HomeMy WebLinkAboutItem 4.3 Alamo Canal I-580 Project STAFF REPORT CITY CLERK File #600-35 CITY COUNCIL DATE:February 19, 2013 TO: Honorable Mayor and City Councilmembers FROM: Joni Pattillo, City Manager SUBJECT: Acceptance of Work - Contract No. 11-05,Alamo Canal Trail I-580 Undercrossing Project (Proven Management Inc. - CIP No. 960008) Prepared by Ferd Del Rosario, Senior Civil Engineer EXECUTIVE SUMMARY: A construction contract was awarded by the City Council on February 7, 2012 to Proven Management Inc. for the Alamo Canal Trail I-580 Undercrossing Project under Contract No. 11- 05, which constructed the portion of the Alamo Canal Trail underneath Interstate 580 connecting the Dublin and Pleasanton segments of the trail. The Public Works Department has determined that the work under this contract is now complete and ready for acceptance. FINANCIAL IMPACT: Construction of the project was performed by Proven Management Inc. over two fiscal years under Contract No. 11-05. ITEM NO. 4.3 Page 1 of 2 Submitted By Submitted By Reviewed By Public Works Director Finance Manager Economic Development Director/ Public Information Officer DESCRIPTION: On February 7, 2012, the City Council awarded a contract to Proven Management Inc. to construct the Alamo Canal Trail I-580 Undercrossing Project. The contract required the contractor to complete the work within 170 working days and perform construction near the creek only during the period of April 15 to October 15 to protect fish and wildlife. A groundbreaking ceremony was held on March 10, 2012 to announce the beginning of construction. Grading work began on April 15, 2012 and the job was conducted in collaboration with several agencies including East Bay Regional Park District (Park District), Caltrans, Federal Highway Administration, Zone 7 Water Agency, BART, Alameda County Transportation Commission, and the City of Pleasanton. Several contract change orders were requested by the Park District and added to the project including a closed circuit television system to increase trail safety, a bike/pedestrian counter to count the number and type of trail users, and additional signs and pavement striping. The project was substantially completed by late October 2012 and a ribbon-cutting ceremony was held on October 27, 2012 to celebrate the trail opening. The work was completed ahead of schedule and within the allotted construction budget. The newly constructed segment of the Alamo Canal Trail is now being maintained by the Park District and they have requested that a maintenance cost sharing agreement be developed between the Park District, Dublin and Pleasanton to specify each agency’s share of the maintenance and utility costs. Maintenance includes closure of trail gates during flood events to prevent people from using the undercrossing, graffiti removal, and maintenance of lights, cameras, and emergency call boxes. Staff will work with the Park District and Pleasanton on a maintenance cost sharing agreement and return to the Council for its approval.
