Adopt Resolution Approving the revised Master Sign Program On May 9, 2000, the Planning Commission approved PA 99-062 which was the development of the corporate headquarters for Sybase, Inc., ahigh-tech company, located along the west side of Hacienda Drive between Dublin Boulevard and Central Parkway. The Sybase project, as constructed, is comprised of 420,000 sf of office and research space within two six-story buildings and associated parking on Site 15B in the Eastern Dublin Specific Plan Area. The project site is 14.49 net acre site (19 gross acres). The conditions of approval included the requirement for a Master Sign Program. In accordance with the City's Sign Ordinance (Section 8.84.130) the authority for approving the Master Sign Program in these cases is delegated to the Director of Community Development. Subsequent to the Planning Commission approval, the Master Sign Program for this project was reviewed and approved as conditioned. Among a variety of signs, the initial Master Sign Program approval included top-story, building-mounted signage in two locations: a) at the southeast corner of the easterly building on the south-facing wall (facing Dublin Boulevard and. visible from the intersection at Hacienda Drive), and b) on the northwest corner of the westerly building on the west elevation perpendicular to Central Parkvvay. All signs approved with the original Master Sign Program were installed. No signage was requested in the initial Master Sign Program for the building facade area currently proposed for signage under this amendment request. In October 2002, after installation of the signs approved with the initial Master Sign Program, the applicant requested approval of a third top-story, building-mounted sign. The requested sign was proposed to be located on the southwest corner of the westerly building on the south elevation. The proposed sign was designed as a perforated aluminum screen affixed to and extending slightly above the precast concrete surface facing Dublin Boulevard. Internally illuminated channel letters measuring 6 feet high and extending 20 feet with the company name, only (no logo), would be affixed to the aluminum screen. Due to the location and design of the requested sign, staff chose to refer the review and decision of the proposed signage to the Planning Commission. On November 26, 2002, the Planning Commission approved PA 02-050 amending the Master Sign Program to permit the requested sign with conditions of approval recommended by staff due to concerns presented about certain elements of consistency and compatibility. One condition of approval was to reduce the letter height from six feet, as requested, to 48 inches. This proposal, if approved by the Planning Commission, will supersede the Planning Commission's November 26, 2002 action. Included for Planning Commission review as Attachment 1 is the previous Planning Commission Staff Report and resolution and Attachment 2, the previous sign approval that would be superseded by this proposal. PROJECT DESCRIPTION: Rather than install the third top-story, building-mounted sign as approved, the applicant currently is requesting an amendment to the Master Sign Program for approval of atop-story, building-mounted sign which would substitute for the one approved in November 2002 under PA 02-050. Like the previously approved amendment, the sign is proposed for the same location on the southwest corner of the westerly building facing Dublin Boulevard. Attachment 3 includes the proposed location, sign and signage details. The proposed sign would be similar to the two existing top-story signs in color, materials, and design having both the business name and the logo, rather than business name only as with the previously approved amendment. The building corner proposed for this third sign is configured differently than the corners where the existing the two top-story signs are installed. The logo panel of the existing signs approved under the initial Master Sign Program are affixed to a perforated aluminum screen framed by a rectangular niche in the building corner. The currently proposed sign would be situated in front of a building corner wedge created by the edge of the precast concrete facade and the curved metal and glass portion of the facade above and behind. • Name -The business name, "SvsasE," on the proposed sign would be seated on an aluminum shelf extending, in this case, along the top of the pre-cast concrete building face. Consistent with the existing two top-story, building-mounted signs, aluminum channel letters 6 feet high with a silver face and white returns would be internally illuminated behind a white Texan acrylic face in "minion semibold" typestyle. The six-letter company name would measure approximately 20 feet in width. • Logo -Like the two existing signs, the Sybase logo would be displayed on a backlit white Texan acrylic panel within a sign box measuring: T- 6" wide x 11'- 8" high x 10" deep. The logo panel would be affixed to a perforated aluminum screen extending in front of a wedge created by the edge of the precast concrete portion of the facade and the curved metal and glass portion above and behind the concrete portion of the facade. Like the other two existing top-story signs, the perforated aluminum screen would be similar in height and would extend slightly above the roof line. However, in order to conform to the building corner configuration in that location, the proposed the aluminum screen would be narrower than the ones on the existing two signs. 