HomeMy WebLinkAbout05-10-2012 APPROVED HCAC Minutes CITY OF DUBLIN HERITAGE AND CULTURAL ARTS COMMISSION MINUTES Thursday, May 10, 2012 The meeting of the Heritage and Cultural Arts Commission was called to order at 7:04 p.m. at the Dublin Civic Center, Dublin, California,by Vice Chairperson Hernandez. PLEDGE OF ALLIGIENCE • Vice Chairperson Hernandez led the Pledge of Allegiance. ROLL CALL Commissioners Present: Carr, Tutino, Minniear, Hernandez, Vanderpool and King Commissioners Absent: Halket ORAL COMMUNICATIONS Mr. Rich Guarienti, Dublin resident at 8279 Rhoda Avenue, spoke on a non-agendized item. Mr. Guarienti congratulated City Council, Commission and Staff for their accomplishments in heritage and cultural arts programs over the last ten years. Mr. Guarienti stated that the venue created at the Heritage Park and Museums is outstanding. Mr. Guarienti also commended Ms. Elizabeth Isles, Heritage Park and Museums Director, Cm. Steve Minniear (who also volunteers at the Heritage Park and Museums) and City of Dublin, on the Camp Parks Exhibit currently on display at the Park. Mr. Guarienti suggested more promotional actions be taken to ensure this event and events in the future are sufficiently publicized. Mr. Guarienti suggested the Commission offer an "art in the park" walk for participants interested in local art and history in the City of Dublin. APPROVAL OF MINUTES OF MARCH 8, 2012 Cm. Minniear directed the Commission's attention to the minutes of Thursday, March 8, 2012, page 1, Item 8.1, paragraph three, correcting the second sentence to state that the collection includes a few oral history reports but none from the wives of the fighting Seabees. Please remove the last part of the sentence which states "from the wives of the Fighting Seabees" as this statement is incorrect. Cm. Carr directed the Commission's attention to Page 2 of the Thursday, March 8, 2012 minutes under the heading of "other business"; Cm. Carr asked the minutes be corrected to reflect that Cm. Can coordinated approximately 13,000 volunteers (not 1,300). Cm. Can also asked that the record be corrected to illustrate she collected 3,200 watches and $3,200 dollars, not 1,200 watches and $1,200 dollars. ON A MOTION BY CM. KING, SECONDED BY VICE CHAIRPERSON VANDERPOOL AND BY VOTE OF 5-0-1, THE COMMISSION APPROVED THE MINUTES OF THE MARCH 8, 2012 MEETING AS AMENDED. CM. TUTINO ABSTAINED FROM VOTE AS SHE WAS NOT PRESENT AT THE MARCH 8, 2012. WRITTEN COMMUNICATION -None PUBLIC HEARING -None UNFINISHED BUSINESS -None NEW BUSINESS 8.1 AGENDA PROCESS Ms. Ann Mottola, Heritage and Cultural Arts Manager, City of Dublin reviewed the agenda process in accordance with the Agenda Statement Item 8.1 which included Attachments 1: Heritage and Cultural Commission Bylaws and Rules and Procedure and Attachment 2: City Council Resolution No. 19-11 Amending and restating the Rules for the Conduct of Meetings of the City Council. Staff Member Mottola asked the Commission for their questions or comments on Agenda Item 8.1 and its Attachments. Cm. King asked for clarification on what the Heritage & Cultural Arts Commission can and cannot act upon. Mottola advised that any new action item requiring resources or funds would need to be discussed as part of the update to the City Council's Strategic Plan. Paul McCreary, Director, Parks & Community Services Department, City of Dublin advised that if Commission wants to offer a new class or event which will use additional city resources, it would be discussed during the next City Council Strategic Planning Workshop will be taking place in January or February 2013. McCreary advised that offering a film festival in Council Chambers as suggested by Cm. King would be considered a new item as it is not a part of the Strategic Plan and would require City resources. Cm. Minniear stated he was disappointed at the language used in the report presented by Staff. Cm. Minniear fundamentally disagreed with the comment made regarding the lack of authority the Commission has to suggest new programs or activities. Cm. Minniear advised this is in direct conflict with Item #8 under General Responsibility in the Bylaws. Cm. Minniear stated that his interpretation of the Agenda Statement is that the Bylaws were no longer to be followed. McCreary clarified Staff's intent that if Commission wanted to recommend a new program, it would not be appropriate to add the item to the Agenda. Rather, new events, programs or activities need to be discussed during the Strategic Planning time. Cm. Minniear felt the Staff report did not reflect the correct information. Staff member McCreary apologized that the Agenda Statement 8.1 may have not have been appropriately worded and confirmed that the Bylaws and Rules of Rules of procedure will be followed correctly as detailed in Item #8 under General Provisions. Commission received the Staff report. 