The City Council will consider appointment of Abe Gupta as the City of Dublin appointee to the
Alameda County Mosquito Abatement District.
FINANCIAL IMPACT:
None.
RECOMMENDATION:
Staff recommends that the City Council adopt Resolution making an Appointment to the
Alameda County Mosquito Abatement District Board of Trustees.

The Alameda County Mosquito Abatement District Board (ACMAD) is a public agency serving
the people of Alameda County. The Alameda County Board of Supervisors, and each of the
elected councils of the 13 cities within the district, appoints one trustee to represent its
constituency on the governing board of the ACMAD.
The Board of Trustees consists of individuals dedicated to community service and willing to
accrue the knowledge required to effectively govern a mosquito abatement district. Trustees
serve two -year terms without compensation and receive allowances for expenses incurred in
attending business meetings of the board.
The City has received a letter (Attachment 1) from Chindi A. Peavey, District Manager,
requesting the appointment of a new City of Dublin representative following the unexpected
passing of the City's appointee, Dr. James Kohnen.

Mayor Sbranti requests that the City Council confirm the appointment of Abe Gupta (application
attached as Attachment 2) as the City of Dublin's appointment to the Alameda County Mosquito
Abatement District Board for the term ending January 1, 2014. The appointment would be
made upon approval of the proposed resolution (Attachment 3).
NOTICING REQUIREMENTS /PUBLIC OUTREACH:
The unscheduled vacancy was posted at the City's three regular posting locations and on the
City's website. A certified copy of adopted Resolution will be sent to Alameda County Mosquito
Abatement District. A copy of Staff Report was sent to Abe Gupta.

On May 29t" we were notified that Dr. James Kohnen, the trustee on the Alameda
County Mosquito Abatement District representing the city of Dublin, had passed away
at his home in Dublin. This shocking and unexpected news has saddened all of us who
knew Jim.
The city of Dublin had appointed Dr. Kohnen to a new two -year term in January of
2012, his appointment was to expire on January 1, 2014. We respectfully request an
appointment be made for the remainder of his two -year term.
Dr. Kohnen had served on our Board since 2004. His professional expertise in the
fields of entomology and public health was of great value to the District. He served as
Chairman of the West Nile Virus Committee and as an elected Board member of the
California Special Districts Association. Dr. Kohnen served as President of the ACMAD
Board in 2008.
We shall appreciate your sending us a certified copy of your resolution appointing your
trustee to our Board for the term ending January 1, 2014.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
MAKING AN APPOINTMENT TO THE
ALAMEDA COUNTY MOSQUITO ABATEMENT DISTRICT
BOARD OF TRUSTEES
WHEREAS, the City of Dublin is authorized to appoint one member of the Board of
Trustees of the Alameda County Mosquito Abatement District; and
WHEREAS, the term for the current unscheduled vacancy expires on January 1, 2014.
NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council hereby appoints
, as Board of Trustee representing the City of Dublin on the Mosquito
Abatement District.
BE IT FURTHER RESOLVED that the City Clerk shall forward a certified copy of this
Resolution to the Alameda County Mosquito Abatement District.

1. Why are you interested in serving as an Alameda County Mosquito Abatement
District Trustee?
I believe I can fully and honestly represent the needs of Dublin as a trustee of the District.
Over the last six years, I have taught as a professor of law helping to craft legal education
curriculum for first year law students. To this end, I have had to. work collaboratively with
like- minded individuals to achieve the best outcome. I believe I can successfully bring this
skill set to the District. Additionally, I have a background in Civil and Environmental
Engineering, with a degree earned fiom Stanford. I am readily versed in matters of
ecology, public health and environmental law. I am also a full time resident of Dublin and
believe strongly in enhancing this wonderful place we call home.
2. What contributions can you offer as a District Trustee?
We live in challenging times for public government. Times when nearly every nightly
news broadcast contains at least one story concerning the troubling exercise of
professional judgment or the questionable use of professional trust. Operating under this
backdrop, I would like to contribute to the District's important work of providing guidance
on vector control issues. I wish to energetically bring to the District the perspective of a
young attorney and law professor who regularly faces the remarkable challenge of quickly
understanding rules established over several decades.
3. Any additional information you would like to add.
The opportunity to serve on the District is a wonderful way to continue being able to work
with other like- minded citizens on important issues concerning our community. I also hope
to bring to the committee a diverse racial and ethnic background. I am a practicing Hindu,
but I was raised Catholic. I speak Hindi and Punjabi and regularly travel to Southeast Asia.
I can also translate written Latin. I thank you for your consideration.