2 ENVIRONMENTAL REVIEW: The subject property is located within the Dublin General Plan Eastern Extended Planning Area and the Eastern Dublin Specific Plan, which were the subject of an Environmental Impact report, certified by the City of Dublin in 1993. (Addenda were approved on May 4, 1993 and August 22, 1994.) Subsequently, a Mitigated Negative Declaration was prepared for the development of Site 15B as the Sybase project; the review period for that document ended on April 24, 2000, and the Mitigated Negative Declaration was approved with the PA 99-062 in May 2000. CONCLUSION: The proposed amendment is in keeping with the design intent of the original Master Sign Program and will not introduce a separate sign type as the previous amendment did. Given the size, height, location and design of the proposed sign, staff would recommend that the Planning Commission approve this sign as it will serve to complement rather than detract from the site. RECOMMENDATION: Staff recommends the Planning Commission open the Public Hearing, deliberate, and adopt a Resolution (Attachment 2) approving the amended Master Sign Program with conditions as included in the Resolution. Adopt Resolution (Attachment 2) Approving the revised Master Sign Program PROJECT DESCRIPTION The applicant, Sybase, Inc. is requesting an amendment to their Master Sign program to permit the addition of an additional building mounted sign. The sign is to be located on the southwest corner of the westerly building. The sign is proposed to be located at the highest point on the precast building concrete building face. The sign would consist of fabricated aluminum channel letters with white acrylic faces. The sign will be internally illuminated by a neon light source. These channel letters will be mounted on a perforated aluminum panel that would then be mounted to the precast concrete building face. Background The Planning Commission, at their meeting of May 9, 2000, reviewed the entire Sybase project. A condition of approval required the applicant to prepare a Master Sign Program for the entire site. The review authority for the Master Sign Program was delegated to the Director of Community Development through a Condition of Approval. The Director subsequently reviewed the applicant's Master Sign Program and approved the document shortly after the Planning Commission approval of the overall project. The project has been built and all required and permitted signs have been installed. Sybase has requested an additional building mounted sign, not shown in the original Master Sign Program and located at a point on the building previously not considered for signage. Pursuant to Section 8.128.030(E) of the City of Dublin Zoning Ordinance, Staff has decided to refer the review of the proposed signage to the Planning Commission, due to the location and design of the proposed signage. COPIES TO: Applicant(s) Property Owners PA file ITEM NO. ~~ A"fTACHMENT I Design The design of the original Sybase signage by "Square Peg design," presented a very unique and coordinated concept. The Commission is fortunate in that the project is constructed and all signage is installed. This allows the Planning Commission to see the finished product. The "major" building mounted signage is placed in recessed corners at the southeast and northwest corners of the two buildings that make up the Sybase Campus. The corporate logo and "Sybase" lettering is applied to perforated screen background which projects off of the recessed niche and away from the building face. The applicant is proposing to add an additional sign on the southerly facade of the westerly building. Some of the proposed sign's components are the same as that approved and constructed. The new sign is proposed to face south, is proposed to be mounted on a perforated screen as are the original signs and will utilize stylized channel letters like the original signs. However, there are some differences that Staff is concerned about. Staff has three concerns. The first concern is that the original signs were designed into the building face and are "fitted" to the structure. The proposed sign does not do this. The second concern is the lack of consistency between the proposed sign and the existing signs. The existing building mounted signs include the Sybase logo. The proposed sign will not include this. The final concern would be that the proposed sign itself is sized to be equivalent to the existing "Sybase" portion of the sign. The location of the proposed sign (as it is not intended to fit within a created niche), the lack of the Sybase logo and projection above the parapet on which it is mounted are inconsistent with a coordinated and cohesive hierarchy of a Master Sign Program. In evaluating the applicant's request for additional signage, we have discussed alternatives with the applicant. However, it is the applicant's position that the sign proposed is the one they have chosen to pursue for approval by the Planning Commission. Staff would recommend that, as the proposed sign will not be located where the existing "major" signage is (projecting from a major recessed niche) and that the Sybase logo is not