8.2 MUSEUM ASSESMENT PROGRAM (MAP)—Phase III Ms. Elizabeth Isles, Heritage Museums Director, City of Dublin, presented Agenda Statement 8.2 regarding the Museum Assessment Program (MAP) Phase III to Commission. Isles asked if the Commission had any questions or comments regarding the Museum Assessment Program (MAP) Phase III repot Cm. Minniear stated that Staff had mentioned some items in the newest report were not fact checked which seems to be quite different from previous reports that were more detailed and included more factually based information. Cm. Minniear asked Staff if the questions or concerns raised by the Surveyor have been addressed. Isles advised that many of the concerns and questions have been addressed. Cm. Minniear stated that there are other, lower cost options available to help with the temperature and humidity issues outlined in the report other than purchase the "Hobo" machine. Cm. Minniear also suggested asking the volunteers where they feel more training is needed. Isles will address any and all training issue which may need to be review with the volunteers at the next monthly meeting. Cm. Tutino asked Isles if the City was considering hiring additional staff as suggested in the MAP report. McCreary advised that as part of the proposed two year budget, there are no plans for additional permanent staffing resources. However the proposed budget does include additional part-time seasonal staffing to assist with special events and other items. 8.3 WINTER QUARTERLY REPORT Staff member Mottola reviewed Item 8.3 Winter 2012 Quarterly report to Commission. Mottola asked Commission for their questions and comments. Commission asked for a description of a few programs such as Zumba and Break Dancing which Mottola answered. OTHER BUSINESS 9.1 OTHER BUSINESS Cm. King wanted to remind everyone that DublinEdge will be hosting a film showcase on Saturday June 9, 2012 with show times at 12 pm, 3pm and 6 pm at the Kolb Sunday School Barn. Cm King advised that more information could be found at the dublinedge.com website. Cm. Tutino attended one of the public budget sessions and was concerned that the budget process currently in place might not allow the City to act quickly if a property were to become available for purchase t;,at was of historic value. Cm. Tutino asked if the City set aside some type of resources available to be able act upon purchases of this nature quickly. McCreary advised that currently there are no funds set aside for this type of situation. However, the City is expecting a community benefit donation that will be set aside specifically for the Heritage Park and Museums. Further, the buildings of historic value are identified in the Historic Park Master Plan as properties the community should consider preserving. Cm. Minniear stated that the City has taken action when opportunities to purchase high priority property arose in the past. Cm. Minniear stated this is a good indicator of what might happen if this issue arose in the future. Cm. Minniear asked about the status of cemetery expansion at the Heritage Park & Museums. McCreary advised that there is a study proposed for Fiscal Year 2013-2014 to look at the feasibility of the cemetery expansion outlined in the Historic Park Master Plan. Staff will be bringing in a consultant to study the economics of moving forward with the cemetery expansion plans. Cm. Tutino asked if for each public art piece in Dublin the City has documented the history of the art piece including what it is made of, the artists' vision, history behind art piece, etc. and wanted to make sure that this project will be performed to completion. Cm. Carr thought the City of Dublin hosted a virtual tour on all of the public art in the City of Dublin. Staff Member McCreary confirmed there is a virtual tour of public art on the City website but it may need updating. Cm. Carr would like to see some narrative descriptions included to compliment the virtual tour. Cm. Minniear asked if an agenda item could be added to a future meeting to modify the Bylaws to illustrate how items are put on ieeting Agenda. Therefore, this item uld not have to be addressed again. Cm. Minniear felt that Staff did a really strong job of trying to get information out to the public on the Seabees exhibit and felt their marketing efforts went above and beyond normal advertising avenues. Cm. Minniear felt the issue was targeting information to a specific audience? Cm. Minniear has some additional thoughts to share with Staff regarding this issue. Cm. Minniear also volunteered to lead an "art in the park" walk at Camp Parks or the Iron Horse Trail. Cm. Minniear advised that the Dublin Library will be hosting a presentation on the legacy of WWII in the Bay Area on May 19, 2012. The presentation will detail the military facilities in the bay area and their legacies. Cm. Carr asked if it is possible to bring back the summer concert series. Director McCreary advised the City had tried different cultural arts events over the past year and will be looking towards planning different events in the future. A report will be coming to Commission regarding ideas for future events in the Cultural Arts Area shortly. Cm. Carr asked Staff Member Mottola if the plaque for the art work at the BART Station had been installed. Staff member Mottola advised it is not ready for installation at this time. Cm. Carr recalled the dedication event to the Commission on the dedication of the BART art project for the Commission. . Staff Member Isles reported that Saturday May 12, the Heritage Center will be hosting a May Fair which has a French theme, from 11 am — 5 pm. There will be dancing, free concert and also includes French cuisine. Staff Member Isles stated that the "We Build it, We Fight "exhibit is open until July 31, 2012 therefore, Staff will try more marketing efforts to spread the word about the exhibit. Director McCreary apologized for the miscommunication surrounding new business item 8.1; Agenda Process and advised he would make sure this information is appropriately communicated in the future.
