SUBJECT: Partial Acceptance of Off-Site Improvements (Dublin Boulevard Widening) for
Tract 6765, Schaefer Ranch (Schaefer Ranch Holdings, LLC) and Approval of
Regulatory Traffic Control Devices

EXECUTIVE SUMMARY:
Discovery Builders, dba Schaefer Ranch Holdings, LLC, has constructed the Dublin Boulevard
Widening off-site improvements for Tract 6765 in accordance with the Improvement Agreement
for Tract 6765. It is now appropriate for the City to accept these improvements and approve the
regulatory traffic control devices.
FINANCIAL IMPACT:
The City will incur annualized maintenance costs for these improvements, estimated to be
$27,700 for street sweeping, street lighting/traffic signal, and landscaping (monthly), slurry seal
(every five years) and asphalt concrete pavement overlay (every 20 years). Discovery Builders
has provided a Warranty Bond (Bond No. 10475059-W), issued by Travelers Casualty and
Surety Company of America in the amount of $731,075.00, to guarantee for one year the
improvements associated with Tract 6765.
RECOMMENDATION:
Staff recommends that the City Council adopt the Resolution for the Partial Acceptance of Off-
Site Improvements (Dublin Boulevard Widening) for Tract 6765, Schaefer Ranch (Schaefer
Ranch Holdings, LLC) and Approval of Regulatory Traffic Control Devices.

DESCRIPTION:
Schaefer Ranch Holdings, LLC has completed the Dublin Boulevard Widening off-site
improvements for Tract 6765, Schaefer Ranch. The improvements consist of widening Dublin
Boulevard from Hansen Drive to approximately 600 feet west of Silvergate Drive and installing a
new traffic signal at the intersection of Dublin Boulevard and Silvergate Drive. This work was
governed by an Improvement Agreement executed on February 20, 2007, via City Council
Resolution No. 17-07.
The work governed by the Off-Site Improvement Agreement includes two separate projects: the
Dublin Boulevard Widening project and the Dublin Canyon Road Intersection Improvements
project. The Dublin Boulevard Widening improvements have been constructed to the
satisfaction of the City Engineer and it is appropriate that the improvements be accepted by the
City for permanent maintenance. The Dublin Canyon Road improvements are not complete and
are not being accepted at this time.
At the time the City and the developer, Schaefer Ranch Holdings, LLC, executed the Off-Site
Improvement Agreement, the developer provided performance and labor and materials bonds
issued by Travelers Casualty and Surety Company of America each in the amounts of
$4,364,500.00 (Bond No. 104757059). Now that the Dublin Boulevard Widening improvements
are complete, these bonds may be released in accordance with the authority contained in
§66499.7 of the Government Code. Discovery Builders has provided a Warranty Bond (Bond
No. 10475059-W), issued by Travelers Casualty and Surety Company of America in the amount
of $731,075.00, to guarantee for one year the improvements associated with Tract 6765.
The developer will provide replacement bonds issued by Liberty Mutual for the cost of the
remaining Dublin Canyon Road improvements each in the amounts of $1,440,200.00 (Bond No.
070012079). These bonds will be retained until the Dublin Canyon Road improvements are
complete.
The following regulatory traffic control devices will be accepted and approved as part of this
project and added to the City of Dublin Traffic Code:
• "No Parking Anytime" signs installed on both sides of Dublin Boulevard between Hansen
Drive and the western project limit.
• Traffic signal at the intersection of Dublin Boulevard and Silvergate Drive.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
PARTIAL ACCEPTANCE OF OFF-SITE IMPROVEMENTS (DUBLIN BOULEVARD
WIDENING) FOR TRACT 6765,
SCHAEFER RANCH (SCHAEFER RANCH HOLDINGS, LLC)
AND APPROVAL OF REGULATORY TRAFFIC CONTROL DEVICES
WHEREAS, Schaefer Ranch Holdings LLC, the developer of Tract 6765, previously
entered into an Improvement Agreement with the City of Dublin to complete off-site
improvements associated with Tract 6765, in accordance with plans and specifications on file
with the City Engineer; and
WHEREAS, the work governed by the Improvement Agreement is composed of two
separate off-site projects, the Dublin Boulevard Widening project and the Dublin Canyon Road
Intersection Improvements project; and
WHEREAS, the Dublin Boulevard Widening improvements are complete in accordance
with said plans and specifications, and any approved modifications thereto, to the satisfaction
of the City Engineer; and
WHEREAS, the Dublin Canyon Road improvements are not complete and are not being
accepted at this time; and
WHEREAS, the developer secured the Improvement Agreement by providing
performance and payment bonds each in the amount of $4,364,500.00 (Bond No. 104757059)
for off-site improvements, both issued by Travelers Casualty and Surety Company of America;
and
WHEREAS, the original bonds that guaranteed the improvements can be released, in
accordance with the authority contained in §66499.7 of the Government Code of the State of
California; and
WHEREAS, the developer has provided replacement performance and payment bonds
each in the amount of $1,440,200.00 (Bond No. 070012079) to secure the remaining Dublin
Canyon Road work; and
WHEREAS, Schaefer Ranch Holdings LLC, has provided a warranty bond in the amount
of $731,075.00, issued by Travelers Casualty and Surety Company of America (Bond No.
10475059-W) to guarantee the Dublin Boulevard Widening improvements for cone-year
period.
NOW, THEREFORE, BE IT RESOLVED that:

1. The Dublin Boulevard Widening improvements are hereby approved and
accepted subject to a one-year guarantee period.
2. The Dublin Canyon Road improvements are not complete and are hereby not
approved.
3. The performance and payment bonds issued by Travelers Casualty and Surety
Company of America in the amounts of $4,364,500.00 (Bond No. 104757059) for
off-site improvements be released.
4. The performance and payment bonds issued by Liberty Mutual in the amounts of
$1,440,200.00 (Bond No. 70012079) be retained until completion of the Dublin
Canyon Road improvements.
5. The traffic regulatory devices installed by the developer are hereby included in
the City of Dublin Traffic Code, said regulatory devices to include the following:
a) "No Parking Anytime" signs installed on both sides of Dublin Boulevard
between Hansen Drive and the western project limit.
b) Traffic signal at the intersection of Dublin Boulevard and Silvergate Drive.