included, then this proposed sign should be designated a "minor" building mounted sign and it's size and scale be reduced to fit in the location proposed. The six-foot dimension should be reduced to four feet and the perforated aluminum panel should be equally reduced in size so that a portion of the precast concrete building face is exposed above the perforated panel. In this way the applicant can be granted the additional signage and this signage would be in keeping with the hierarchy theory of a Master Sign Program. Included within Attachment No. 2, the Resolution recommending approval of the revised Sybase Master Sign Program, is a statement noting the proposed changes requested by staff in order to support this approval recommendation. ENVIRONMENTAL REVIEW: The Sybase property is within that Dublin General Plan Eastern Extended Planning Area and the Eastern Dublin Specific Plan, which was the subject of and Environmental Impact report, certified by the City of Dublin in 1993 (Addenda were approved on May 4, 1993 and August 22, 1994). Subsequently, a Mitigated Negative Declaration was prepared for the Sybase project itself and the review period for this document ended On April 24, 2000. The Mitigated Negative Declaration was approved with the Sybase project on May 9, 2000. '~__. ____ Z'm M-T.t. ~~ s i Q ~ a C, F, W v ~N WQ Z Z N D S1r.1J ~.OGAT101/ O SIGN LOGA ~' J ~~~~~~ RESOLUTION NO. 02 - A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN APPROVING PA 02-50, AMENDMENT TO SYBASE MASTER SIGN PROGRAM PREVIOUS PA 99-062 WHEREAS, Ernest Piccone has requested approval of an Amendment to the existing Sybase Master Sign Program; and WHEREAS, the proposed Amendment to the Master Sign program would include a Sybase identification sign located on the southerly facade of the westerly building, and WHEREAS, the proposed sign would include channel letters internally illuminated by a neon light source which would be mounted on a perforated aluminum panel mounted to the precast building face, and WHEREAS, a complete application for the above noted entitlement request is available and on file in the Department of Community Development; and WHEREAS, The Sybase Project was within the scope of the Eastern Dublin Extended Planning Area and the Eastern Dublin Specific Plan, for which a Program EIR was previously certified (SCH No. 91103064). A Mitigated Negative Declaration was previously prepared and has been approved for the Sybase Project which, together with the Program EIR, adequately describes this project for the purposes of CEQA. Since the Mitigated Negative Declaration was adopted, the City has identified no changes in the Sybase Project or in the circumstances under which the Sybase Project was to be undertaken or any other new information, which requires revisions to the Mitigated Negative Declaration or to the Program EIR; and WHEREAS, the Planning Commission did hold a public hearing on said application on November 26, 2002, for this project; and WHEREAS, proper notice of said public hearing was given in all respects as required by law; and WHEREAS, a Staff Report was submitted recommending that the Planning Commission approve the Site Development Review; and WHEREAS, the Planning Commission did hear and use their independent judgment and considered all said reports, recommendations, and testimony hereinabove set forth, and NOW, THEREFORE, BE IT RESOLVED THAT THE Planning Commission of the City of Dublin does hereby make the following findings and determinations regarding said proposed Amendment to the Sybase Master Sign Program. .~ ~,TTA~HMER~~' ~ A. The amendment to the Master Sign Program contributes to an effective and attractive identification of the campus office complex and its users by providing clear, legible and succinct signage that will identify and direct automobile and pedestrian traffic to the site. B. The design quality of the site, improved with this amendment and the surrounding area will be superior to the quality that would result under the regulations and standards of Section 8.84.40 "Sign Development Regulations''; 8.84.050, and Signs Subject To Permits, 8.84.110, "Regulations for Wall Signs and Projecting Signs". All proposed signage will conform to the overall design and layout of the complex. C. All of the proposed signs have been designed to be compatible with the style and character of the improvements on the site and they are well related to each other providing the recommendations incorporated herein are applied to the proposed amendment. D. The proposed signage is visible, legible, does not cause glare or disrupt the flow to pedestrian or vehicular traffic and conforms with the Design Criteria in Section 8.84.060, of the Zoning Ordinance. The proposed signs are of a scale that relates well to the existing signs and layout of the campus office complex E. The approval of the Amendment to the Sybase Master Sign Program, as conditioned, complies with the General Plan and the general requirements established in the Zoning Ordinance because it maintains a comprehensive, well-designed signage program for the development. F. The approval of the Amendment to the Sybase Master Sign Program, as conditioned, will not adversely affect the health or safety of persons residing or working in the vicinity, or be detrimental to the public health, safety and general