Passatempo Park Authorization to Bid Contract No. 13 -03

EXECUTIVE SUMMARY:
Staff is seeking City Council authorization to bid the construction of Passatempo Park, which is
a 5.1 -acre neighborhood park in the Sorrento East Development. Construction of the park is
paid for with Public Facility Impact fees collected on new development.
FINANCIAL IMPACT:
The 2012 -2017 Capital Improvement Program (CIP), includes Passatempo Park project number
950009 with a total project budget of $2,333,266. In the current Fiscal Year 2012 -2013,
$1,198,369 is appropriated for the project.
Engineer's Estimate, including 10% contingency $1,790,920
Total Construction Budget $1,799,164
Upon completion of the project, the annual cost of operating and maintaining the new park will
be $98,485. If the City Council awards the construction contract by April 2013, is anticipated
that the City's responsibility for maintenance will begin early in 2014.
RECOMMENDATION:
It is recommended that the City Council authorize Staff to advertise Contract #13 -03,
Passatempo Park.

DESCRIPTION:
As approved in the 2010 -2015 Capital Improvement Program (CIP), the design of Passatempo
Park was initiated during Fiscal Year 2011 -2012. At this time, the construction documents and
Engineer's estimate have been completed. If the City Council authorizes Staff to advertise for
bids, it is anticipated the City Council would consider awarding the construction contract on April
16, 2013. If awarded the construction and maintenance period would conclude during winter
2014.
The 5.1 -acre site is located on Palermo Way and Lee Thompson Road adjacent to Kolb
Elementary School. The design of the park is based on the preferred plan recommended by the
Parks and Community Services Commission and approved by the City Council. The plan
includes a sensory garden and vineyard; a stream bed; a central plaza with shade structures;
benches to take advantage of views and elements from astronomy and geology in the play area.
Further detail of the design is shown in the site plan included in Attachment 1. Based on the
engineer's estimate, which includes a 10% construction contingency, the project is within the
approved budget.
NOTICING REQUIREMENTS /PUBLIC OUTREACH:
Advertisement of project will be listed as a public notice in the Tri- Valley Times and posted on
the City of Dublin's website. In addition, plans and specifications will be submitted to plan
rooms throughout the Bay Area.
