FINANCIAL STATEMENT: The applicant has proposed to provide the following lease terms: 5
years with four, five year renewal options (total 25 years); rent of a maximum of $1,000 per month with
3% annual increases.
DESCRIPTION:
This item was continued from the October 3, 2000, City Council hearing at the applicant' s request.
WFI, which represents Sprint PCS, has submitted a request to place a telecommunication facility on
Shannon Park. The facility would replace an existing 22-foot high light standard with a new 16-inch
diameter fiberglass pole. The pole would enclose three panel antennas and would attain a height of 32
feet. In addition to the new pole, an equipment enclosure measuring 12-feet wide by 22-feet long and 10-
feet high would be required to be located immediately adjacent to the proposed pole.
Issues
Specifically, staff has the following concerns with the proposed facility:
Placing a telecommunication facility on a City Park.
Proximity of the proposed telecommunication facility to residential areas.
The resulting visual impact from the proposed telecommunication facility.

Placing a telecommunication facility on a City Park could potentially distract park users from the overall
park experience by distracting visually from the aesthetic qualities of the park. Additionally, the actual or
perceived impacts of the Radio Frequency Emission exposure to park users could further distract users
from the experience. Moreover, the draft Wireless Communication Ordinance prohibits the placement of
telecommunication facilities within public parks unless the finding can be made that the facility blends
with the existing surrounding environment in such a manner as to be effectively unnoticeable.
The proposed facility is 62 feet to the south of residences on West Vomac and Vomac Court and 53 feet
from the edge of the San Ramon Road fight-of-way. The new 16-inCh diameter fiberglass pole would
add substantial mass and bulk compared with the existing light standard. The height and width of the new
pole appears out of scale and proportion to the site. Additionally, the out of proportion pole would draw
unnecessary attention to the area, as it rises in contrast against the substantially unobstructed background
as viewed from San Ramon Road.
Conclusion
Staff recommends that the City Council review Attachments 1, 2, and 3 (Applicants lease proposal, Site
plan and elevations, and photo simulations) deny request and direct staff to terminate further discussions
with the Applicant. Alternatively, should the City Council find that placing a private telecommnnication
facilities on City Park property is appropriate, then direct staff to: (1) work with the ~applicant to redeSign
the facility so that it blends with the existing surrounding environment; (2) notice the project to all
residents living within 300 feet of Shannon Park; (3) and bring this item back to the City Council at a later
time for further review.

Dear Community Development Department:
Allowing Sprint PCS to build a Wireless Tetecommunication Facility in Shannon Park at 11600
Shannon Avenue, in the City of Dublin would benefit all those interested.
This Sprint PCS facility will be located off the end of the rear parking lot of Shannon
Community Park which currently is overgown with dry weeds and has trash dumpsters partially
occluding the vehicle turnaround area. Part of Sprint's proposal at this site includes landscaping
for the area and providing a distinct area for the dumpsters. This alone would improve. a portion
of the Park which is currently in dire need of a facelift.
The structure we will build to house our equipment, with its clay tile roof and stucco design, will
maintain all the aesthetic qualities already present in the Shannon Park community center. The
shelter will also be surrounded by landscaping that will mirror existing landscaping and minimize
its visual impact. The antennas have an excellent stealth design. They will be concealed on the
top of a light standard that will match the color and design of an existing light standard for which
it will be swapped out.
Sprint PCS has designed this proposed facility with the needs of the community and the City-of
Dublin in mind, and it shows. I feel that after thoroughly reviewing Sprint's plans for a wireless
telecommunication facility in Shannon Community Park the City of Dublin will agree and seek

Per your request, I have briefly summarized below Sprint PCS' ("Sprint") proposal to
construct an antennae facility at the Shannon Park Community Center.
To meet our coverage objectives Sprint proposes to embed a maximum of six (6) antennae
into the PCS compliant light pole extension depicted in the photo-simulation which you already
have in your possession.
Additionally, Sprint proposes to construct the enclosure, also depicted in the above
referenced photo-simulation, to house Sprint's radio and power equipment.
Sprint proposes to enter into an agreement for the antennae and equipment via the PCS
Site Agreement enclosed herewith. The basic terms of the agreement are as follows:
Lease Term: 5 years with four five year renewal options (total of~25 years).
Termination: Sprint may terminate the agreement at any time for any of the
reasons specified in the enclosed standard agreement.
Lease Amount: Rent of a maximum of $1,000 per month with 3% annual increases.

emergency visits. 99% of visits are for the equipment cabinets and
occur during normal business hours.
