TO: Honorable Mayor and City Councilmembers FROM: Joni Pattillo, City Manager c:J~ ~ SUBJECT: Emerald Glen Park Plaza Replacement Projecf Award of Contract No. 11-12 Prepared by Herma Lichtenstein, Parks & Facilities Development Manager EXECUTIVE SUMMARY: Staff is seeking City Council authorization to award the Emerald Glen Park Plaza Replacement Project, Contract #11-12. The replacement project will encompass approximately one third of the main plaza adjacent to the concession/restroom building on the north side of the park. To properly grade the plaza surrounding sections of adjoining sidewalk, landscape and ADA parking will need to be replaced. Additional courtesy ramps for families or deliveries will also be installed from the parking lot. FINANCIAL IMPACT: ' The total project cost identified for the Emerald Glen Park Plaza Replacement Project CIP No. 950016) in the adopted Capital Improvement Program is $107,091. This project is funded by the General Fund. The project budget includes $84,132 for improvements and the remaining $22,959 was appropriated for project design, inspection, administration and related costs. Reviewed By Assistant City Manager Submitted By Parks and Comm~.tnity Services Directbr Page 1 of 2 ITEM NO. 4.7 DESCRIPTION: As approved in the 2008-2013 Capital Improvement Program, design and construction of the Emerald Glen Park Plaza Replacement Project will be completed in Fiscal Year 2011-2012. The project entails demolition of existing concrete and surrounding planting areas, re-grading, and replacement of damaged areas of the plaza. The bid also includes resealing and restriping the adjacent parking lot. On March 26, 2011 the City received four bids. All of the bids were below the $84,123 improvement budget. Of the four bids received, the low bid was provided by Environmental Landscape Solutions, with a base bid of $39,495. The overall bid results are as follows: $39,495 $40,000 $57,900 . $84,070 Environmental Landscape Solutions ABG Group American Asphalt Golden Bay Construction Attachment 1 is a Resolution awarding Contract #11-12 to Environmental Landscape Solutions in the amount of $39,495. The project is anticipated to be complete in May 2012 and Staff has coordinated the timing of construction in order to minimize impact on the 2012 Farmers' Market schedules. NOTICING REQUIREMENTS/PUBLIC OUTREACH: Advertisement of project was listed as a public notice in the Tri-Valley Herald. XX - 12 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN * * * * * * * * * * * AWARDING CONTRACT NO. 11-12 EMERALD GLEN PARK PLAZA REPLACEMENT PROJECT TO ENVIRONMET AL LANDSCAPE SOLUTIONS WHEREAS, the Fiscal Year 2011-2012 Capital Improvement Program Budget includes the Emerald Glen Park Plaza Replacement Project (CIP # 95016); and WHEREAS, the City of Dublin did, on March 26, 2012, publicly open, examine and 'declare all sealed bids for doing the work described in the approved Plans and Specifications for Contract No. 11-12, which Plans and Specifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the City Engineer, who has reviewed the bids to determine the lowest bid which was responsive to the requirements of the biddocuments; and WHEREAS, the apparent lowest bid for the Project was the. bid of Environmental Landscape Solutions, in the amount of thirty nine thousand four hundred ninety-five dollars ($39,495); and WHEREAS, Environmental Landscape Solutions is able to perform said project. NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Dublin, does hereby award Contract No. 11-12 to the lowest responsible bidder therefor, to wit, Environmental Landscape Solutions, at a bid of $39,495 the particulars of which bid are on file in the office of the City Engineer.
