HomeMy WebLinkAboutReso 77-12 Telephone Systm Replace Bid RESOLUTION NO. 77 — 12 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AUTHORIZING AN EXCEPTION TO THE COMPETITIVE BIDDING REQUIREMENTS FOR THE SELECTION OF REPLACEMENT TELEPHONE SYSTEMS WHEREAS, the telephone systems at City Facilities, including the three Fire Stations, are in need of replacement and updating; and WHEREAS, the cost of each of these systems is expected to exceed $20,000; and WHEREAS, the Fire Station systems are connected to Alameda County Networks and may benefit from a separate procurement process; and WHEREAS, Section 2.36.050(A)(6) of the Dublin Municipal Code allows for exceptions to the typical public bidding process when the City is procuring items of a technical nature that would be difficult for a vendor to bid on a standard set of specifications; and WHEREAS, the municipal code requires that the Purchasing Agent undertake a thorough review of products and compare features that would most closely meet the needs of the City; and WHEREAS, the City has engaged Communication Strategies, LLC, an independent consulting firm, and they have prepared an assessment of the current City systems; and WHEREAS, in order to use the exception to the competitive bid process, if the purchase exceeds $20,000, the City Council must authorize the exception. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin hereby authorize the exception provided for in Section 2.36.050(A)(6) of the Municipal Code to select telephone systems through means other than a sealed competitive bid. BE IT FURTHER RESOLVED that the award of an agreement for telephone systems shall be presented to the City Council for their approval.