welfare because it promotes a sign program that will provide effective and attractive identification for the site with modifications as referenced herein. G. The proposed Amendment to the Sybase Master Sign Program considered site layout, vehicular access, circulation, parking, setbacks, height, walls, public safety and similar elements to ensure that the SDR design assists in the provision of a desirable environment. H. Architectural considerations, including the character, scale and quality of the design, the architectural relationship with the site and other buildings, building materials and colors, screening of exterior appurtenances, exterior lighting, and similar elements have been incorporated into the Amendment where appropriate, in order to insure the compatibility of the wall signs with the site design concept and the character of adjacent buildings and uses. BE IT FURTHER RESOLVED THAT THE Planning Commission of the City of Dublin does hereby approve the Amendment to the Sybase Master Sign Program for PA 02-050. This approval shall be generally depicted on the plans prepared by Square Peg Design herein, labeled Attachment 1, stamped approved and on file with the Dublin Planning Department with the following modifications: The chrome letters shall be reduced to 48 inches in height and the perforated aluminum panel on which the sign is placed and mounted to the building shall be reduced in size to more appropriately "fit" the structure designating the sign as a "minor" building identification sign and said sign shall not protrude above the parpet. BE IT FURTHER RESOLVED THAT Attachment 1, Master Sign Program with the modifications hereinabove set forth revises and supercedes the existing Master Sign Program. 2 PASSED, APPROVED AND ADOPTED this 26th day of November 2002. Johnson opened the public hearing. Mr. Porto presented the Staff Report and gave an overview of the project. Cm. Johnson asked if the applicant, Mr. Ernest Piccone, Director of Facilities for Sybase, Inc., had any comments. Mr. Piccone stated that there was a need for westbound traffic on Dublin Boulevard and northbound on Hacienda Drive to be able to view both buildings and recognize them as Sybase buildings. He stated that the traffic from those directions could not see any signage on the Sybase Building A, and that it was their desire for traffic to have visibility of Sybase signage on both buildings. Mr. Piccone discussed the design of the sign that Sybase would like to have approved, and said that they worked with both the architect who designed the building and the sign designer who designed the signage currently on the building. He stated that because the location of the area for the sign and the shape of the building were awkward to deal with, they worked on several schemes before they designed the sign presented to the City. He stated that they objected to Staff's recommendation because it reduced the size of the sign compared to the existing sign by 33%, and they are concerned that the new sign would be out of proportion and not readable from a distance. He requested that the Commission consider the proposal for the sign and approve it as presented by Sybase. Cm. Johnson asked, since the new sign would not have the logo, if it would it conform to the copyright rules and regulations of the Corporation. Mr. Piccone stated that Sybase could use the name without the logo, and had confirmed it with their department who handled the program. Cm. Johnson asked if Sybase had monument signs. Mr. Piccone replied that there were small directional signs leading to and from the parking lots, and a sign mounted on the ground at the corner of Hacienda Drive and Dublin Boulevard and another sign at the corner of Hacienda Drive and Central Parkway. Cm. Johnson asked if the proposed sign was for the building on the eastern corner of the Sybase property and was it visible from Hacienda. Mr. Piccone stated that it faced Dublin Boulevard, and it had been verified that the area for the sign was visible to traffic. 1~'lanning Commission 185 Novem6er26, 2002 regular ~Leeting Cm. Johnson asked if there were any questions from the Commission or Staff. There were no further questions. Cm. Jennings stated that she agreed with Staff, and believed that the sign is of sufficient size as proposed by Staff since Sybase had other signs that clearly identified the buildings. Cm. Johnson stated that he also agreed with Staff, and found that the smaller sign would be more appropriate. Cm Jennings mentioned that Staff had discussed options with the applicant and made their recommendation. Mr. Piccone explained the existing signs and that they were expensive due to the shape and design of the building. Cm. Nassar asked Staff if there had been consideration for a change in the color of the sign. Mr. Porto stated that there had been no recommendation for change in style or color to allow Sybase to maintain their Corporate identification. Cm. Johnson asked if anyone wished to address the Commission; hearing no requests, he closed the public hearing and requested a motion. On motion by Cm. Jennings, seconded by Cm. W z RESOLUTION NO. 03- A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN APPROVING PA 02-050 TO AMEND THE MASTER SIGN PROGRAM FOR SYBASE INC., LOCATED AT THE NORTHWEST CORNER OF HACIENDA DRIVE AND DUBLIN BOULEVARD, INITIALLY