FINANCIAL STATEMENT: Approximately $50 to paint red curb. DESCRIPTION: This issue came to light as Staff, including TJX'M, reviewed Rainbow Investment's application to construct an additional building on their property on Amador Valley Boulevard between the intersections of Donohue Drive and Standard Drive. Currently, one building occupies the site, and the driveway on Starward Drive already exists. TJ~M recommended initially that 15 feet on either side of the driveway be red-curbed for site distance clearance. Further review indicated that since there is only about 20 feet of curb between the Rainbow Investment driveway and the driveway into the apartment complex to the north, no usable parking space would remain, and therefore the entire 20 feet should be red-curbed. Prohibition of this 20 feet of parking would remove one parking space. To the south of the driveway, there is approximately 45 feet of space between the driveway and the crosswalk on Amador Valley Boulevard. Parking is already prohibited on Amador Valley because of the bike lane. It is recommended that the entire 45 feet be red-curbed in order to allow clear vision of the driveway for vehicles turning onto Starward from Amador Valley and vice-versa. %~hile 45 feet of straight line curb could accommodate up to three vehicles, Staff does not consider that prohibiting parking in this area removes any desirable parking spaces because the curb is curved as part of the curb return of the intersection. Staff recommends that the City Council conduct a public hearing and adopt the resolution establishing this no parking area. IT~[ NO. ~?,~ .__ COPIES TO' TJ~M RESOLUTION NO. -89 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ESTABLISHING A NO PARKING ZONE ON STARWARD DRIVE Pursuant to the provisions of Article 4, Section 23 of City of Dublin Ordinance 55-87 (Traffic Control and Restrictions), the City Council of the City of Dublin does resolve as follows: Section 1. That the following locations.are designated as no parking zones: Starward Drive: On the easterly curbline, from the northerly curbline of Amador Valley Boulevard, northerly to the driveway entrance into 7601 Amador Valley Boulevard, a distance of 45 feet; and from said driveway entrance, northerly to the driveway entrance into 7323 Starward Drive, a distance of 20 feet. Section 2. The provisions of Section 1 shall be added to Chapter 6 of the City of Dublin Traffic Code. PASSED, APPROVED, AND ADOPTED this 28th day of August, 1989. AYES: NOES: ABSENT: Mayor ATTEST: City Clerk MEMORANDUM DATE: August Il, 1989 TO: Lee Thompson FROM: Michelle DeRobertis SUBJECT: Rainbow Investments Driveway on Starward Drive We have observed and evaluated the driveway of the Rainbow Investments property on Starward Drive in Dublin in light of the soon-to-be constructed building on the property. Due to potential visibility problems between westbound vehicles on Amador Valley Boulevard turning north onto Starward Drive and vehicles exiting the driveway, parking restrictions on Starward Drive are recommended. Our recommendation is to prohibit parking for 15 feet on the north side of the Rainbow Investments driveway and for 45 feet to the south. Since there are only 20 feet of curb between the Rainbow Investments driveway and the apartment driveway to the north, this recommendation would effectively eliminate the one existing parking space between these two driveways. The loss of this parking space would not be significant. To the south, there are 45 feet of curb between the Rainbow Investments driveway and the existing crosswalk. We recommend that the full 45 feet be designated "No Parking" to avoid ambiguity about whether parking would be allowed on the remainder of the curb between the end of the red paint and the curb return.
