EXECUTIVE SUMMARY:
The City Council will consider introducing an ordinance amending the Dublin Traffic Code
establishing bus stops at various locations in the City as requested by Livermore Amador Valley
Transit Authority (LAVTA).
FINANCIAL IMPACT:
There is no financial impact to the City of Dublin associated with this item.
RECOMMENDATION:
Staff recommends that the City Council waive the reading and introduce the Ordinance
establishing bus stops at various locations Citywide.

DESCRIPTION:
The Livermore Amador Valley Transit Authority (LAVTA) was created in 1985 under a Joint
Exercise of Powers Agreement between the Cities of Dublin, Livermore and Pleasanton to
provide transit service across the Tri-Valley. LAVTA and City staff routinely work cooperatively
on upcoming projects, day-to-day operations and proposed new bus stop locations. LAVTA
recently contacted staff and requested that several locations be designated as bus stops so that
extended service may commence in the immediate future, as LAVTA staff has received several
requests from City of Dublin residents. This report includes an Ordinance to designate various
locations as bus stops.

Bus Stop Designations
There are close to 150 locations throughout the City that are used as active bus stops, which
are indicated by either signs or curb markings and may include a bus pullout and amenities such
as benches and shelters. According to Dublin Municipal Code Section 6.04.360, the City
Council may establish bus stops by ordinance. Once established and marked accordingly,
vehicles cannot stop, stand or park within the designated area.
With the recent construction of residential developments in Eastern Dublin, LAVTA has
developed bus route extensions to better serve residents, including 12 proposed new bus stops.
Details regarding the proposed new bus stops are provided in Table 1. Although the City has
jurisdiction over the amenities in the road rights of way, the LAVTA board has approved the
proposed locations in order to provide better bus service coverage for the neighborhoods. Bus
stop locations have been proposed in some locations partly out of the specific request of
citizens, as is the case with the Silvera Ranch neighborhood. All proposed locations have been
studied by LAVTA staff and been determined to be necessary to provide better service;
therefore City staff is making the recommendation that the City Council establish the 12 bus
stops listed below:

The City has received feedback from the residents of the Silvera Ranch neighborhood about the
potential for a bus stop on the north side of Silvera Drive and has shared that feedback with
LAVTA. LAVTA has requested that the proposed stop be removed from consideration at this
time to allow LAVTA to consider service alternatives.
Encroachment and Maintenance Agreement
In 2009, the City Council approved the Bus Shelter Encroachment and Maintenance Agreement
("Agreement") with LAVTA to formally define maintenance responsibilities at City of Dublin bus
stops. The Agreement contains an Exhibit that lists all City bus stop locations and associated
amenities to be maintained by LAVTA. An amendment ("First Amendment") was approved by
City Council in 2010 to further clarify maintenance responsibilities. Again in 2011, an
amendment to the agreement was approved ("Second Amendment"), which added additional

bus stops to the Exhibit and revised the language regarding amendments to authorize the City
Manager of Dublin and the Executive Director of LAVTA to execute future amendments to the
Exhibit (i.e., add additional locations and/or associated amenities). New bus stop locations can
be added to the Exhibit administratively only if first designated by the City Council by ordinance.
As such, the City Manager and Executive Director of LAVTA will execute a Third Amendment to
the Agreement to incorporate the above described bus stops once the Ordinance is adopted.
NOTICING REQUIREMENTS/PUBLIC OUTREACH:
Since Silvera Ranch Drive is a local residential street, notices regarding the item were mailed to
the residents along the proposed route extension by LAVTA. LAVTA staff provided notification
to the residents of this neighborhood because the proposed bus stop is on a residential street in
close proximity to homes. A copy of this staff report was provided to Paul Matsuoka, Executive
Director of LAVTA.

AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AMENDING THE DUBLIN TRAFFIC CODE
ESTABLISHING BUS STOPS AT VARIOUS LOCATIONS CITYWIDE
The City Council of the City of Dublin does ordain as follows:
Section 1. The following locations shall be added to Section 6.44.010 of the City of
Dublin Traffic Code:
Central Parkway
North Side at Fallon Road.
Fallon Road
West Side at Antone Way
East Side at Antone Way
West Side at Kingsmill Terrace
East Side at Signal Hill Drive
West Side at Silvera Ranch Drive
Gleason Drive
North Side at Grafton Street
North Side at Lockhart Street

Section 2. Severability. The provisions of this Ordinance are severable and if any
provision, clause, sentence, word or part thereof is held illegal, invalid, unconstitutional,
or inapplicable to any person or circumstances, such illegality, invalidity,
unconstitutionality, or inapplicability shall not affect or impair any of the remaining
provisions, clauses, sentences, sections, words or parts thereof of the ordinance or their
applicability to other persons or circumstances.
Section 3. Effective Date. This Ordinance shall take effect and be enforced thirty (30)
days following its adoption, and after appropriate bus stop signage or markings have
been placed providing notice thereof.
Section 4. Posting. The City Clerk of the City of Dublin shall cause this Ordinance to
be posted in at least three (3) public places in the City of Dublin in accordance with
Section 36933 of the Government Code of the State of California.
