Designation of No Parking Zone on Tamarack Drive

EXECUTIVE SUMMARY:
In a continuing effort to improve safety near schools, Staff met with representatives from the
Dublin Unified School District at Frederiksen Elementary School to discuss traffic safety during
student pick -up and drop -off times. It was observed that a safety improvement could be made
by painting 20' of red curb on Tamarack Drive adjacent to an existing crosswalk to improve
visibility and safety for pedestrians and school -aged children.
FINANCIAL IMPACT:
The cost to paint red curb along 20 feet of Tamarack Drive can be accommodated in the Fiscal
Year 2012 -2013 Street Maintenance Operating Budget.
RECOMMENDATION:
Staff recommends that the City Council adopt the Resolution Approving Parking Regulation on
Tamarack Drive.

Staff met with representatives from Dublin Unified School District for a field meeting on January
25, 2013 at Frederiksen Elementary School to discuss safe traffic circulation during student
pick -up and drop -off times. One safety improvement that was observed during this meeting was
the restriction of parking directly adjacent to the existing yellow crosswalk near the intersection
of Tamarack Drive and Amanda Street. The crosswalk crosses Tamarack Drive at the "T-
intersection" with Amanda Street. Traffic traveling on Amanda Street is controlled by a stop sign,
but drivers traveling on Tamarack Drive do not have a stop sign.

Staff noted that visibility of pedestrians leaving the curb on the north side of Tamarack Drive
may be obstructed should a car be parked adjacent to the crosswalk. Staff is proposing to paint
20 feet of red curb adjacent to the crosswalk to provide better visibility and improve safety of
pedestrians, especially school -aged children, using the crosswalk. An existing fire hydrant is
located on the south side of Tamarack Drive which already restricts parking adjacent to the
crosswalk under the California Vehicle Code (CVC). A location map of the proposed action is
attached (Attachment 1).
A proposed resolution (Attachment 2) would amend the City of Dublin Traffic Code to include a
20 -foot "No Parking" zone on the north side of Tamarack Drive east of the crosswalk at Amanda
Street.
NOTICING REQUIREMENTS /PUBLIC OUTREACH:
Written notification of the proposed action was sent to adjacent residents as well as Dublin
Unified School District (Attachment 3). No response was received at the writing of this staff
report.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING PARKING REGULATION ON TAMARACK DRIVE
WHEREAS, on- street parking is currently allowed on the north side of Tamarack Drive
immediately east of the crosswalk at Amanda Street; and
WHEREAS, it is important to maintain safety at pedestrian crosswalks by providing clear
line of sight from Tamarack Drive of pedestrians using the crosswalk; and
WHEREAS, staff has identified opportunity to improve sight distance at a crosswalk by
eliminating one parking space;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin
hereby adopts the following parking regulation:
Section 1: The following language shall be added to Section 6.28.010 ( "No Parking
Zones: Designated ") of the City of Dublin Traffic Code:
Tamarack Drive
On the northerly curbline of Tamarack Drive, directly east of the marked crosswalk at
Amanda Street to a distance 20 feet easterly.

Proposed Parking Restriction
on Tamarack Drive
The City of Dublin is writing to inform you of the proposed action to restrict
parking along a 20 foot stretch on the north side of Tamarack Drive adjacent to
the marked crosswalk at the intersection with Amanda Street. This proposed
action will enhance visibility and safety of pedestrians, especially school aged
children, accessing the crosswalk. The attached location map shows the
proposed action.
The item will be reviewed by the City Council at its meeting on Tuesday,
March 19, 2013. If you would like to submit comments to be included in the
staff report for the City Council's consideration, please do so by Tuesday,
March 5, 2013. Otherwise, comments may be received up to the date of the
meeting. Comments may be submitted via email to
