SUBJECT: Emerald Glen Recreation and Aquatic Complex Conceptual Plan

EXECUTIVE SUMMARY:
On October 16, 2012, the City Council approved the updated building and phasing plan for the
Emerald Glen Recreation and Aquatic Complex. Staff is seeking City Council approval on the
proposed conceptual site plan.
FINANCIAL IMPACT:
The 2012-2017 Capital Improvement Program includes funding for the design and construction
of the Recreation and Aquatic Complex.
RECOMMENDATION:
Staff recommends the City Council receive the presentation from Staff and the Consultant, and
approve the proposed conceptual site plan.

DESCRIPTION:
On October 16, 2012, the City Council approved the update to the building and phasing plan for
the Emerald Glen Recreation and Aquatic Complex and directed Staff to move forward with the
update to the Park Master Plan and the design of Phase I. The following is the building and
phasing plan approved by the City Council:
Phase 1 (27,230 square feet)
• Indoor pool for year round lessons, lap swim, exercise and recreational swim
• Outdoor shallow beach entry pool with a water playground for seasonal use

• Multi- purpose room that is dividable for party rentals and classes
• Locker Rooms with showers, changing areas and restrooms
• Special Need /Unisex Restrooms
• Lobby and Reception Area
• Administrative Offices
• First Aid and Lifeguard Rooms
• Aquatic Storage, Mechanical and Chemical Rooms
Phase II (10,690 square feet)
• Outdoor sport pool for seasonal lessons, lap swim, exercise and recreational swim
• Fitness Room with cardio machines
• Group Exercise / Dance Studio
• Game Lounge /Room
• Additional Locker Rooms
• Special needs changing room
• General Building Receiving /Maintenance
Phase III (13,440 square feet)
• Gymnasium with one full size court (same size as Stager Community Gym)
• Preschool with two classrooms, support spaces and outdoor play area (replaces modular
building)
• Multi- Purpose Room for classes that use mats (tumbling, gymnastics, martial arts)
On December 4, 2012, the City Council amended the Agreement for architectural services with
Dahlin Group based on the new scope of improvements for Phase I. Staff has been meeting
with Dahlin Group and their sub - consultants over the past two months to refine the program and
to develop a conceptual site plan that addresses the phasing plan adopted by the City Council.
Attachment 1 is the proposed conceptual site plan for the buildings and remaining park
amenities. Attachment 2 is the Phase 1 site plan and the Pedestrian Access.
Parks and Community Services Commission
At the March 18, 2013 meeting, the Parks and Community Services Commission received a
report on the proposed conceptual site plan. The Commissioners expressed a preference for
maximizing pedestrian walkability within the park and the quantity of green open space where
possible. Although the Commissioners understood the need for vehicle access roads and
parking areas in the park, the Commission emphasized a desire for as few parking spaces
within the park as possible, in order to maintain a park -like ambience within the park. After
receiving public comment, the Parks and Community Services Commission unanimously
recommended approval to the City Council of the proposed conceptual site plan as
recommended by Staff.
NOTICING REQUIREMENTS /PUBLIC OUTREACH:
A public meeting notice was mailed to the residents near Emerald Glen Park. A copy of the
Staff Report was sent to the Parks and Community Services Commission.
