LIV RECOMMENDATION: 1) Open public hearing 2) Receive Staff presentation and public testimony 3) Question Staff and the public 4) Close public hearing and deliberate 5) Waive reading and adopt ordinance on an urgency basis FINANCIAL STATEMENT: Approximately $500 to paint curb and install signs. DESCRIPTION: Curtiss Dodge, 6451 Scarlett Court, submitted a letter requesting that the City establish a loading zone along the curb in front of their property in order to provide a place for transport trucks to unload automobiles being delivered to the dealership. Parking is currently prohibited on both sides of Scarlett Court from Dougherty Road to a point approximately 60 feet southeast of the driveway of the Valley Boat House. The remaining 80 feet between this no -parking zone and the driveway of Curtiss Dodge is currently designated as a two-hour parking zone but is marked by only one sign placed behind the sidewalk. The two-hour parking limitation has allegedly not been enforced. Because on -street parking is allowed in front of the dealership, auto transports and other delivery vehicles are usually forced to double-park when making a delivery to Curtiss Dodge, creating a hazardous situation for motorists traveling along Scarlett Court. This item was previously heard at the meeting of August 24th and was continued to the meeting of September 14th, at which John and Shirley Corallo of the Valley Boat House requested that the loading zone be located on the southeasterly side of the Curtiss Dodge driveway and that the curb between the Valley Boat House driveway and the Curtiss Dodge driveway be designated as a one -hour parking zone in order to allow customers of both businesses to park along the curb. Curtiss Dodge concurred with this plan, and the item was continued to the meeting of September 28th to allow Staff to revise the draft ordinance; however, during a site check made prior to the City Council meeting, it was discovered that a fire hydrant was located approximately at the midpoint of the proposed loading zone area. Mrs. Corallo has now met with Gary Curtiss, and the two business owners agree that the following would be acceptable: (1) Establish ten feet of red curb southeasterly of the Boat House driveway for sight distance. (2) Establish a one -hour parking zone in the remaining space between the driveways. (3) Establish ten feet of red curb southeasterly of the Curtiss ---------------------- ITEM N0. r ,l COPIES TO: Curtiss Dodge Valley Boat House TJKM Dodge driveway for sight distance. (4) Paint the curb red 15 feet on either side of the hydrant. (5) Establish the loading zone southeasterly of the red Curb for the hydrant, extending to Curtiss Dodge's property line. TJKM has reviewed the request and concurs that the solution is satisfactory from safety and legal standpoints. There will be space for approximately two cars between the red zone south of Curtiss Dodge's driveway and the red zone for the hydrant. Tbis space will also be designated one-hour parking (see diagram). The loading zone will be approximately 150 feet long, which is adequate space for the truck itself and the unloading operation. Staff has revised the draft ordinance to reflect these changes and recommends that the City Council adopt the ordinance on an urgency basis as public safety is affected. ORDINANCE NO. -87 AN ORDINANCE OF THE CITY OF DUBLIN ESTABLISHING TRAFFIC REGULATIONS The City Council of the City of Dublin does ordain as follows: Section 1. LIMITED PARKING Article 9, relating to "Limited Parking Zones" of the Alameda County Ordinance Code previously adopted by the City of Dublin is amended as follows: Section 6-347.42 is repealed. Section 6-336.17 is added as follows: One Hour Parking, 6:00 a.m. to 6:00 p.m. 6-336.17 Scarlett Court: On the northeasterly curbline, from a point 237 feet from the easterly curbline of Dougherty Road, southeasterly a distance of 123 feet. Section 2. LOADING ZONES: Article 10, relating to "Loading Zones," of the Alameda County Ordinance Code previously adopted by the City of Dublin is amended by the addition of Section 6-411 to read: 6-411Scarlett Court: On the northeasterly curbline, from a point 477 feet from the easterly curbline of Dougherty Road, southeasterly a distance of 150 feet. Section 3. NO PARKING ZONES: Article 7, Section 6-289.66 relating to "No Parking Zones," is amended as follows: 6-289.66 $carlett Court: On the southerly curbline, from the easterly curbline of Dougherty Road, southeasterly a distance of 242 feet; and On the northerly curbline, from the easterly curbline of Dougherty Road, southeasterly a distance of 237 feet; from a point 397 feet southeasterly of the easterly curbline of Dougherty Road, southeasterly a distance of 10 feet; from a point 447 feet southeasterly of the easterly curbline of Dougherty Road, southeasterly a distance of 30 feet. Section 4. IMMEDIATE EFFECT: This Ordinance shall take effect and be in force immediately upon its enactment because the adoption and immediate effect thereof is necessary in order to protect vehicular and pedestrian safety. Section 5. POSTING OF ORDINANCE: The City Clerk of the City of Dublin shall cause this Ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California.
