FINANCIAL STATEMENT: None
DESCRIPTION: The Parks and Community Services Department strives to develop
and implement quality programs that strengthen community image, provide recreational experiences,
encourage healthy lifestyles and preserve the City's heritage. This is accomplished by providing
innovative recreational and social programs. Following is a summary of the programs and events held in
the spring quarter.
RECREATIONAL ACTIVITIES
Recreational activities provide positive recreational experiences and opportunities to enhance health, well-
being, and create balance in life. The classes are taught by contracted instructors as well as commercial
recreational providers in the area. The following is a summary of registration.

Various recreational classes are taught by contracted instructors to serve community members of all ages.
The majority of the classes were taught in six to eight week sessions although some classes are offered as
a one time workshop. There were 137 recreational classes offered during spring 2012. Popular children's
classes included Karate, Tumbling, Self-Defense, Kindergym, Pee Wee Playtime, Mini Mites, Mighty

Mites, Robotics and Tae Kwon Do. Popular adult classes included Zumba, Yoga & Meditation, and the
various cooking classes at the Shannon Community Center.
Attachment 1 is a detailed registration report.
*In 2010 and 2011 the Activity Guides for the winter and spring sessions were combined in an effort to
reduce production costs. As a result, the registrations and activities occurred throughout both the winter
and spring seasons. To more accurately delineate between the winter and spring season registrations, the
reported numbers have been recalculated using the standard timeframe of the spring season, which is
generally the last week of March through the second week of June.
PRESCHOOL
The Dublin Preschool Program provides recreationally-based classes with opportunities for social and
educational development. Activities include games and learning activities, outdoor play, arts and crafts,
music, story time and circle time. As a result, participants are able to make new friends and engage in
many activities that enhance the development of their motor skills, and promote health and wellness. The
preschool also prepares students to be successful at the kindergarten level.
Registration for the Preschool reached 294 in fifteen classes. The three year old classes were full with 31
children on the waiting list, of which 28 were residents. The four year old program and the Kindergarten
Readiness program had a few spaces available. Following is a summary of enrollment for the spring
session.

FAMILY SERVICES
After School Recreation
After School Recreation is a supervised activity program for children in first through fifth grades. The
program operates on school days at all public elementary schools in Dublin. Participants engage in a
variety of activities such as indoor and outdoor games, arts and crafts, special events and quiet time for
homework. Every other month Staff coordinates a special event on Mondays at each site called "Monday
Fundays."
The After School Recreation program provides youth the opportunity to participate in recreational as well
as educational activities in a safe and supervised environment. There were 277 participants for the spring
session, which was an increase of (8%), compared to the prior year.
To distinguish between the total number of passes sold and the total number of participants, the report
will now identify the total numbers for both. The number of participants reflects the total number of
students enrolled in the program. The number of passes sold reflects the combined purchases of both the
full session passes and 20-day passes. Please note that one participant can purchase multiple 20-day
passes; therefore, the number of participants in the program and the number of passes sold may not equal.

Student Union After School Program
Student Union is an after school recreation program designed specifically for middle school students. It
provides a safe place after school to engage in positive activities that will enhance social, intellectual,
physical and emotional development. An emphasis is placed on academic improvement and
recreation/leisure enrichment. Student Union programs are held in two eighteen-week sessions at Wells
and Fallon Middle Schools. The program offers a variety of activities and features the popular homework
hour instructed by a credentialed teacher. Daily activity themes include fitness, music, games and sports.
There were 77 participants for session II, which was an 8% increase compared to the prior year.

Spring Break Camp "Fun in the Sun"
"Fun in the Sun" spring break camp is a half-day camp that takes place at Kolb Park from 1:00 p.m. to
5:00 p.m. Staff from the Family Services Unit and the Sports Unit worked collaboratively to offer
morning sports camps near Kolb Park. Staff walked the participants of the morning camps to Spring
Break Camp "Fun in the Sun" in the afternoon. The morning camp which is coordinated by the Sports
Unit offered a basketball and tennis camp at Dublin High School which is within walking distance to
Kolb Park. This provided an all-day experience for participants with a variety of activities for campers.

