On October 22, 1980, the Alameda County Planning
Director approved a Site Development Review application
for the location of six office buildings on
approximately 2.75 acres of an approximate 23.49 acre
parcel. Four of the six buildings were constructed,
one of which has since burned down.
1464 ZU: On April 2, 1981, the Alameda County Board of
Supervisors approved Ordinance No. 81-26 rezoning an
approximate 23.49 acre parcel from the C-2, General
Commercial District to a PD, Planned Development,
allowing C-O uses and some C-1 uses, subject to the C-0
District regulations.
PA91-048: On August 19, 1991, the Planning Commission approved
Tentative Parcel Map 6179 to allow the division of an
existing, improved ±4.5 acre parcel into two separate
parcels (Lot 1=3.41 acres, Lot 2=1.10 acres) and
approved a Conditional Use Permit to allow a minor
modification to the Planned Development General
Provisions, by allowing a minimum effective lot
frontage of 25 feet.
PA92-083: On February 1, 1993, the Planning Commission denied a
Tentative Parcel Map request to divide the existing
improved parcel into three separate parcels and denied
a Variance request to allow two of the new parcels to
have substandard effective lot frontages. The project
was not appealed to the City Council within the
appropriate appeal period (15 days). The Planning
Commission action of denial is final.
APPLICABLE REGULATIONS:
Section 8-31.18 states that if, in the opinion of the Planning
Commission, a proposed land use (such as an automobile rental agency
with outdoor storage of vehicles) not indicated on a Land Use and
Development Plan approved by the City Council, does not materially
change the provisions of the approved Land Use and Development Plan,
then the land use may be permitted subject to securing a Conditional
Use Permit.
Section 8-94.0 states that conditional us~s must be analyzed to
determine: 1) whether or not the use is required by the public need;
2) whether or not the use will be properly related to other land uses,
transportation and service facilities in the vicinity; 3) whether or
not the use will materially affect the health or safety of persons
residing or working in the vicinity; and 4) whether or not the use
will be contrary to the specific intent clauses or performance
standards established for the district in which it is located.
ENVIRONMENTAL REVIEW: The project has been found to be Catagorically
Exempt from CEQA under Section 15301, Class l(a) of the State CEQA
guidelines. The use consists of an operation in an existing structure

and on an improved lot, involving negligible expansion of uses beyond
that previously existing.
NOTIFICATION: Public Notice of the March 15, 1993 hearing was
published in the local newspaper, mailed to adjacent property owners,
and posted in public buildings.
ANALYSIS:
The Applicant, Prem Singh, representing Dollar Rent-A-Car, in
conjunction with Robert Enea, the property owner, are requesting
approval of a Conditional Use Permit to amend the PD, Planned
Development, General Provisions to allow rental car agencies, with
outdoor storage of rental vehicles as a conditional use, for the
properties located at 6665-6690 Amador Plaza Road, within the PD
District.
The proposed rental car agency use will be established within an
existing 130 square foot office space, located at 6670 Amador Plaza
Road, Suite 122. The rental fleet will consist of 15 vehicles, all of
which will be 1990-1993 models. The vehicles are being provided by
the corporate office in Concord who will be responsible for servicing
the vehicles. The rental vehicles will not be serviced or washed on
the subject site.
The proposed hours of operation will be Monday through Friday,
8:00 a.m. to 6:00 p.m., and Saturday and Sunday, 9:00 a.m. to 4:00
p.m. The agency will start out with two employees, the Applicant and
his wife.
A total of 15 parking spaces on-site will need to be striped,
signed and numbered to designate them as Dollar Rent-A-Car parking
(see Exhibit A). Sufficient parking is available on the parcel (243
spaces provided, 148 spaces required), which includes two existing
office buildings and the pad of a third office building which was
destroyed by fire, and has not been rebuilt.
Additional lighting is required for the designated rental car
parking area. In addition, the Applicant will be required to work
with the Dublin Police Services Department on an ongoing basis to
establish an effective theft prevention and security program.
The Public Works Department has determined that the proposed use
will be located within a tenant space which was recently vacated.
This project will not generate additional vehicular traffic above and
beyond that which was previously existing, and therefore is not
subject to a Traffic Impact Fee.
This application is in conformance with the provisions of the
General Plan and the Downtown Specific Plan. This application has
been reviewed by other City Departments and affected agencies and
their comments have been incorporated into the draft resolutions.
Staff recommends approval of the Applicant's request for a Conditional
Use Permit and Site Development Review, subject to the conditions
listed in the draft resolutions of approval, Exhibits B and C,
respectively.

