FINANCIAL STATEMENT: Cost for installing STOP signs and related markings, red curb, and other recommended devices is approximately $850.00. This cost will be paid from the Street Maintenance Operating Budget. DESCRIPTION: Staff received a call from Jill Gillespie, a resident of the Ridgecreek development, stating that Shady Creek Road between Willow Creek Drive and Crossridge Road is heavily parked by residents of "The Woodlands" condominium development and that vehicles parked near the corner of Crossridge Road are obstructing the view of drivers making the turn from Shady Creek to Crossridge. Subsequently, Staff received a letter from Mrs. and Mrs. Nebelung of Quail Creek Circle citing a similar situation with traffic entering and exiting Quail Creek. The City's Traffic Engineer, TJKM, made a field review and noted that the problem cited by the residents does exist. The following recommendations were made: 1) Install STOP signs on both Quail Creek Circle and Squirrel Creek Circle at Shady Creek Road. This can be done by designating Shady Creek Road as a "through street" per Chapter 1, Section 4 of the City's Traffic Ordinance (Resolution Exhibit 1). 2) Paint a double yellow centerline around the curve from Shady Creek onto Crossridge Road in order to delineate the lanes. 3) Install a curve warning sign and 10 mph advisory sign for westbound traffic in advance of the Shady Creek/Crossridge curve. 4) Prune landscaping within the City's maintenance easement just east of Quail Creek Circle. (The City's maintenance crew has already performed this work.) ITEM NO.~ COPIES TO: Jill Gillespie Rolf & Karin Nebelung TJKM 4) Establish 50-foot no parking zones along the north side of Shady Creek Road at the Crossridge Road and Quail Creek Circle intersections for sight distance (Resolution Exhibit 2). Staff had originally intended to establish a no parking zone at Squirrel Creek Circle as well, but further field review determined that visibility is sufficiently clear at this intersection. While the 50-foot no parking zone at Quail Creek will remove on-street parking for approximately three vehicles, most of the no parking zone at Crossridge is on the curb return and would eliminate only about one parking space. Staff feels that the safety factor outweighs the loss of on-street parking spaces. No residences front on this portion of Shady Creek Road, and parking space does exist within the condominium development. Staff recommends that the City Council conduct a public hearing and adopt both resolutions. -2- RESOLUTION NO. -90 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN DESIGNATING SHADY CREEK ROAD AS A THROUGH STREET Pursuant to the provisions of Chapter 1, Section 4, of City of Dublin Ordinance 55-87, the City Council of the City of Dublin does RESOLVE as follows: Section 1. in the interest of public safety, Shady Creek Road between Willow Creek Drive and Crossridge Road (non-inclusive) is designated as a through street. Section 2. The provisions of Section 1 shall be added to Chapter 1 of the City of Dublin Traffic Code. PASSED, APPROVED, ~ND ADOPTED this 9th day of April, 1990. AYES: NOES: ABSENT: Mayor ATTEST: City Clerk RESOLUTION NO. -90 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN DESIGNATING NO PARKING ZONES ON THE NORTH SIDE OF SHADY CREEK ROAD Pursuant to the provisions of Article 4, Section 23, of City of Dublin Ordinance 55-87, the City Council of the City of Dublin does RESOLVE as follows: Section 1. In the interest of public safety, parking shall be prohibited on Shady Creek Road at the following locations: On the north side of Shady Creek Road: from t'he easterly curbline of Crossridge Road, easterly a distance of 50 feet; and from the easterly curbline of Quail Creek Circle, easterly a distance of 50 feet. Section 2. The provisions of Section 1 shall be added to ChapTer 6 of the City of Dublin Traffic Code. PASSED, APPROVED, AND ADOPTED this 9th day of April, 1990. We are residents on Quail Creek Circle and would like to bring to your attention that it has become very dangerous to exit our circle to reach Dougherty Road. This is due to the fact that cars are consistently parked on both sides of the street on the corner of Shady Creek and Quail Creek. Making a left turn in this corner, which was pretty blind to begin with, has resulted in a number of near-misses, especially when people do not observe the speed limit in a residential area. We would request that you investigate this situation and install "no parking signs" as appropriate. The area in question is highlighted on the attached map. My guess is that most of the cars parked on Shady Creek belong to people who live in the condominium complex since none of the single-family houses front on this portion of the street. When you look at the Shady Creek/Crossridge corner, please also take a look at the Quail Creek and Squirrel Creek intersections and see if this situation can be improved. LST/gr Attachment MEMORANDUM DATE: TO: FROM: SUBJECT: April 3, 1990 Lee Thompson, City Engineer Ty Tekawa, TJKM Field Investigations and Recommendations, Shady Creek Road I have completed the field investigations of the following locations which were requested by citizens: · Shady Creek Road and Crossridge Road · Shady Creek Road and Quail Creek Circle Descriptions of my findings and recommendations follow: Shady Creek Road and Crossridge Road To better delineate the curve at Shady Creek Road and Crossridge Road, a double yellow centerline should be painted. The centerline should extend approximately 100 feet on either side of the curve. A W3 curve warning sign and a W6 "10 mph" sign should be installed for westbound traffic. The signs should be mounted on an existing electrolier in advance of the intersection. The curb return on the northeast corner of the intersection should be painted red (approximately 50 feet). Shady Creek Road and Quail Creek Circle This intersection is presently uncontrolled. My first recommendation is to install a STOP sign, limit line, STOP legend and approximately 50 feet of double yellow centerline on Quail Creek Circle (a STOP sign exists at the driveway across the street). To improve sight distance at the intersection, parking should be prohibited on the north side of Shady Creek Road a distance of approximately 50 feet from Quail Creek Circle. Some landscaping in this same area should be trimmed.
