Accident History
There were two accidents at the intersection of Tamarack Drive and
Brighton Drive between January of 1984 and the present, and none at the
Tamarack/Burton intersection. The accidents occurred on Brighton Drive and
involved vehicles turning left onto Tamarack.
Recommendation
TJKM recommends no further action at this time. The improvements
recommended in the previous study (additional school signs and replacement of
a portion of the no parking zone with a passenger loading zone) should be
monitored before initiating new improvements. STOP signs installed at
locations where they are not absolutely necessary tend to be ignored and also
tend to lessen the effectiveness of STOP signs placed for necessary right-of-
way control.
Staff recommends that the City Council review TJKM's report and the
testimony of the public and direct Staff to take any action that may be deemed
necessary at this time. Implementation of any measures requiring an ordinance
would need to be addressed at the next City Council meeting.

SUBJECT: Request for STOP Signs Tamarack Drive at Burton Street and
Tamarack Drive at Brighton Drive
Introduction
At the City Council meeting of February 9, 1987, several parking and signing
improvements on Tamarack Drive along the Frederiksen School frontage were
recommended. During the public hearing, a citizen requested that STOP signs be
installed at the intersections of Tamarack Drive/Burton Street and Tamarack.
Drive/Brighton Drive. These installations are at "T" intersections and would result
in 3-way stops. The decision on the installations was deferred until TJKM
completed its evaluation of the 3-way stop installations on.Donohue Drive done in
October of. 1986. , That evaluation has been completed and should be used as
additional information to help.Council' decide on future STOP sign installations.
Methodology
TJKM conducted 24-hour approach traffic volume counts at both intersections.
These are summarized in. Figures 1 through 6. The volumes from these counts were
compared to the volumes required for the installation of STOP signs. These
requirements are shown on Figure 7. Traffic accident history was also reviewed as
a part of the evaluation.
Traffic Volumes VS. Warrants
Traffic counts taken on March 3 and 4, 1987 were compared against the STOP sign •
warrants (Figure 7). A summary of the analysis is shown on Figure 8. . Warrant
number 4 "Residential Area" was used for comparison against actual approach
traffic volumes. The residential area warrants do not strictly apply to either of
these locations. Paragraph 4(b) states that there should be no existing STOP signs
within 800 feet of the proposed STOP signs on the more heavily traveled street. At
both intersections, there are STOP signs within 800 feet of the intersection on the
more heavily traveled street (Brighton' Drive/Amador Valley-Boulevard is within
800 feet of Brighton Drive/Tamarack and Brighton Drive/Tamarack Drive is
within 800 feet of Tamarack Drive/Burton Street). Nevertheless, the less
restrictive warrant which requires 60 percent less traffic than the standard
warrant was used as a basis of comparison.

The more heavily traveled street at this intersection is Tamarack Drive. As shown
in Figure 8, there is an average of 113 'vehicles per hour approaching the
intersection during the eight highest hours counted. Of that total an average of
19 vehicles entered the intersection from the minor street which is Burton Street.
Both these volumes do not meet the requirements for a STOP sign installation.
Tamarack Drive and Brighton Drive
In this case, the more heavily traveled street is Brighton Drive. Figure 8 shows
that the volume of traffic entering the intersection from all approaches meets the
minimum criteria for STOP sign installation. However, traffic entering the
intersection from Tamarack Drive is only six percent of the total approach volume,
not 33 percent as specified by the warrant.
Accident History
A review of accident reports from 1984 to the present showed that there were two
accidents at the intersection of Brighton Drive and Tamarack Drive. There were
no reported accidents at Tamarack Drive and Burton Street.
The accidents occurred on Brighton Drive. Both accidents involved northbound
vehicles slowing to make left turns onto Tamarack Drive. One accident was caused
by speeding motorcyclist rear-ending the left-turning vehicle. The other was a
side-swipe accident caused by a driver trying to pass on the right side of the lef t-
turning vehicle.
Recommendation
After reviewing the traffic volumes and the accident history at both the
intersections, TJKM recommends no further action at this time.
Several improvements are being implemented based on previous studies. TJKM
recommends that the effects of these be monitored before initiating any new
improvements.
We reiterate-that STOP signs installed at locations where they are not absolutely
necessary tend to be ignored and also tend to lessen the effectiveness of those
STOP signs that are placed for necessary right-of-way control.

WARRANTS FOR FOUR-WAY STOP SIGN INSTALLATION,
Four-way stop. sign installation may be considered if any
of the following conditions exist :
1. VOLUME
(a) Total vehicular volume entering the intersection
from all approaches must average 300 per hour for
any 8 hours of an average day. (24-hour equival-
ent approximately 4000 vehicles. )
(b) In addition, the vehicular volume entering the in-
tersection from the minor street or streets for the
same 8 hours must average at least 1/3 of the total
volume entering the intersection (100 per hour min. )
•
2. ACCIDENTS
Five or more of types susceptible of correction by stop
signs within a 12-month period,, with satisfactory ob-
servance and enforcement of less restrictive ' control.
3. VISIBILITY
{ The. straight line sight distance on one or more approach-
es of the major street for vehicles or pedestrians cross-
ing the intersection is less than 160 feet.
4.. RESIDENTIAL AREA
Volume warrants to be reduced to 60% of the values above
if ALL of the following conditions are met :
(a) Both streets have residential frontage with existing
25 mph speed limits. -
(b) ,Neither street is an adopted through street.
(c ) Neither street exceeds 40 feet of roadway width.
(d) No existing stop sign or signal is, located on the
more heavily traveled street within a distance of
800 feet. .
(e ) Intersection has four legs, with streets extending
800 feet or more away: from the intersection on at
least three sides.
(f) Installation of a four-way stop is compatable with
overall traffic circulation needs for the . residen-
tial area.