A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
APPROVING PA 93-001 DOLLAR RENT-A-CAR CONDITIONAL USE PERMIT REQUEST
ALLOWING A MINOR MODIFICATION TO THE APPROVED PLANNED DEVELOPMENT
GENERAL PROVISIONS FOR THE PROPERTIES LOCATED AT
6665-6690 AMADOR PLAZA ROAD
WHEREAS, Prem Singh, representing Dollar Rent-A-Car, in
conjunction with Robert Enea, the property owner, request approval of
a Conditional Use Permit to amend the PD, Planned Development, General
Provisions to allow rental car agencies with outdoor storage as a
Conditional Use for the properties located at 6665-6690 Amador Plaza
Road; and
WHEREAS, Section 8-31.18 of the Zoning Ordinance establishes the
Conditional Use Permit process as the mechanism to allow consideration
of minor modifications to approved Land Use and Development Plans for
Planned Development Districts; and
WHEREAS, the Planning Commission held a public hearing on said
application on March 15, 1993; and
WHEREAS, proper notice of said public hearing was given in all
respects as required by law; and
WHEREAS, the application has been reviewed in accordance with the
provisions of the California Environmental Quality Act (CEQA) and was
found to be Categorically Exempt under Section 15301, Class l(a) of
the State CEQA Guidelines; and
WHEREAS, the Staff Report was submitted recommending that the
application be conditionally approved; and
WHEREAS, the Planning Commission did hear and consider all said
reports, recommendations and testimony hereinabove set forth.
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning
Commission does hereby find that:
A. The proposed land use, a minor modification to the Planned
Development General Provisions, serves the public need by
providing a broader range of services available for the
community.
B. The proposed land use will be properly related to other land uses
and transportation and service facilities in the vicinity, as the
proposed use will be compatible when compared to the type and
nature of operations typically found in administrative office
areas and the uses currently in operation in the immediate
vicinity.

C. The proposed land use will not materially adversely affect the
health or safety of persons residing or working in the vicinity,
or be materially detrimental to the public welfare or injurious
to property or improvements in the neighborhood, as all
applicable regulations will be met.
D. The proposed land use will not be contrary to the specific intent
clauses or performance standards established for the District in
which it is to be located in that conditions have been applied to
ensure conformance with the applicable zoning regulations, and
the use is consistent with the character of the surrounding area
as well as the retail business district.
E. The approval of the Conditional Use Permit will be consistent
with the Dublin General Plan and the Downtown Specific Plan.
BE IT FURTHER RESOLVED THAT THE Dublin Planning Commission does
hereby conditionally approve PA 93-001 Dollar Rent-A-Car Conditional
Use Permit application as generally depicted by materials labeled
Exhibit A, stamped approved and on file with the Dublin Planning
Department, subject to the following conditions:
CONDITIONS OF APPROVAL:
Unless stated otherwise, all Conditions of Approval shall be complied
with prior to the issuance of building permits or establishment of
use, and shall be subject to Planninq Department review and approval.
The following codes represent those departments/agencies responsible
for monitorinq compliance of the conditions of approval. [PL]
Planning, [BI Building, [PO] Police, [PW] Public Works, [ADM]
Administration/City Attorney, [FIN] Finance, IF] Dougherty Regional
Fire Authority, [DSR] Dublin San Ramon Services District, [CO] Alameda
County Department of Environmental Health.
1. This approval is for the minor modification to the approved Land
Use and Development Plan (1464th Z.U.) for this site, allowing
automobile rental agencies with outdoor storage of vehicles as a
Conditional Use within this Planned Development District.
Approval of PA 93-001 shall generally conform to the plans
labeled Exhibit A, dated received by the Planning Department
January 14, 1993, stamped approved. [PL]
2. Except as may be specifically modified or elaborated upon by the
conditions listed herein, operation of uses on-site shall conform
to the General Provisions established by Ordinance No. 81-26 of
the Alameda County Board of Supervisors (See Attachment 3),
approved on April 2, 1981, for the 1464th Z.U. [PL]