APPROVED BY PA 99-062 AND SUBSEQUENTLY AMENDED BY PA 02-050 WHEREAS, the Applicant has requested approval of an Amendment to the existing Master Sign Program; and WHEREAS, the Master Sign Program would be amended to include a third, top-story, building- mounted business identification sign. This third sign would be located at southwest corner on the southerly facade of the westerly building facing Dublin Boulevard; and WHEREAS, the proposed sign would include both the company name and logo, to be installed as 6-foot high channel letters internally illuminated behind a lexan acrylic face, and an illuminated corporate logo panel affixed to a perforated aluminum screen, in accordance with the sign plans received on March 31, 2003 and on file; and WHEREAS, a complete application for the requested action is available and on file in the Department of Community Development; and WHEREAS, the Sybase Project is within the scope of the Eastern Dublin Extended Planning Area and the Eastern Dublin Specific Plan, for which a Program EIR was previously certified (SCH No. 91103064). A Mitigated Negative Declaration was previously prepared and was adopted on May 9, 2000 for the Sybase Project which, together with the Program EIR, adequately describes this project for the purposes of CEQA. Since the Mitigated Negative Declaration was adopted, the City has identified no changes in the Sybase Project or in the circumstances under which the Sybase Project was to be undertaken, or any other new information which requires revisions to the Mitigated Negative Declaration or to the Program EIR; and WHEREAS, the Planning Commission did hold a public hearing on said application for this project on April 8, 2003; and WHEREAS, proper notice of said public hearing was given in all respects as required by law; and WHEREAS, a Staff Report was submitted recommending that the Planning Commission approve the Amendment to the Master Sign Program; and WHEREAS, the Planning Commission did hear and use their independent judgment and considered all said reports, recommendations, and testimony hereinabove set forth. ~~r~c~M~r~~ n _ Page 1 w.. _ _.._... ...r NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Dublin does hereby make the following findings and determinations regarding said proposed Amendment to the Sybase Master Sign Program. A. The amendment to the Master Sign Program contributes to an effective and attractive identification of the campus office complex and its users by providing clear, legible, and succinct signage that will identify and direct automobile and pedestrian traffic to the site. B. The design quality of the site, improved with this Amendment, and the surrounding area will be superior to the quality that would result under the regulations and standards of Section 8.84.40 "Sign Development Regulations," 8.84.050 "Signs Subject To Permits," and 8.84.110 "Regulations for Wall Signs and Projecting Signs." All proposed signage will conform to the overall design and layout of the complex. C. The proposed sign has been designed to be compatible with the style and character of the improvements on the site and is consistent with other signage on site D. The proposed signage is visible and legible. It does not cause glare or disrupt the flow of pedestrian or vehicular traffic, and it conforms with the Design Criteria in Section 8.84.060, of the Zoning Ordinance. The scale of this proposed sign is compatible with the existing signs and layout of the campus office complex. E. Approval of the Amendment to the Sybase Master Sign Program complies with the General Plan and the general requirements established in the Zoning Ordinance because it maintains a comprehensive, well-designed signage program for the development. F. Approval of the Amendment to the Sybase Master Sign Program will not adversely affect the health or safety of persons residing or working in the vicinity, or be detrimental to the public health, safety, and general welfare because it promotes a sign program that will provide effective and attractive identification for the site. G. The proposed Amendment to the Sybase Master Sign Program comprehensively considered site layout, vehicular access, circulation, parking, setbacks, height, walls, public safety, and similar elements to ensure that the Master Sign Program design contributes to the provision of a desirable environment. H. Architectural considerations, including the character, scale and quality of the design, the architectural relationship with the site and other buildings, building materials and colors, screening of exterior appurtenances, exterior lighting, and similar elements have been incorporated into the Amendment where appropriate, in order to insure the compatibility of the proposed sign with the site design concept and the character of adjacent buildings and uses. BE IT FURTHER RESOLVED THAT THE Planning Commission of the City of Dublin does hereby approve PA 02-050, the Amendment to the Sybase Master Sign Program and supercedes their approval of November 26, 2002. This approval shall be generally depicted on the plans stamped received on March 31, 2003 and on file with the Dublin Planning Department Page 2 BE IT FURTHER RESOLVED THAT Attachment 1, Master Sign Program with the modifications hereinabove set forth is appended to the previously approved Master Sign Program.
