HERITAGE AND CULTURAL ARTS COMMISSION
DRAFT MINUTES
Thursday,August 9,2012
The meeting of the Heritage and Cultural Arts Commission was called to order at 7:01 p.m. at the Dublin
Civic Center, Dublin, California, by Vice Chairperson Hernandez.

Vice Chairperson Hernandez led the Pledge of Allegiance.

APPROVAL OF MINUTES - June 14,2012
Cm. Carr directed the Commission's attention to page two, 1st paragraph, last sentence, Cm. Carr stated
that made she made the statement, regarding the necessity of the Shannon water play area for western
Dublin, not Cm. Tutino,
Cm. Minniear directed the Commission's attention to page two, to 9-1 Other Business, second to last
sentence; Cm. Minniear asked the sentence be corrected to read, "Cm. Minniear also advised he helped
lead a public walk and history tour at Emerald Glen Park regarding Schumacher Naval Hospital".
ON A MOTION BY CM. MINNIEAR, SECONDED BY CM. VANDERPOOL, AND BY VOTE OF
5-0-0, THE COMMISSION VOTED TO APPROVE THE MINUTES OF JUNE 14, 2012 AS
AMENDED.

8.1 SPRING QUARTERLY REPORT
Ann Mottola, Heritage and Cultural Arts Manager, City of Dublin, presented Agenda Statement Item 8.1
regarding the Spring Quarterly 2012 report to Commission as outlined.
Staff Member Mottola asked the Commission for their questions or comments regarding Agenda
Statement Item 8.1.
Staff Member Mottola advised the Commission the comparative data may not be accurate because it was
being compared to a prior combined session of winter and spring Paul McCreary, Director, Parks &
Community Services Director clarified the quarterly report is accurate but, the comparative data from
prior sessions are in question. Staff Member McCreary assured Commission this problem would not be an
issue with future quarterly reporting. Staff Member McCreary advised that class participation in heritage
and cultural arts programs has been trending upwards from the dramatic drop in 2008 and participation in
these programs is growing according to Staffs expectations.
Staff Member Mottola answered questions from the Commission regarding cancellation rates, total
revenue, class offerings, facility availability for cultural art use and the process of how the City of Dublin
contracts with instructors to teach classes.
Cm. Minniear requested that future reports include a breakdown of participation by adults versus. children
in heritage and cultural art classes. Cm. Tutino asked Staff Member Mottola to check on the number of
school tours offered as she thought the actual number is higher.
8.2 PARKS & COMMUNITY SERVICES WORK PLAN 2012-2014
Staff Member McCreary presented Agenda Item 8.2, the Parks & Community Services Work Plan for
2012-2014, as outlined in the Staff report.
Cm. Minniear asked Staff Member McCreary to elaborate on the City's definition of public art. Staff
Member McCreary listed examples of the different types of art currently in place throughout the City of
Dublin. Staff Member McCreary answered a variety of questions regarding the handling, funding,
decision making, and the art installation process as outlined in the Public Art Master Plan and Ordinance.
Cm. Carr stated that the process used to for the "transit art project"worked very well.
Cm. Minniear asked for additional information from Staff Member McCreary regarding the Parks &
Recreation Marketing Plan, which Staff Member McCreary further described the plan to Cm. Minniear.
8.3 "splatter" UPDATE
Stephanie Mein, Recreation Coordinator, City of Dublin presented Agenda Statement Item 8.3 to
Commission as outlined in the Staff report. Staff Member Mein asked Commission for their questions
and/or comments regarding the presentation of Item 8.3.
Staff Member McCreary commended the event staff for putting together a diverse event. Vice-
Chairperson Hernandez complimented Staff Member Mein on her presentation and said she felt the
"splatter"event should be great fun for community.
Cm. Tutino complimented Staff on the original interactive events and activities planned for this event and
stated Staff had done a great job including all age groups in a fun, unconventional, artistic event. Cm.
Tutino felt this event would be engaging to the public because of this type of creative planning.
Cm. Minniear encouraged Staff to include gluten free, Vegan and Vegetarian food options and non-
alcoholic drink options to service a wider variety of the public.

Staff Member Mottola explained to Commission that Staff has been striving to reach a wider demographic
by delving into a new marketing arena and Staff Member Mottola is very excited about this new venture
and believes this event will do very well. Staff Member McCreary stated that Staff would continue to
make adjustments to accommodate Commission comments and try to work them into the event. however
with the close proximity to the event some ideas will need to be explored next year.
