DESCRIPTION'
Houston Place is presently a half-width street which was required to be
dedicated and constructed by the developer of Parcel Map 4008. The other half
of the street would be required to be dedicated if and when the adjacent
property redevelops.
Because Houston Place is narrow, access is severely curtailed when
vehicles park along the curb on the south side or The fence on the north side.
The police and fire departments have both requested prohibition of on-street
parking so that emergency vehicles will have clearance to all structures.
The types of businesses along Houston Place are primarily warehouse and
light industrial uses, for which a fire would have extreme consequences.
Staff feels that these businesses have adequate on-site parking, but
additionally, the safety factor involved far outweighs the loss of the on-
street parking. It may be possible to restore some of the on-street parking
in the future, if and when the other half of the street is constru[ted.
Notice of this public hearing has been sent to property owners involved.
Staff recom~nends that the City Council conduct a public hearing and
adop~ the resolution establishing a no-parking zone on Houston Place.
