FINANCIAL STATEMENT:
The total cost of all proposed pavement markings is
approximately $200, $50 of which would cover the cost
of painting 100' of red curb. These costs are covered
in the Operating Budget.
DESCRIPTION:
The Traffic Safety Committee recently considered a question raised by Staff
regarding a recent increase in traffic accidents at the intersection of
Dougherty Road and Sierra Lane. The scenario involved is as follows: Traffic
tends to back up in the southbound curb lane on Dougherty Road because of
drivers entering 1-580 during commute hours; however, traffic in the median
southbound lane continues to move at a normal pace. The curb lane drivers
leave a small gap for vehicles attempting to make a left turn from eastbound
Sierra Lane onto Dougherty Road; however, visibility of the still-moving
median lane is blocked, and the Sierra Lane vehicles are then hit by the cars
in that median lane.
TJK>i studied this intersection and recommends that certain pavement marking
modifications be made in order to better direct the drivers. These
modifications are delineated on the diagram attached and include painting
"Keep Clear" legends on Dougherty Road and a new lane line and arrows on
Sierra Lane. It was felt that the "Keep Clear" legends would encourage
drivers in the curb lane to leave a larger gap, thus improving visibility of
traffic in the median lane, and would also inform the drivers in the median
lane that they were approaching an intersection. The new striping on Sierra
Lane would allow vehicles to turn right without encroaching into the "Keep
Clear" area and create defined right- and left-turn lanes to reduce the backup
on Sierra Lane.
In order to provide enough space for the two eastbound lanes on Sierra Lane,
it is necessary to prohibit parking for approximately 100 feet on the south
side of Sierra Lane, which requires adoption of a resolution. Approximately
five to six parking spaces would be removed by this action; however, the
businesses adjacent to this area (Pak N Save and the Amador Auto Center)
appear to have sufficient on-site parking for both customers and employees.
Because of the safety issue involved, Staff feels that removal of these
parking spaces is warranted.
Staff recommends that the City Council conduct a public hearing and adopt the
resolution prohibiting parking for 100 feet on the south side of Sierra Lane,
west of Dougherty Road.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ESTABLISHING A NO PARKING ZONE ON SIERRA LANE
Pursuant to the provisions of Article 4, Section 23 of City of Dublin
Ordinance 55-87 (Traffic Control and Restrictions), the City Council of the
City of Dublin does resolve as follows:
Section 1. That the following locations are designated as no parking zones:
Sierra Lane: On the southerly curbline, from the westerly
curbline of Dougherty Road, westerly a distance of 100 feet.
Section 2. The provisions of Section 1 shall be added to Chapter 6 of the
City of Dublin Traffic Code.
