Award of Contract for Passatempo Park - Contract No. 13 -03

EXECUTIVE SUMMARY:
As approved in the 2012 -2017 Capital Improvement Program, construction of the 5.1 acre
Passatempo Park is scheduled to begin in Fiscal Year 2012 -2013 and be completed in Fiscal
Year 2013 -2014. On March 26, 2013 six bids were submitted for the construction of
Passatempo Park. Staff is seeking City Council authorization to award the contract.
FINANCIAL IMPACT:
As identified in the 2012 -2017 Capital Improvement Program Fiscal Year 2012 -2013 Update,
the total budget for the Passatempo Park project (No. 950009) is $2,333,266. The construction
component of the project is expected to incur expenses over multiple fiscal years. Sufficient
funds are available to award the contract and complete the construction of the project.
Total Available Construction Budget $1,799,920
Construction Bid Proposal $1,554,800
10% Contingency $ 155,480
Total Construction Budget $1,710,280
Total Remaining Construction Budget $89,640
Upon completion of the project, the annual cost of operating and maintaining the new park will
be approximately $90,000. It is anticipated that the City would begin incurring this ongoing
operational cost in early 2014.
RECOMMENDATION:
Staff recommends that the City Council adopt Resolution awarding Contract No. 13 -03 to
Goodland Landscape Construction Incorporated.

As approved in the 2012 -2017 Capital Improvement Program, the construction of the 5.1 acre
Passatempo Park is scheduled to begin in Fiscal Year 2012 -2013 and be completed in Fiscal
Year 2013 -2014. At its meeting of February 19, 2013, the City Council authorized Staff to
advertise for bids for construction.
At the conclusion of the four week bid period, the City received bids, on March 26, 2013, from
six bidders with results shown in Attachment 1. Goodland Landscape Construction Inc.
(Goodland) submitted the lowest apparent bid. Upon review of the bid proposal, it was
determined that Goodland was the lowest responsive and responsible bid. Sufficient funds are
available to complete the project in the amount proposed by Goodland, including a 10%
contingency.
Staff has prepared a Resolution awarding the contract to Goodland Landscape Construction
Incorporated (Attachment 2). As approved by City Council on June 19, 2012 the preferred
conceptual plan is shown in Attachment 3 for reference.

OF THE CITY OF DUBLIN

AWARDING CONTRACT NO. 13 -03
PASSATEMPO PARK
TO
GOODLAND LANDSCAPE CONSTRUCTION, INC.
WHEREAS, the City of Dublin did, on March 26, 2013, publicly open, examine and declare all
sealed bids for doing the work described in the approved Plans and Specifications for Contract No.
13 -03, which Plans and Specifications are hereby expressly referred to for a description of said work
and for all particulars relative to the proceedings under the request for bids; and
WHEREAS, said bids were submitted to the City Engineer, who has reviewed the bids to
determine the lowest bid which was responsive to the requirements of the bid documents.
NOW, THEREFORE, the City Council of the City of Dublin does RESOLVE to hereby award
Contract No. 13 -03 to the lowest responsible bidder therefor, to wit, Goodland Landscape
Construction, at a bid of one million five hundred and fifty -four thousand eight hundred dollars even
($1,554,800) the particulars of which bid are on file in the office of the City Engineer.
