The City of Dublin has participated as a Charter Member in the Association of Bay Area
Governments Pooled Liability Assurance Network since 1986.
Part 3 of Division 3.6 of Title 1 of the California Government Code (Sections 900 et seq)
imposes certain enumerated duties upon the City Council relating to claims for money or
damages which are presented to the City.
Pursuant to California Government Code Section 935.4, the Dublin City Council has by
Resolution (Resolution No. 53.02) authorized the City Manager or his/her designees the
authority to perform on behalf of the City Council the duties imposed upon the City Council by
California Government Code Section 900 et seq, relating to claims for money or damages.
ITEM NO. 4.11

Since 2002, the City Council has delegated claims settlement authority up to a maximum of
$20,000 per occurrence to the City Manager because the processing and settlement of certain
claims can most efficiently be considered a ministerial responsibility of the City Manager or
his/her designee
.
Based on recent revisions to the City’s purchasing Ordinance, a review of recent claims history,
and the rate of inflation over the past 10 years Staff is recommending that the City Council
authorize an increase to the settlement authority limit to $45,000.
