FINANCIAL STATEMENT: None
DESCRIPTION: The Parks and Community Services Department develops and
implements quality programs that strengthen community image, provide recreational experiences,
encourage healthy lifestyles and preserve the City's heritage. This is accomplished by providing
innovative recreational and social programs. Following is a summary of the programs and events held in
the winter quarter.
RECREATIONAL ACTIVITIES
Recreational Activities provide positive. recreational experiences and opportunities to enhance health, well
being and create balance in life. The classes are taught by contracted instructors as well as commercial
recreational providers in the area. The following is a summary of registration.

There was a slight decrease of 3 participants in registration and a lower rate of cancellation of classes.
Zumba had the largest participation with 101 participants registered for the session. In addition to
Zumba, popular classes during the winter quarter included Gymnastics, Tumbling, Pee Wee Playtime,
Yoga and Meditation. Attachment 1 is a detailed registration report.
DUBLIN PRESCHOOL
The Dublin Preschool is a recreation-based preschool program that provides the opportunity for social and
educational development under the instruction of qualified early childhood educators. Children in this
program participate in activities such as games and learning activities, outdoor play, arts and crafts,
music, story time and circle time. Classes were offered at two locations including the Emerald Glen
Activity Center and the Shannon Community Center. Classes are offered in two-day and three-day
combinations both in the morning and afternoon. There is also a four day per week option for the Junior
Kindergarten program.
There were a total of 305 registrations for Session II, The three year old classes had 113 registrations.
There were 167 registrations for the four year old classes, and the Junior Kindergarten program had 25
registrations. There were 61 people on the waiting list, of which 45 were Dublin residents. Following is
a summary of registration for the winter session II.

FAMILY SERVICES
After School Recreation
After School Recreation is a supervised activity program for children in first through fifth grades. The
program operates on school days at all public elementary schools. Participants engage in a variety of
activities such as indoor and outdoor games, arts and crafts, special events and quiet time for homework.
Every other month Staff coordinates a special event on Mondays at each site called "Monday Fundays".
The After School Recreation program provides youth the opportunity to participate in recreational as well
as educational activities in a safe and supervised environment. There were 256 youth registered for
winter session II.

Student Union After School Program
Student Union is an after school recreation program designed specifically for middle school students. It
provides a safe place after school to engage in positive activities that will enhance social, intellectual,
physical and emotional development. An emphasis is placed on academic enrichment and
recreation/leisure enrichment. Student Union programs are held in two eighteen-week sessions at ,Wells
Middle School and Fallon Middle School. The program offers a variety of fun activities and features the
popular homework hour with a credentialed teacher. Other daily activities include sports, games, arts and
crafts. There were 76 students registered for session II. The following is a summary of registration.

Teen Events
The Department coordinates teen special events throughout the year. No events were scheduled during
the winter session.
SPORTS
Adult Basketball League
Two leagues (Men's 5-on-5 "C & D") were conducted during the winter quarter. The leagues began in
January and ended in April. Games were held on Sundays at Stager Community Gymnasium and Wells
Middle School Gymnasium. The leagues had a combined total of 12 teams this season. This was four
teams below last year's total.

Contracted Sports Programs
Each quarter the City offers several sports programs by utilizing contracted instructors. Contracted
classes offered during the winter included Arora Tennis, Kidz Love Soccer and Wee Hoop. New
contracted programs added this winter were California Player Development (Basketball class taught by
Brendan Devane, a Fallon Middle School coach), Dublin Falcons (Speed and Agility clinic), Make Me a
Pro (Winter Break basketball camp) and Rockin' Jump (Fitness classes and Dodgeball league).
Registration for contracted sports programs increased 17% from the previous year and set anall-time
high.

Youth Basketball League
The Junior Warriors Youth Basketball League is for boys and girls in Kindergarten through eighth grades.
Games were played on Saturdays at Stager Community Gymnasium and the Wells Middle School
Gymnasium and Multi-Purpose Room beginning January 7 and ending on March 3. The high school
division was not offered this season as a kindergarten division was offered instead. There was an increase
in registration of 3% from last season to 575 participants on 60 teams. Games and practices were held
weekly. Following is a summary of registration for the league.

Basketball Clinics
The City offered two pre-season youth basketball clinic options. A skill building clinic conducted by City
Staff held over four sessions was offered, which introduced a new skill each session. Also offered was a
half-day clinic featuring clinician Chris Meredith, a basketball coach at Dublin High School. There was a
22% decrease in registration from the prior year.

Senior Center
The Dublin Senior Center provides various recreational opportunities for senior patrons to live a
healthier lifestyle. The activities, classes, and events offered contribute towards strengthening the
participants' physical, cognitive and mental wellness.
This report summarizes the attendance during the winter quarter for the months of December 2011
through February 2012. The following is a comparison of attendance over the past five years.

Attachment 2 is a detailed attendance report for the 2012 winter quarter.
Participation continues to increase with a 3% growth over this quarter last year. The group games, like
Bridge, American Mah Jong, Bunco and Pinochle are very popular and have continued to show growth in
attendance. Volunteer hours have increased 6% due to number of volunteer instructors offering a variety
of activities at the Senior Center. Several classes were taught by new volunteer instructors including Tai
Chi Chih, English as a Second Language, Watercolor, Latin Jazzercise, Computer Training, and Chair
Yoga classes. On a special note, four of the six popular line dance classes. are also taught by dedicated
volunteers.
SPECIAL EVENTS
Tree Lighting
The City's annual Tree Lighting ceremony featured musical performances by the Wells Middle School
Jazz Combo and the 145 member Dublin Unified Elementary School Choir which represented each of
Dublin's elementary schools. As the concert came to a close, Santa himself appeared to the delight of the
nearly 600 guests who came to enjoy the concert, cookies, and hot chocolate.
Breakfast with Santa
Breakfast with Santa is afamily-oriented special event co-sponsored with the Dublin High School Band
Boosters. The event was held at the Shannon Community Center. The City provided the facility,
decorations, novelty items, staffing, and promotions for the event. The Band Boosters provided a

breakfast of pancakes, sausage, juice, fruit, milk and coffee. The band members serve the breakfast and
operate the "Photos with Santa" area. There were 447 participants this year.

Letters from Santa
The "Letters from Santa" program was offered to parents who wanted their child to receive a personalized
greeting from Santa. To receive a letter, an adult completed an application giving specific information
about the recipient. A personalized letter was then prepared, printed on special Santa stationary, and
mailed to each child. A nominal fee was charged to cover the cost of the stationary, postage and staff
time. This year 68 letters were mailed. With the decline over the past few years Staff will be
discontinuing this program in the future.

Youth Fee Assistance Program
This program promotes access to City recreation services by providing eligible Dublin youth financial
assistance to participate in City sponsored recreation programs. During 2011, the program provided
assistance to 86 eligible youth in the community. During the winter 2012 quarter 10 scholarships were
awarded with proceeds from the City Golf Tournament held in September 2011. After Staff approved the
10 scholarships, funding for fee assistance was fully encumbered. Currently, there are 33 youth on a
waitlist. The program relies solely on donations and fundraising efforts.
RECOMMENDATION: Staff recommends that the Parks and Community Services
Commission receive the report.
