Authorization to Purchase Furniture as Part of the Civic Center Remodel Project
through U.S. Communities Purchasing Agreement

EXECUTIVE SUMMARY:
Staff is seeking City Council authorization to purchase furniture as part of the Civic center
Remodel Project from One Workplace.
FINANCIAL IMPACT:
The total appropriations for Civic Center Modifications Project (CIP #930006), including the
project carry-over, is $1,042,410, which is available in Fiscal Year 2012-2013. The CIP includes
$78,838 for the purchase of furniture. The U.S. Communities pricing through One Workplace for
furniture is $77,982.47.
RECOMMENDATION:
Staff recommends that the City Council adopt the Resolution authorizing the City Manager to
purchase furniture from One Workplace pursuant to the U.S. Communities Government
Purchasing Agreement.

DESCRIPTION:
Included in the approved 2012-2017 Capital Improvement Program, the Civic Center
Modifications project includes the purchase of furniture in Fiscal Year 2012/2013 along with the
Civic Center modifications. The project includes the removal of existing worn and damaged
furniture, the purchase of furniture for new offices, work areas, and public areas. The office
furniture vendor, One Workplace, provided the city with several smaller replacement projects
which have met the city’s functional and aesthetic requirements. Based on these recent furniture

replacements, Staff has worked to prepare a standardized furniture palette for Civic Center to
create a unified theme throughout the building.
In addition, One Workplace is a US Communities Pricing member. Local government agencies
can participate in an agreement with the U.S. Communities Government Purchasing Alliance.
U.S. Communities is a partner with the League of California Cities and serves agencies
nationwide. By piggybacking on the U.S. Communities bid, the City is able to comply with the
public bidding requirements of the California Public Contract Code. Staff believes that the U.S.
Communities purchasing alliance is a more efficient method to make purchases, as opposed to
each agency separately bidding the project.

AUTHORIZING THE CITY MANAGER TO PURCHASE FURNITURE FROM ONE
WORKPLACE PURSUANT TO THE U.S. COMMUNITIES GOVERNMENT PURCHASING
AGREEMENT
WHEREAS
, the City of Dublin requires the purchase of office furniture; and
WHEREAS
, One Workplace has a valid pricing agreement publicly bid and administered
by US Communities Government Purchasing Alliance; and
WHEREAS,
the City’s Purchasing Ordinance (Chapter 2.36 of the Dublin Municipal
Code) does not apply to public projects that are subject to the Public Contract Code;
WHEREAS,
the Public Contract Code allows public agencies to rely upon a competitive
bid process administered by another public agency; and
WHEREAS,
the US Communities agreement meets the requirement for public bids; and
WHEREAS,
the estimated cost of the furniture pursuant to the US Communities contract
is $77,982.47.
NOW, THEREFORE, BE IT RESOLVED
by the City Council of the City of Dublin that
The City Manager is authorized to procure furniture for the Civic Center, under a purchasing
agreement publicly bid by US Communities Government Purchasing Alliance at a purchase
cost of $77,982.47.