TEEN PROGRAMS
Teen Events
A variety of teen events are programmed to offer teens in the community specific activities for their age
group. Four events were offered in the spring including a Teen Job Fair, Car Show, Improv Night, and a
Teen Band Night. The Teen Band Night was cancelled due to last minute band cancellations.
The Teen Job fair was held at the Dublin Senior Center on March 24th. The Job Fair was coordinated
collaboratively with the Dublin/San Ramon Women's Club, City of Pleasanton and the City of Dublin.
The majority of the teens/students participating came from tri-valley high schools and a few students
came from San Leandro, Hayward and Tracy. There were 462 students registered for this event.
The second annual "Dublin Community Car Show" took place on Saturday, April 21, from 11:00 a.m. to
3:00 p.m. at the Heritage Park and Museums. This intergenerational community event was planned and
coordinated by members from the City's Youth and Senior Center Advisory Committees, in cooperation
with the Dublin Senior Center Foundation. The event had 103 cars registered. Over 300 community
members also attended the event throughout the day. Community vendors and 4 food truck provided
refreshments and food throughout the day. Proceeds from the event benefited Dublin's "Youth Fee
Assistance Program" and the "Dublin Senior Foundation."

Spring Eggstravaganza
The Eggstravaganza is a popular family event with an egg hunt, face painting, crafts, party jumps, petting
zoo, carnival games, and photos with Peter Rabbit. There were 499 registered participants, and a waiting
list of 119. Staff will look into ways to accommodate more participants at next year's event.

SPECIAL EVENTS
Shamrock SK Fun Run and Walk
The City sponsored the 14th Annual Shamrock SK Fun Run and Walk as part of the St. Patrick's Day
activities. There were 1,840 registrants, which is an all-time high. A special T-shirt pickup/registration
night was held at World of Shoes three days prior to the race to increase pre-registration and ease the lines

for t-shirt pick-up at the event. Marketing for the event included the distribution of the registration flyers
to Dublin schools and local running clubs. The assembly area of the race was located in the California
Custom Carpet parking lot on Dublin Boulevard across from the Civic Center. Upon completion of the
race, runners were treated to refreshments including pizza, pastries, fruit, and water. A band provided
post-race entertainment in the Civic Center Plaza.

SPORTS
Adult Basketball Leagues
During the spring a total of 18 teams participated in three leagues (Men's 5-on-5 "C & D" and Men's 4-
on-4). The 5-on-5 leagues began in May and concluded in July. The Men's 4-on-4 league has a 30-year
and older age requirement. The 4-on-4 league began in March and. concluded in June. The registration
totals were at a five-year low. Staff is recommending offering a weeknight 30-year and older 5-on-5
league in the fall instead of the traditional 4-on-4.

Adult Bocce Ball
Adult Coed Bocce Ball Leagues were held on Wednesday and Friday evenings. Two bocce courts are
located at Emerald Glen Park. The Bocce leagues began in April and concluded in July. There was an
increase of one team from the previous year.

Adult Softball Leagues
During the spring two softball leagues were conducted with a total of 14 teams. One league was a
combination of Coed and Business Coed teams and the other a Men's league. The spring leagues were
held at the Fallon Sports Park on Tuesday and Thursday evenings. They began in April and concluded in
July. While the Men's league increased in size by one team, the Coed league dropped by four teams from
last season's record high.

Open Gym
Open Gym Basketball was held at the Fallon Middle School Gym on Monday evenings and continued to
be offered at a later time to attract the market of residents who are commuting and have busier schedules.

Total Attendance was up 33% over the previous year while the Average Daily Attendance was up 75%
from the previous year.

Contracted Sports Programs
The City offers several sports and fitness classes through independent contractors. During the spring the
City offered classes through Arora Tennis, Dublin Ranch Golf Course, Kidz Love Soccer, Make Me a Pro
and Wee Hoop. New offerings were given by California Player Development Academy (basketball),
Rockin' Jump and Velocity Sports Performance. In addition, the City offered youth spring break week
sports camps through independent contractors. A total of 533 people registered for spring contracted
sports programs, which was a 36% increase compared to the prior spring and afive-year high. Following

AQUATICS
Operations at the Dublin Swim Center began in February for the Dublin High School Swim Team. Due to
budget reductions the spring season for the City's aquatics programs began in May this year, rather than at
Spring Break as in the past. Recreational Swimming began on May 7 and continued on weekends
through Memorial Day weekend. Two sessions of the Learn-to-Swim classes were held in May and early
June. The Dublin High School Physical Education Department also utilized the facility to teach
swimming to freshmen for four weeks in May.

