Repealing the Designated "No Parking" Zone on Regional Street

The City received a request to repeal a "No Parking" zone on the west side of Regional Street
south of Dublin Boulevard. The proposed removal of the "No Parking" zone would repeal a 100
foot section of red curb on Regional Street to accommodate additional parking demand in the
area.
FINANCIAL IMPACT:
Sufficient funds are budgeted in the Street Maintenance Operating Budget to cover the cost of
removing the existing red curb.
RECOMMENDATION:
Staff recommends that the City Council adopt the resolution amending the Dublin Traffic Code
repealing a "No Parking" zone on a portion of Regional Street.

The City received a request to repeal a no parking zone on the west side of Regional St.
immediately south of Dublin Boulevard. Due to the opening and expansion of several
businesses in the adjacent retail center, demand for parking has increased in the area.
Staff has reviewed the existing conditions and found that a 100 foot section of "No Parking"
zone can be repealed on Regional Street. Twenty feet of red curb would remain south of the
driveway for 7900 Dublin Boulevard and north of the driveway for 6850 Regional Street to
ensure adequate sight distance for drivers exiting each driveway. The remaining portion of the
"No Parking" zone in between the two aforementioned driveways could be repealed at the City
Council's direction. Exhibit A to the staff report (Attachment 3) is an aerial photograph showing

the proposed action. Exhibit B to the staff report (Attachment 4) shows the street level view of
the proposed action.
Staff has determined that there is adequate lane width in the southbound direction of Regional
Street to accommodate this request; however, it is recommended that the segment north of the
driveway to 7900 Dublin Boulevard remain a "No Parking" zone due to its proximity to the Dublin
Boulevard /Regional Street intersection and a more narrow southbound width. Additionally, no
other potential sight distance issues were apparent during the field investigation. The proposed
action would create approximately 5 additional on- street parking spaces.
This potential removal of red curb described above was discussed with members of the Traffic
Safety Committee who had no issues with the proposed removal.
A Resolution is attached (Attachment 1) that would repeal a 100 foot section of the "No Parking"
zone on Regional Street.
NOTICING REQUIREMENTS /PUBLIC OUTREACH:
Written notification (Attachment 2) of the proposed action was sent to all businesses on the
adjacent frontage. At the writing of this report, one email (Attachment 5) in favor of the proposed
action has been received.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
REPEALING DESIGNATED "NO PARKING" ZONE ON REGIONAL STREET
WHEREAS, on- street parking is currently not allowed on the west side of Regional
Street between Dublin Boulevard and 90 feet south of the driveway to 6850 Regional Street;
and
WHEREAS, parking demand has increased with the opening and expansion of
businesses in the immediate vicinity; and
WHEREAS, Regional Street is wide enough to accommodate vehicle parking on a
portion of the west side of the street, while also providing adequate access for regular traffic
and emergency vehicles.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin
hereby adopts the following parking modification as follows:
Section 1: The following language shall be deleted from Section 6.28.010 ( "No
Parking Zones: Designated ") of the City of Dublin Traffic Code:
Regional Street
On the easterly and westerly curblines from the northerly curbline of Dublin Boulevard,
northerly a distance of 290 feet;
and on the easterly curbline from the southerly curbline of Dublin Boulevard, southerly a
distance of 280 feet,
and on the westerly curbline, southerly a distance of 355 feet.
Section 2: The following language shall be added to Section 6.28.010 ( "No Parking
Zones: Designated ") of the City of Dublin Traffic Code:
On the easterly and westerly curblines from the northerly curbline of Dublin Boulevard,
northerly a distance of 290 feet;
and on the easterly curbline from the southerly curbline of Dublin Boulevard, southerly a
distance of 280 feet,
and on the westerly curbline southerly a distance of 185 feet,
and on the north side of the driveway of 6850 Regional Street, northerly a distance of 20
feet.

And on the south side of the driveway of 6850 Regional Street, southerly a distance of
75 feet

Proposed Removal of Parking
Restriction on Regional Street
The City of Dublin received a request to repeal the "No Parking" zone on
Regional Street south of Dublin Blvd. to provide additional parking for
customers of nearby businesses. The proposed action would remove parking
restrictions on a 100 -foot section of curb between the driveways of 7900
Dublin Boulevard and 6850 Regional Street. Twenty feet of red curb adjacent
to both driveways would remain to provide adequate sight distance.
This item will be reviewed by the City Council at the meeting on August 21,
2012. If you would like to submit comments to be included in the staff report for
the City Council's consideration, please do so by Tuesday August 7, 2012.
