new well in a fourth location on Arnold Road if an existing well that was covered by construction cannot be located and salvaged. Zone 7 is also requesting Housing Authority approval to locate one well within the Arroyo Vista housing project. The purpose of the wells is to monitor the salt content in ground water. The correspondence from Zone 7 discusses this activity in more detail. The diagram attached to the permit shows the profile of the monitoring well. The wells are 40 feet deep or more, but the bore of the well itself is only about 2 inches in diameter. The lid would be set flush with the surrounding grade and would be the type of lid that is typically seen on water valves or survey monuments. These wells are intended to be in place for several years. Staff is proposing to condition the permit to require destruction of the wells once the monitoring program has ended, including appropriate backfill and surface restoration for the individual locations. Staff has no objections to the proposed well locations and recommends that the City Council authorize issuance of the permit. --------------------------------------------------------------- COPIES TO: Carol D. One existing well, 2S/1E 32N 1, was paved over during the last improvements to Arnold Road and may need to be replaced if it can not be located and salvaged. These five wells will aid in the investigation of fringe to main basin groundwater movement, baseline salt loading, and provide information about little known aspects of seasonal changes and reactions with groundwater of the Tassajara and Alamo creeks. Two of the wells are designated to monitor the possible salt loading impacts from irrigating with reclaimed water at Emerald Glen Park. Included within are all written correspondence (Attachment A) regarding the wells, along with background information, location maps, and a well construction diagram (Attachment B). Zone 7 Water Agency appreciates. the Council' s consideration of this matter and hopes these wells will be approved at the July 5, 2000 meeting. CITY OF DUBLIN GENERAL PROVISIONS The permittee shall begin work as authorized under this permit within 90 days from the start of issuance, unless a different date is stated in the permit. If the work is not begun within 90 days of the time stated in the permit, the permit shall become void. The permit shall be valid for a term of one year from the date of issuance, or as otherwise stated on the permit unless discontinued by the use or removal of the encroachment for which the permit was issued. (City of Dublin Municipal Code Chapter 7.04) This permit is issued only for that portion of werk in the City of Dublin right-of-way. The permittee shall notify Underground Service Alert (U.S.A.) at 800/227-2600 prior to excavation. All underground contractors must have U.S.A. inqnity identification number. PUttee is hereby cautioned that re'floss other,vise noted heroin, traffic signal detector loopS, wiring, etc., and irrigation facilities shall not be disturbed. Request marking from City of Dublin Public Works Department at 833-6630. All excavations shall conform to the requirements of the State of California Division of industrial Safety. PUttee shall furnish all safeguards for pedestrians and post warning signs in advance of work area for vehicular traffic end shall clear the roadway of any obstmctimts or debris at the end of each work day. All safety devices shall conform to the latest edition of the State of California "Manual of Warning Signs, Lights, and Devices for Use in Performance of Work Upon Highway." No public road under the jurisdiction of the City of Dublin shall be closed to travel by the general public without special permission of the City Engineer in writing, No lane closures will be allowed between 6:00 a.m. end 9:00 a~m. or between 3:30 p.m. and 6:30 p.m. At other times, at least one lena of traffic shall be kept open to the general publiC. The pavement shall be sawed 6" outside the edges of the trench excavation in order to leave a smooth contour of the pavement surface. Cutting with air tools or other devices leaving jagged edges shall not be permitted. No more than 300 linear feet of continuous excavation shall be opened at one time. A. Excavate only that length of trench which can be backfilled the same da~. B. Except for bedding or shading requirements by utilities, ClaSs II Aggregate Base is the only acceptable backfill material. Backfill shall be placed in accordance with the current "State of California Department of Transportation Standard Specification." The permittee shat~ give particular attention to maintaining the project in a dust-free condition while performing the various itears of work and dining non-working periods, including weekends. . All work shall be done in accordonce with the provisions of the Clean Water Act, which protects the storm drain system. 1';[o dirt, rock, debris, concrete, or other materials or fluids will be allowed to enter the storm drain system during the course of work on this permit Final asphalt concrete surfacing shall be placed within 5 days of completion of each 300 lineal feat of excavation. If the edges of the trench have ravelled prior to final surfacing, the edges shall be resawn. Line and grade shall be left to the satisfaction of the City Engineer. All work shah conform to the current "State of California Deparhnent of TranSportation Standard Specifications" end City requiremonts, and the City Inspector shall be notified at 833- 6630 24 hours prior to pouring concrete. A. Line and grade shall conform to grade of existing curb. B. Line end grade shall conform to adjacent sidewalk. C. Line end grade shall conform to plans prepared by attached hereto and made a part hereoE D. No concrete shall be poured until forms have been inspected and appmved. E. Where conerote is to be removed, the edges are to be sawn at the nearest joint or score mark. Where concrete is poured in a planter strip, score lines, construction joints, expansion joints, shall be continued across entire sidewalk area. Where curb, gutter, end sidewalk are poured monolithically, the "back edge" ofth6 curb shall be scored. The permittee will notify the proper utilities or persons that the location of an existing utility pole, fire hydrant, tree, or other encroachment at the site or within the traveled way is such that relocation is necessary for proper execution of the work and/or safety of the general public. Said relocation shall be made at no expense to the City of Dublin. In the event such encroachment is not removed, the permittee will be permitted to construct a blockout with dowelled bars in a location and in a armmar satisfactory to the inspector. Upon cmnpletion of relocation of such encroachment, permittee shall complete couslntction of curb, gutter, end/or sidewalk within 30 days. No culverts or storm drains are to be cut or disturbed. Direction of flow and capacity of existing surface water drainage facilities shall not be materially changed. Access to public and private properties adjacent to the public road in which work is authorized shah not be denied by reason of such work. Special measures shall be taken to insure passage for emergency vehicles over end at the site of work at all times. In the event that any future improvement of the road right-of-way necessitates the relocafion of the encroachment for which this permit is issued, the permittee shall relocate stone at his sole expense. Priority shall be given to operations performed under contract let by the City of Dublin for certain work at this location: Coordination shall be eftacted through said Contractor and the Project Representative for the City. Any existing facilities damaged or removed in the course of the work shall be replaced in kind or better, including grom~d end pavement surface, signs, striping, markers, curb, gutter, survey monuments, trees, and other vegetation, etc., to the satisfaction of the owner of said facility. The cash bond placed for this work will be held for six (6) months after the final Inspection; howeveT, in the event the permittee does not give the City the notice required in Paragraph 3 hareinabove end the work is performed without inspection, the cash bend will be held for one year after the final inspection. PERlVHTTEE SHALL NOTIFY CITY INSPECTOR AT 833-6630 WITIIEN 3 DAYS AFTER WORK IS COMPLETED. FAILURE TO COMPLY WITH THESE PROVISION8 W1LL RESULT IN THE C1TY'8 TAKING WHATEVER MEASURES ARE NECESSARY TO CONFORIVi TO SAID PROVISIONS AND BILLING THE PEtLMFFFEE FOR ALL EXPENSES INCURRED. DESCRIPTION OF WORK: Four monitoring wells will be advanced using a hollow-stem auger drilling method. Zone 7 will oversee the drilling and lithologic logging of each monitoring well. The excavation will be no more than six inches in diameter at depth and will terminate at ground surface in a traffic-rated man-hole cover. Monitoring wells will be constructed of two inch, schedule 40 PVC riser and slotted screen. It is estimated than all monitoring wells will be approximately 40 feet or deeper below land surface in depth. Wells in-high traffic areas will be finished at grade to the specifications of the City of Dublin. Attached is a general well construction diagram that will be used for these monitoring wells..
