CITY COUNCIL MEETING DATE: April 15, 2003
SUBJECT: Request for the Placement of Yellow Ribbons on City Street Trees
to Recognize the United States Armed Forces

RECOMMENDATION: 1) Provide Staff with direction regarding the placement of
Yellow Ribbons on City Street Trees.
2) If the City Council's direction is to proceed with the

approve a Budget Change for $500 to be allocated to the City
Council's Community Promotion Account from the City's
General Fund Unallocated Reserves.
FINANCIAL STATEMENT: Currently there is no budget allocation for the purchase of the yellow
ribbon, which is estimated at $500. If the Council proceeds with this
request, there will be need to allocate funds to the City Council's
Community Promotion account from the City's General Fund
Unallocated Reserves. There will be no additional costs for
installing and removing of the yellow ribbons if volunteers complete
the placement and removal of these ribbons.
DESCRIPTION:
There is a request by Millie Wasik, a long time resident of the City of Dublin, that the City offer some
visual support for our men and women in the military by the placement of Yellow Ribbons on the trees
throughout the City of Dublin. The City, on annual basis, places Red Ribbons throughout the City
through the use of volunteers (4-H and Dublin High Leadership Club) to recognize Red Ribbon Week.
Volunteers also remove the Red Ribbons once Red Ribbon Week is completed.

If City Council concurs with tiffs request for the placement of Yellow Ribbons, Staff would organize any
interested volunteers to help place these Yellow Ribbons at Village Parkway, Dublin Boulevard, and San
Ramon Road over the next several weeks. Once the Armed Forces come home, there will be a need to
organize volunteers to help assist in the removal of the ribbons.
Recommendation:
Staff recommends that City Council give direction to Staff on the placement of Yellow Ribbons on City
street trees. If the City Council's direction is to proceed with the placement of the Yellow Ribbons, there
will be a need to approve a Budget Change for $500 to be allocated to the City Council's Community
Promotion Account from the City's General Fund Unallocated Reserves.
