National Library Week Proclamation 7:02 PM 3.2 The City Council presented a proclamation to Lee Jouthas regarding National Library Week. d American Public Works Association's "2013 Project of the Year Award" —Alamo Canal Trail/I-580 Undercrossing Project 7:25 PM The City Council accepted the award from the APWA Northern California Chapter President for the "2013 Project of the Year Award" —Alamo Canal Trail/I-580 Undercrossing Project. b City of Dublin Public Safety Open House, Saturday, April 13, 2013 7:27 PM Police Chief Tom McCarthy announced the Public Safety Open House to be held on Saturday, April 13, 2013 from 1-4 p.m. Public Comments 7:29 PM 3.5 Regina provided public comment regarding John Green Elementary School. Gupta and by unanimous vote (Cms. Hart and Haubert absent), the City Council took the following actions: Approved 4.1 Minutes of the Regular City Council Meeting of March 19, 2013. Adopted 4.2 RESOLUTION NO. 45 - 13 APPROVING TRACT IMPROVEMENT AGREEMENT FOR TRACT 8105, NEIGHBORHOOD D-4, POSITANO/ FALLON VILLAGE RESOLUTION NO. 46 - 13 APPROVING AGREEMENT FOR LONG TERM ENCROACHMENT FOR LANDSCAPE FEATURES WITH TRACT 8105, NEIGHBORHOOD D-4 POSITANO/ FALLON VILLAGE b WRITTEN COMMUNICATIONS — None. 9- PUBLIC HEARINGS Weeds and Combustible Refuse Abatement Order 7:35 PM 6.1 Mayor Sbranti opened the public hearing. No members of the public commented on this item. Mayor Sbranti closed the public hearing. On motion of Vm. Biddle, seconded by Cm. Gupta and by unanimous vote (Cms. Gupta, seconded by Vm. Biddle and by unanimous vote (Cms. Hart and Haubert absent), the City Council adopted RESOLUTION NO. 47 - 13 APPROVING AMENDMENT TO AGREEMENT FOR TECHNICAL SERVICES WITH NOVANI, LLC CONSULTANTS Consideration of Joining the StopWaste.Org Joint Exercise of Powers Agreement (JPA) Creating the Energy Council 7:49 PM 8.2 Gary Wolff, Executive Director StopWaste.Org, provided public comment on this item. Wendy Sommer, StopWaste.Org Principal Program Manager, provided public comment on this item. By consensus, the City Council agreed not to join the Energy Council JPA at this time, and directed City Staff to monitor the actions of the JPA with an option for future consideration to join the JPA; work with StopWaste.Org staff regarding current communication issues; and explore opportunities regarding energy opportunities outside of the JPA. Report on 2013 Dublin Pride Week Activities 8:49 PM 8.3 The City Council received the 2013 Dublin Pride Week activities report.
