DESCRIPTION: The Alameda County Transportation Authority has advised Staff
that the tentative opening date for the 1-680 southbound offramp at Amador Plaza Road is on or about
October 261h. This date could change by a day or two but is reasonably firm.
Because of some scheduling difficulties, it appears that the electric service for the traffic signal will not be
available by the date of the scheduled opening. ACTA is requesting that this intersection operate as a
four-way stop until power is available. PG&E is endeavoring to "fast track" setting a transformer, but it
is possible that the signal would not be turned on for at least a few weeks.
Staff has reviewed the impact of this request on Amador Plaza Road and St. Patrick Way (which is
already stop-sign controlled) and feels that any inconvenience will be minor. Caltrans has indicated that it
does not feel the impact on the freeway traffic will be significant enough to delay opening the ramp.
The State Traffic Manual includes installation of stop signs as an interim measure prior to .signalization
as an acceptable criterion for an all-way stop. Staff recommends that the City Council conduct a public
hearing, deliberate, and adopt the resolution approving the temporary four-way stop at the intersection
of Amador Plaza Road and St. Patrick Way / 1-680 Southbound Offramp. The approval would terminate
upon activation of the traffic signal.