The activities associated with PA 93-001 Dollar Rent-A-Car Agency
shall consist of: [PL]
a. administrative and management operations
b. customer service
c. rental vehicle pick-up and delivery
d. temporary outdoor storage of rental vehicles at the fifteen
(15) designated parking spaces.
The storage and parking of rental vehicles shall occupy a maximum
of fifteen (15) parking spaces located along the western portion
of the project in conformance with the Site Plan labeled
Exhibit A. [PL]
The Applicant shall provide appropriate pavement markings and/or
signage designating the fifteen (15) parking spaces reserved for
Dollar Rent-A-Car vehicles. [PL, PW]
The Applicant shall install additional lighting around the
fifteen (15) parking spaces reserved for Dollar Rent-A-Car, to
the satisfaction of the Dublin Police Services Department. [PO,
PL]
No loudspeakers or amplified music shall be permitted outside the
enclosed building. [PL]
No automotive repair is permitted on site, including washing and
detailing of vehicles. [PL, PO]
The Applicant/Property Owner shall be responsible for clean-up
and disposal of project related trash to maintain a clean,
litter-free site. [PL]
The Applicant shall control activity so as not to create a public
or private nuisance to the existing or surrounding businesses
[PA, PO]
All signs shall be subject to the requirements of the Sign
Regulations within the Zoning Ordinance. [PL]
The Applicant shall work with the Dublin Police Services
Department on an ongoing basis to establish an effective theft
prevention and security program. [PL, PO]
Written documentation that all Dublin Police Services Department
requirements have been complied with shall be submitted to the
Planning Director prior to establishment of use. [PL, PO, B]
The Applicant shall comply with all applicable Planning, Building
and Dougherty Regional Fire Authority requirements. [PL, B, F]

15. On an annual basis, this Conditional Use Permit approval shall be
subject to Zoning Investigator review and determination as to the
compliance with the Conditions of Approval. [PL]
16. This approval shall become null and void in the event the
approved use ceases to operate for a continuous one-year period.

17. This permit shall be revocable for cause in accordance with
Section 8-90.3 of the Dublin Zoning Ordinance. Any violation of
the terms or conditions of this permit shall be subject to

I am writing this letter to inform you about the Dollar
Rent a Car business and how we plan to operate it. Dollar Rent
a Car has been in Pleasanton for more than four years and has
been very successful. The owner is granting my wife and I the
opportunity to become agency operators. This is a corporate
business and the main office is located in Concord. The owner
of Dollar Rent a Car will supply the cars for the Dublin agency
and will also help us run the daily operations. Maintenance
for the vehicles will be done at the Concord office. Service
to the vehicles will not be done on the premises and the clean-
in~ ,of cars will be done at a near by gas station.
rKy wife Pardeep has been workin_g for Avis Rent a Car Systems,
Inc. for two years and is very knowledgeable and is extremely
excited to become a leader in the rental car agency. We are
certain that we can fulfill the demands that we will encounter
as agency operators. We have established many referrals and
plan to gain more customers from the towing companies, car
dealerships, etc. Dollar Rent a Car has at least t-~elve to
fourteen locations in the bay area and in the eastbay. These
locations are doing very well and we hope to do-the same. I
