Receive this report; and 2. Authorize the Mayor to sign the Letter of Participation in the Alameda County Waste Management Authority Multi-Family Affordable Housing Green Building Design Assistance Program. FINANCIAL STATEMENT: No financial impact at this time. DESCRIPTION: On February 15, 2000 the City Council passed an ordinance amending the Mm~icipal Code to comply with the Alameda County Waste Management Authority's requirement of a Waste Management Plan for construction, demolition and renovation projects within the City of Dublin. The City's policy is to promote the development of structures that are resource efficient, healthy and maximize life-cycle return on investment. This policy direction signaled the City of Dublin's intent to promote policies and practices that would create wider use of sustainable development. On December 3, 2002 the City Council approved the City of Dublin's application for participation in the Multi-Family Affordable Housing Green Building Design Assistance along with Eden Housing, Incorporated. The application was for green building design assistance in developing the affordable senior housing project at the former library site. The City of Dublin was selected to participate in the Green Building Design Assistance Program along with the Cities of Livermore and Alameda. The Alameda County Waste Management Authority is ready to begin providing the design assistance to Eden Housing, Inc. and the development team for the senior housing project. In order to allow for this design assistance to begin it is necessary to enter into an agreement with Alameda County Waste Management Authority. Attachment 1 is a copy of the Letter of Participation that Alameda County Waste Management Authority would like the City of Dublin to sign. Alameda County Waste Management Authority lameda County Source Reduction and Recycling Board www. stopwaste.org 777 Davis Street, Suite 100, San Leandro, CA 94577 · (510) 614-1699 LETTER OF PARTICIPATION BACKGROUND Green building is an increasingly important global concem and a critical component of the Alameda County Waste Management Authority's mission to conserve natural resources and reduce the amount of materials going to our landfills. In addition to savings on waste disposal costs, through recycling and waste prevention, owners and occupants of green buildings enjoy a wide variety of other benefits, including reduction in energy and water costs and reduced exposure to toxic substances found in certain building materials. The City of Dublin and Eden Housing, the developer of the Dublin's Affordable Senior Housing project, were selected through a competitive process to participate in the Green Building Design Assistance Program. Findings and results of the Green Building Design Assistance Program will be used to develop "Green Building Guidelines for Multi-Family Affordable Housing" which will be available in November 2003 for use by all multi-family affordable housing projects in Alameda County. PARTICIPATION AGREEMENT The Alameda County Waste Management Authority will: · Provide free green building design assistance for the Dublin Affordable Senior Housing project. · Develop "Green Building Guidelines for Multi-Family Affordable Housing" for review and comment by the City of Dublin and Eden Housing. · Pay Eden Housing a stipend of $5,000 to subsidize their participation in the development of the Green Building Guidelines. The stipend will be paid on the following schedule: $4,500 to be paid upon receipt by the ACWMA of this Letter of Participation signed by all parties; and $500 to be paid upon receipt by the ACWMA of an evaluation of the Green Building Guidelines development process upon completion of the Guidelines. The City of Dublin will: · Provide review and comments to the ACWMA during the development of the Green Building Guidelines. · Provide ACWMA with project information for inclusion as a case study in the Green Building Guidelines. · Use the Green Building Guidelines in development of future multi-family affordable housing projects in the City of Dublin as the City deems appropriate. Eden Housing will: · Participate in the ACWMA's design assistance process by meeting with the ACWMA's design assistance team and making project information available to the team as needed to support the design assistance process. · Provide review and comments to the ACWMA during the development of the Green Building Guidelines. · Provide an evaluation of the Green Building Guidelines development process upon completion of the Guidelines. · Use the Green Building Guidelines in development of future multi-family affordable housing projects by Eden Housing as Eden Housing deems appropriate. LIABILITIES · Each party shall be responsible for acts or omissions of their employees or agents. TERM · The term of this Agreement shall commence upon the date that both parties have signed the agreement and shall end on December 31, 2003.