Recreational Swimming
The total attendance numbers during Recreational Swimming increased significantly. This increase can be
attributed to a warmer spring season than last year. The average daily visits were similar to the years prior
to 2011. The Swim Center was open nine days for Recreational Swimming as compared to 10 days last
spring.

Spring Learn-To-Swim Program
During the spring, 194 people participated in swim lessons, which was an increase of 18% from last year.
Marketing efforts such as use of the Vertical Response email marketing system and the 2012 Aquatics
Guide contributed to help increase attendance. The spring Learn-to-Swim was scheduled to include two
three-week weekday sessions, one four-week Saturday session and two four-week Sunday sessions.

Competitive Stroke Lessons
This program offers instruction in competitive swimming stroke technique, starts, turns and finishes.
There were 116 youth registered in the program, which was a 313% increase from last year. The increase
was due to the restructuring of the Competitive Stroke program. The competitive stroke program now
includes two class options: Pre-season Conditioning and Advanced Swimming Techniques. Six additional
classes were offered due to the new schedule.

Fitness Programs

American Red Cross Guard Start and Water Safety Instructor Aide Course
This course, which combines the American Red Cross Guard Start and Water Safety Instructor Aide
courses, is offered to those entering the 7th grade through 15 years of age. The class focuses on accident
prevention, response, fitness, leadership, and professionalism. It teaches valuable lifesaving skills, swim
instructor skills, job skills, teamwork, communication, and customer service. This course is a requirement
to volunteer in the Junior Aquatic Water Safety (JAWS) program.

American Red Cross Lifeguard Training
There were 22 participants registered this spring for Lifeguard Training. Those completing the program
received certification in American Red Cross Lifeguard Training (includes First Aid), CPR for
Lifeguards, and Administering Emergency Oxygen. Seven of the participants were subsequently hired by
the City of Dublin as Lifeguards, which is one of the benefits of offering these courses.

American Red Cross Water Safety Instructor Class
This course is available to participants 16 years or older and provides specific training on how to conduct
courses in the American Red Cross Learn to Swim Program. Along with learning basic instructional
techniques, participants learn how to instruct children, adults and those with disabilities.

SENIOR CENTER
The Dublin Senior Center provides various recreational opportunities for senior patrons to live a
healthier lifestyle. The activities, classes, and events offered contribute towards strengthening the
participants' physical, cognitive and mental wellness.

This report summarizes the attendance during the spring quarter for the months of March through May
2012. The following is a comparison of attendance over the past five years.

Despite the reduction of hours ofoperation due the flooding this quarter, the senior center experienced a
3% overall growth. See Attachment 2 for a detailed attendance report for the 2012 spring quarter. The
asterisk * indicates that the class was cancelled at least one day due to the flooding.
In April, the Senior Center hosted its annual Volunteer Recognition Banquet, where 125 volunteers and
dignitaries attended the lunch. Staff estimated over 150 volunteers gave 11,700 hours of volunteer service
in 2011.
The Second Annual All-America Car Show held on Saturday, April 21 from 11:00 a.m. to 3:00 p.m. at
Dublin Heritage Park and Museums was one of the highlights of the Spring Quarter. The event attracted
100 car owners; proceeds collected from the Car admission fee benefited the Youth Fee Assistance
Program, and the Dublin Senior Foundation. Staff estimated 300 spectators attended the event.
Approximately 136 people participated in voting for the People's Choice Award. Of the 136 ballots
received, 86 people completed the evaluation of the event found on the back of their ballot; 50 people
indicated it was their first time visiting the Dublin Heritage Park and Museums. The Car Show event
received high praises from both the car owners and spectators.
Coffee Sponsorship
The Dublin Senior Center thanks and acknowledges the following sponsors who donated funds this
quarter so the Senior Center can continue offering free coffee to its patrons. Yun Sun, the Latin Dance
instructor, Tim Petersen from Metlife, and Golden Age Care each donated. $250 this quarter.
RECOMMENDATION: Staff recommends that the Parks and Community Services
Commission receive the Report.
