FINANCIAL STATEMENT: None
DESCRIPTION: On an annual basis, Staff undertakes a review of the expenditures
and revenues related to various Department programs and recommends fee adjustments as necessary.
Staff also reviews the fees charged by other local agencies to determine if the proposed fees are
comparable to the market average.
City Council approved the Staff prepared 2012-2014 budget, which includes updated activity information
for preschool, family programs, sports, aquatics, and senior center programs. Therefore, Staff is
requesting the Parks and Community Services Commission to amend the Master Fee Resolution for the
program areas of preschool, family services, sports, aquatics and senior center programs.
The proposed amendments to the Master Fee Resolution were prepared using the Parks and Community
Services Department Pricing Policy, which was adopted by the City Council in September 2010.
Following is a summary of the proposed modifications.
PRESCHOOL PROGRAMS
The Dublin Preschool program offers three class levels at two campuses in Dublin. The program
currently serves over 300 students. Dublin Preschool is a co-op program in which parents are required to
either participate in the classroom several times each session or pay anon-participation fee in lieu of
fulfilling their requirement. If a parent is unable to participate in the classroom, they pay the non-

participation daily fee so that a Preschool Aide can be scheduled in the parent's place. The co-op format
helps to maintain affordable registration fees and involve parents in their child's learning.
Staff proposes increasing fees for the Dublin Preschool an average of 7% to help offset anticipated
increases for staff and program supplies. The following is a summary of the proposed fee modifications.

FAMILY SERVICES PROGRAMS
Family Services Programs support positive youth development and strong families. Programs include
Camp Kolb, Camp Emerald Glen, Camp Sunrise, Nature Day Camp, After School Recreation, Student
Union and Family Events. Staff proposes increasing fees for the After School Recreation and Student
Union programs an average of 4%. The following table summarizes the proposed fee modifications.

Staff proposes increasing resident fees for Nature Day Camp by 3%. Staff also proposes to increase fees
for Breakfast with Santa and the Spring Eggstravaganza from $7.50 to $10.00 per resident; and for the
Family Campout event from $16.00 to $19.00 per resident. The fee increases will cover additional costs
of staffing, contract vendors, operating supplies and maintenance costs of set up and clean up by MCE.

SPORTS PROGRAMS
The Adult Co-ed Bocce Ball League is conducted on Wednesday and Friday evenings during the spring
and summer quarters. The league fee was raised in 2010 by 4% and is proposed to be raised another 4% in
2013
The Junior Warriors Winter Basketball League is held from January -March each year. Last season
featured 575 players. The fee is proposed to be raised 3% in 2013.
The Junior Warriors Summer Basketball League is held from June -July each year. The current season
features 154 players. The fee is proposed to be raised 5% in 2013. The proposed fee increases help to
offset the increased costs for programing, staffing, and maintenance.

SWIM CENTER PROGRAMS
The Lifeguard Training course provides all of the training necessary to gain employment as a Lifeguard.
Those completing the program will receive certifications in American Red Cross Lifeguard Training
(valid two years and includes First Aid), CPR/AED for Lifeguards (valid two years) and Administering
Emergency Oxygen (valid one year). This course now will also include Title 22 -First Aid for Public
Safety Personnel, which is a requirement for lifeguards. The fee increase of 26% covers the additional
costs for the certification fee, staffing and materials needed to add the Title 22 course.
Advanced Swimming Technique classes are designed to increase the effectiveness and efficiency of
specific strokes. Swimmers participate in drills and games that focus on stroke detail and swimming
techniques. Classes are taught by current swim team coaches.

SENIOR CENTER PROGRAMS
The Dublin Senior Center offers a variety of low cost classes, activities, and programs that facilitate
participation by senior patrons. Many classes, often taught by volunteer instructors, are offered on a
"drop-in" basis where the City charges a nominal "activity fee" to participate without having to pre-
register for the class.
It has been three years since the "activity fee" has been increased. Prior to 2000, the activity fee was at
$0.50. Then in 2004, the activity fee was raised to $0.75, and then to $1.00 in 2006. When the new
Senior Center opened in 2009 the "activity fee" was increased to from $1.00 to $1.25.

Staff recommends that the current practice of one "activity fee" for both residents and non-residents
continue. It would be difficult to truly monitor if a patron is a resident or non-resident without having to
check their photo identification cards. The "drop-in" fee format is very popular among the seniors. Staff
is recommending a 25 cent increase to the "activity fee" to $1.50.
Staff conducted a fee comparison of other Senior Centers, which indicates that the Dublin Senior Center
offers the lowest fees in the Tri-Valley area.

SOCIAL DANCE FEE INCREASE
The cost of hiring a "quality" band has increased to an average of $800 on average for three hours. Staff
expects this cost to continue to increase. In order to keep up with the increasing entertainment cost; Staff
suggests increasing the dance fee by $1.00 for residents, $2.00 for non-residents and $1.00 for at-the-door
participants. Many local senior centers have stopped offering dances mainly due to the high cost of hiring
a quality band.

RECOMMENDATION: Staff recommends that the Parks and Community Services
Commission receive the Staff presentation, open the Public Hearing, receive public testimony, close the
Public Hearing, deliberate and adopt the Resolution, or provide alternate direction.

ADOPTING A MASTER FEE SCHEDULE FOR
PARKS AND COMMUNITY SERVICES DEPARTMENT PROGRAMS AND SERVICES
WHEREAS, the City of Dublin has been sponsoring recreational programs, services and events since
1984; and
WHEREAS, the City Council adopted the Parks and Community Services Pricing Policy on September
21, 2010; and
WHEREAS, the Pricing Policy provides guidance for annual adjustments to service fees and identifies
what services should recover 100% of the total cost (direct and indirect costs) of providing a service, and objective
criteria for pricing services at lower levels; and
WHEREAS, it is necessary to revise fees to reflect changes in the cost of providing programs and
services; and
WHEREAS, the proposed fee schedule reflects these changing conditions and the guidelines of the
Pricing Policy; and
WHEREAS, the Pricing Policy provides that fees for Dublin residents should be discounted 17% less than
non-residents.
NOW, THEREFORE, BE IT RESOLVED that the Parks and Community Services Commission of the
City of Dublin does hereby adopt the following fee schedule:

BE IT FURTHER RESOLVED, that the Parks and Community Services Director may adjust the adopted
fees as long as cost-recovery target rates are maintained, and the increase does not exceed 10.0 percent for
purposes of introductory rates, family discounts and coupon discounts, non-prime-time pricing, package discounts
and early registration discounts to promote new recreation programs or resurrect existing programs.
BE IT FURTHER RESOLVED, that Resolution Number 02-11 be rescinded in entirety.
