FINANCIAL STATEMENT: Approximately $1,000 for installation of signs and related pavement markings. DESCRIPTION: The subject intersection is currently controlled by YIELD signs on Larkdale Avenue. TJKM has investigated this intersection in response to a request from Staff and determined that there is limited sight distance caused by landscaping and parked cars. Therefore, STOP signs would be more appropriate at this location. Staff recommends that the City Council adopt this Ordinance on an urgency basis and authorize Staff to remove the existing YIELD signs and pavement markings and install STOP signs and pavement markings. ITEM NO. 64' COPIES TO: TJKM ORDINANCE NO. -87 AN ORDINANCE OF THE CITY OF DUBLIN ESTABLISHING TRAFFIC REGULATIONS The City Council of the City of Dublin does ordain as follows: Section 1. STOP MANDATORY ON DESIGNATED APPROACHES: Article 4, relating to "Stop Intersections", of the Alameda County Ordinance Code previously adopted by the City of Dublin is amended by the addition of Sections 6-91.18 to read: 6-91.18 Larkdale Avenue at the Intersection of Bristol Road. Section 2. IMMEDIATE EFFECT: This Ordinance~ shall take effect immediately upon its enactment because the adoption and immediate effect thereof is necessary in order to protect vehicular and pedestrian safety. Section 3. POSTING OF ORDINANCE: The City Clerk of the City of Dublin shall cause this Ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California. Currently both approaches of Larkdale Avenue are controlled by YIELD signs (R39) and traffic on Bristol Road has the right-of-way. Field investigation revealed that sight distance is limited for traffic on Larkdale Avenue at the intersection with Bristol Road. This limited sight distance is caused by both existing landscaping and parked cars. The limited -sight distance affects the safe approach speeds on Larkdale Avenue. The limited sight distance alone meets the warrants for a two-way STOP sign installation. Since the two-way STOP sign warrants were met based on the visibility criteria, traffic volumes were not counted to determine if the minimum volume warrants were met. As a general practice, it is better to install STOP signs rather than YIELD signs at four-legged intersections. Therefore, TJKM recommends that the existing YIELD sign (R39) be replaced with STOP signs (RI).
