DESCR!PTIO}::
In 1981, Alameda County established a 435-foot two-hour parking zone on the
east side of Golden Gate Drive at the request of Fox and Carskadon Management
Co.,who was property manager of the buildings at 6401-6459 Golden Gate at
that time. Alameda County's policy was to charge the applicant for costa
involved in such requests: so Fox and Carskadon paid the cost of~the'migning.'
In February of 1989, Staff received a request from SmithKline Bioscience Labs,
6511 Golden Gate Drive, to remove the two-hour parking zone. Employees of the
lab had been accustomed to parking all day in the t~o-hour zone~ however, in
response to a complaint, the police began enforcing the zone in February.
According to representatives of the lab, their on-site parking is inadequate,
and employees not only park along the street but also in the lots of some of
the nearby shopping centers. Removal of the entire a35-foot two-hour zone
(allowing for driveways and a fire hydrant) would provide unrestricted parking
for approximately 15 to 18 cars.
It should be noted that the County established two separate two-hour zones on
the east side of Golden Gate Drive, one that extends from the corner of Dublin
Boulevard to Crown CheYrolet's rear driveway (525 feet), and one that begins
$10 feet from Dublin Boulevard and extends 435 feet to the cul-de-sac end of
Golden Gate. Because of the way the County signed the two-hour zones, they
have been perceived as extending the full length of the east side of Golden
Gate Drive. The signing changes indicated on £xhibit 6 will better define the

The Tuaffic Safety Committee considered the lab's request a~d sent out a
survey to othe~' businesses on Golden Gate Drive to determine if anv of them

received from five of the businesses located at 6401-6459 Golden Gate Drive.
Two responses favored (or did not object to) removal of the two-hour zone.
Three responses ~Jere not in favor of removing the t~o-hour zone. Copies of
the responses are attached as Exhibit 4.
Staff advised SmithKline Bioscience that since some of the businesses still
needed the two-hour zone for customer parking, City Staff would prefer to
leave the zone as-is. Subsequently, SmithKline Bioscience asked that the City
Council consider a request to remove the two-hour zone in front of their
property only and lea-se the two-hour zone in front of 6401-6459 Golden Gate.
Notices were sent to all businesses on Golden Gate Drive, and at the time of
writing this agenda statement, one communication had been received from
Schuck's Transmission opposing any changes in the t;;o-hour zone.
Concern was expressed by some of the businesses on Golden Gate that removal of
the two-hour restriction would encourage extended parking or abandoning of
vehicles on the street. Curbside parking that is otherwise unrestricted is
still governed by the pro,zision of the traffic ordinance that prohibits
storage of vehicles on the street for longer than 72 hours.
The diagram (Exhibit 6) shows the most reasonable and economical solution from
the standpoint of changing signs: removal of the parking restriction for about
117 feet of the lab's frontage. This action would provide 6 to 7 spaces in
front of the lab ~ith no time limit and leave 9 to !1 two-hour spaces in front
of part of the lab's property and 6401-6459 Golden Gate. It is recommended to
leave at least a few two-hour spaces in front of the lab for their customer
parking, as it has been noted that delivery vehicles often double-park. This
proposal is not expected to completely solve the lab's parking situation.
This limited parking zone was originally adopted by the County by ordinance
and must therefore be repealed by ordinance. The City's Traffic Ordinance,
adopted in 1987, no~¢ allows limited parking zones to be adopted by resolution.
Therefore, it is recommended that the entire two-hour parking zone be repealed
and that the portion that is to remain two-hour parking be adopted by
resolution.
Staff recommends ~ha~ the City Council conduct a public hearing, waive the
reading, and introduce the ordinance repealing the two-hour parking zone at
the southerly end of Golden Gate Drive, and adopt the resolution establishing
a 190-foot two-hour parking zone (to become effective upon the effective date
of the ordinance).

ORDINANCE NO. -89
AN ORDINANCE OF THE CITY OF DUBLIN
REPEALING A LIMITED PARKING ZONE ON GOLDEN GATE DRIVE
The City Council of the City of Dublin does ordain as follows:
Section 1. The provision of Chapter 7 of the City of Dublin Traffic
Code (adopted by Ordinance 14-85) establishing a two-hour parking zone on the
easterly curbline of Golden Gate Drive from a point 810 feet south of the
southeast corner of Dublin Boulevard, easterly a distance of 435 feet, is
hereby repealed.
Section 2. This ordinance shall become effective and be in force thirty
(30) days after its final passage and adoption by the City Council.
Section 3. The City Clerk of the City of Dublin shall cause this
ordinance to be posted in at least three (3) public places in the City of
Dublin in accordance with Section 36933 of the Government Code of the State of
California. -

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ESTABLISHING A LIMITED PARKING ZONE ON GOLDEN GATE DRIVE
Pursuant to the provisions of Article 4, Section 23(c) of City of
Dublin Ordinance 55-87 (Traffic Control and Restrictions) , the City Council of
the City of Dublin does resolve as follows:
Section 1. That a two-hour parking zone shall be established on the easterly
side of Golden Gate Drive, from a point 1,186 feet southerly of the southerly
curbline of Dublin Blvd. to its southerly end, ' .9. distance of 190 feet.
Section 2. That the provisions of Section 1 shall be added to Chapter 7 of
the City of Dublin Traffic Code.
Section 3. That this resolution shall become effective upon the effective
date of City of Dublin Ordinance _ -89, adopted on the th day of
, 1989.

Dear Mr. Thompson:
On February 1, 1989 the Dublin police advised that they were
going to enforce the 2 hour parking zone on Golden Gate Drive.
This 2 hour zone was apparently established in 1981 at the
request of a previous tenant. We find that this restriction is
not necessary for our operation and would like you to consider
lifting the 2-hour parking limitation on the east side of Golden
Gate Drive-.- -

Dear Mr. Thompson:
Thank you for your letter of March 23, 1989 regarding the two-
hour parking zone on Golden Gate Drive.
We understand the concerns of our neighbors, but feel an
equitable arrangement can be reached regarding this situation.
As this zone restricts the entire east side of Golden Gate
Drive, we would like to suggest that the 2 hour parking
restriction be limited to the area in front of the businesses
located in 6401-6459 Golden Gate complex.
We are requesting, at this time, that the City Council review
the parking regulations only on the portion of Golden. Gate Drive
directly in front of our property.
We appreciate your consideration.
