HomeMy WebLinkAbout7.7 Ala Cty Fire Joint Use Proj • .s Of no°4i `9' ; 82 STAFF REPORT CITY CLERK • ' CITY COUNCIL File # _ �icirnv��` 230—zo DATE: July 17, 2012 TO: Honorable Mayor and City Councilmembers FROM: Joni Pattillo, City Manager`' ra, SUBJECT: City of Dublin and Alameda County Fire Joint Use Projects — Conceptual Designs Prepared by Herma Lichtenstein, Parks and Facilities Development Manager EXECUTIVE SUMMARY: On June 19, 2012, the City Council approved Facility Use Agreements with the Alameda County Fire Department for their Maintenance Facility as well as their tenancy in the City's Public Safety Complex. The ACFD Maintenance Facility will be co-located along with the City's new Corporation Building on the site of the City's Corporation Yard at the east end of Scarlett Court. Staff has completed the conceptual designs for all three facilities and will present the building elevations for City Council review. FINANCIAL IMPACT: • The 2012-2017 Capital Improvement Program includes sufficient funding to approve the conceptual designs for both projects and move forward with the construction documents. RECOMMENDATION: • Staff recommends that the City Council receive the Staff presentation and approve the conceptual design for the projects and direct staff to waive the LEED Silver certification requirement for the combined corporation yard and maintenance facility. v Hi "Submitted B Reviewed By Director of Parks and Assistant City Manager Community Services DESCRIPTION: Staff has been working for several months on design concepts for the City's Corporation Building, the ACFD Maintenance Facility and•the Public Safety Complex. Staff formed a joint • use review team comprised of the Architect (Dahlin), and City and County personnel. The team has worked collaboratively to maximize both sites and provide .input into the overall building Page 1 of 3 ITEM NO. 7.7 • function and design. All parties have committed to a fast track timeframe in order to facilitate completion of the projects. The following are brief descriptions of the various buildings. A full presentation will be provided at the City Council meeting. Alameda County Fire Maintenance Facility The proposed improvements include: removing and replacing all exterior metal cladding, including the roof; repairing minor structural issues; and upgrades to the electrical service. The site work will include: new entrance fencing and gate; parking lot restriping inclusive of ADA requirements; and space for apparatus prep prior to maintenance. The elevations (Attachment 1) are based on the designs originally approved for the City Corporation Yard. Dublin Corporation Yard The proposed improvements include: construction of a new metal clad building with training and muster space, workshops and storage areas to consolidate City files now stored in leased space. The facility will also have upgrades to the electrical service. The site work will include: new entrance fencing and gate; additional staff parking inclusive of ADA requirements; and outdoor materials storage for city wide operations. Both the City building and ALCO Maintenance building are intended to complement one another and appear as a single campus. The elevations (Attachment 2) are based on the designs originally approved for the City Corporation yard. Public Safety Complex - Alameda County Fire Administrative Offices The proposed improvements include: demolition of all existing interior improvements and selected site work; installation of temporary maintenance facilities for the City of Dublin and Alameda County Fire Maintenance; and construction of fourteen thousand square feet of office space for Alameda County Fire Administrative Offices. The proposed elevations have been included as Attachments 3 and 4. The combined corporation / maintenance facility will fall under the City's Green Building Ordinance, which requires City projects in excess of $3,000,000 to be designed to a LEED Silver standard. However, the City Council does have the discretion to set this requirement aside and Staff is recommending that due to the nature of the building's use (maintenance within open bays and large areas of the site dedicated to paved surfaces) that this requirement be waived. To satisfy the spirit of the ordinance, Staff has included best management practices on such items as: the demolition and recycling of the existing cladding; higher levels of insulation and passive energy use reduction in reflective roofing and increased natural day - lighting; and the inclusion of conduits and electrical room space for future photovoltaic connections. In the case of the Corporation / Maintenance Yard Project, the metal building cladding will be specified with recycled content of 34% which is one of the highest available in the industry. For the Public Safety Complex (Alameda County Fire Administrative Offices), the City is working with Chevron to reallocate funds originally earmarked for swim center modernization to replace the mechanical systems to a higher efficiency. In addition, Staff is researching the option of a modular interior wall system that can be relocated when the future phase is authorized. This system has a reduced material footprint and can be installed faster than a traditional framed wall system. Page 2 of 3 NOTICING REQUIREMENTS /PUBLIC OUTREACH: Not required at this time.
