SUBJECT: Authorization to Bid Construction of Public Safety Complex
and Maintenance Yard Facility

EXECUTIVE SUMMARY:
Staff is seeking City Council authorization to bid the construction of the Public Safety Complex
on Clark Avenue, and the Maintenance Yard Facility on Scarlett Court. Both facilities would be
constructed under one contract. The facilities will be joint-use projects with Alameda County
Fire Administration and Maintenance.
FINANCIAL IMPACT:
Auk The 2012-2017 Capital Improvement Program (CIP) includes a total of $11,420,900 for FY
2012/13 and FY 2013/14 for CIP Projects #930010 (Maintenance Yard Facility) and #930016
(Public Safety Complex). The total amount appropriated for construction is $9,283,434. The
Engineer's estimate for construction is now $10,423,834 resulting in a potential funding shortfall
as follows:
Engineer's Cost Estimate for Public Safety Complex Construction $3,148,841
Engineer's Cost Estimate for Maintenance Yard Facility Construction $7,274,993.
TOTAL ESTIMATED CONSTRUCTION COST: $10,423,834
Funding Allocated for Public Safety Complex Construction $2,175,000
Funding Allocated for Maintenance Yard Facility Construction $7,108,435
TOTAL ALLOCATION FUNDING FOR CONSTRUCTION: $9,283,435
POTENTIAL IMPROVEMENT FUNDING SHORTFALL $1,140,399
The Public Safety Complex costs increased due to unforeseen conditions including the need for
an entirely new roof, new HVAC systems and additional structural work due to Building Code
changes. If the actual bids for the project exceed the available project budget when the contract
is awarded, Staff will prepare a budget change for City Council consideration.

RECOMMENDATION:
Staff recommends that the City Council authorize Staff to advertise Contract #12 -14, City of
Dublin Public Safety Complex and Maintenance Yard Facility, for bids.

DESCRIPTION:
The 2012 -2017 Capital Improvement Program (CIP), includes Maintenance Yard Facility and
Public Safety Complex (Project No. 930010 & 930016).
On February 19, 2013, the City Council awarded the demolition contract for the Public Safety
Complex which began the first phase of the project. Demolition is underway and is due to be
complete in May 2013. The demolition contract also provides for temporary space to house
MCE while the Maintenance Yard Facility is under construction.
The remaining phases of the work for both facilities have been combined into one bid package
to provide for a more streamlined construction process and keep the project schedule on track.
The improvements under this contract include the following:
Public Safety Complex (Attachment 1)
Alameda County Fire Administration Offices - Construction of tenant improvements in 14,000
square feet of the building to house the administrative staff from Alameda County Fire.
Maintenance Yard Facility (Attachment 2)
City of Dublin Maintenance Building and Yard - Construction of a new metal clad building with
training and muster space, workshops and storage areas to consolidate City files now stored in
leased space. The facility will also have upgrades to the electrical service. The site work will
include: new entrance fencing and gate; additional staff parking inclusive of ADA requirements;
and outdoor materials storage for city -wide operations.
Alameda County Fire Maintenance Building and Yard - Removing and replacing all exterior
metal cladding, including the roof; repairing minor structural issues; and upgrades to the
electrical service. The site work will include: new entrance fencing and gate; parking lot
restriping inclusive of ADA requirements; and space for apparatus prep prior to maintenance.
Staff has included the elevations for the above - mentioned projects as Attachment 3.
The construction documents have been completed. If the City Council authorizes Staff to
advertise for bids, it is anticipated the City Council would consider awarding the construction
contract on June 4, 2013. The completion of the Public Safety Complex improvements is
anticipated in the first quarter of 2014 and the Maintenance Yard Facilities in the second quarter
of 2014.

NOTICING REQUIREMENTS /PUBLIC OUTREACH:
Advertisement of the project will be listed as a public notice in the Valley Times and posted on
the City of Dublin's website. In addition plans and specifications will be submitted to plan rooms
throughout the Bay Area.
