EXECUTIVE SUMMARY:
In acknowledgement of Affordable Housing Week, May 10–19, 2013, the City Council
recognizes Eden Housing for their dedication to providing housing opportunities at Emerald
Vista.
FINANCIAL IMPACT:
There is no financial impact.
RECOMMENDATION:
Staff recommends that the City Council recognize Eden Housing with a proclamation that the
week of May 10-19, 2013 is “Affordable Housing Week” in the City of Dublin.

DESCRIPTION:
Emerald Vista
Staff is requesting that the City Council proclaim the week of May 10–19, 2013 as “ Affordable
Housing Week” in Dublin (Attachment 1) and recognize Eden Housing in their efforts to provide
affordable housing at the Emerald Vista development in Dublin.
In transforming Arroyo Vista, a public subsidized housing project, into a mixed-income rental
and for-sale residential development, the City Council’s goal was to preserve the affordable
housing, create a more vibrant mixed-income community and provide amenities for the whole
neighborhood with an eye towards creating a greener, more sustainable community.

The City of Dublin partnered with Eden Housing, Alameda County Housing Authority and KB
Homes, a market rate home builder, to redevelop the project with more than double the previous
density on the site.
The team was able to complete the redevelopment of 150 run down, single-family, affordable
units without requiring any of the existing residents to be permanently displaced. The higher
density new development includes 378 new residential units:
184 market rate and 14 affordable for-sale homes built, marketed and sold by KB Homes;
130 income-restricted family rental stacked flats and townhouses (Wexford Way):
50 senior income-restricted rental apartments (Carlow Court) operated and maintained
by Eden Housing.
This represents a 29% increase in the number of income restricted dwellings that were
previously on the site, plus an additional 184 market rate homes.

The affordable properties have been developed using the latest “green building” techniques and
materials including solar hot water and solar photovoltaic and scoring over 100 points on Build
it Green’s GreenPoint Rating system. All of the new KB homes are both ENERGY STAR®
qualified and GreenPoint Rated, designed and built to help reduce energy bills.
The site includes the Village Center with a community building and a new child care center.
The project also includes active open space areas, access to a regional trail along Alamo Creek,
and is within a comfortable walking distance to the Dublin/Pleasanton BART station along the
regional-serving Iron Horse Trial.
Through Eden’s free Resident Services, families of Wexford Way will benefit from technology
training, financial literacy, community involvement, green education, health, wellness, and
safety. Seniors of Carlow Court will be provided with programs designed to help them “age in
place” and live independently for as long as possible.
Additionally, all Eden residents are eligible to apply for the Howard T. Collins Memorial
Scholarship to further their educational and career goals. Finally, Eden, the Dublin Unified
School District and the YMCA of the East Bay have formed a partnership to serve youth residing
at Eden's Wexford Way, with comprehensive after-school programming on-site in the
Community Center. A full array of YMCA programming will be available, including homework
tutorials, recreational programs and technology support in the computer lab.
The Emerald Vista project sets a positive example of how government agencies, for-profit and
non-profit developers and members of a community can form a partnership to create housing for
all income levels. This project builds a strong economy and sustainable environment by
allowing people to live in affordable and healthy communities near their jobs.

WHEREAS, affordable housing provides opportunity and stability to individuals and families, and brings diversity and vitality to communities;
WHEREAS, quality affordable housing encourages family success by providing a strong foundation for economic stability and educational achievement;
WHEREAS, the City of Dublin has been successful in developing active and innovative housing programs by participating in the development of over
1,200 below market rate rental and ownership units;
WHEREAS, the City of Dublin supports the Tri-Valley Housing Opportunity Center which provides vital housing education and assistance to prepare
residents for homeownership in the Tri-Valley;
WHEREAS, affordable housing can help build a strong economy and sustainable environment by allowing people to live in healthy communities near
their jobs;
WHEREAS, the First Time Homebuyer Loan Program augments the City’s existing housing programs to further improve the quality and variety of
housing programs offered by the City of Dublin;
WHEREAS, non-profit housing developers, such as Eden Housing, have partnered with local jurisdictions to build high quality, affordable homes,
helping to alleviate the East Bay’s shortage of low and moderate income housing;
WHEREAS, the Dublin City Council, as evidenced by the variety and quality of the City’s Housing Programs, has a strong commitment to planning for
and building housing for all income levels in the community.
NOW, THEREFORE, BE IT RESOLVED that I, Tim Sbranti, Mayor of Dublin, on behalf of the entire City Council, hereby proclaim the week of
May 10th – 19th as the 17th Annual “Affordable Housing Week” in the City of Dublin, participating in activities held throughout the week
to commemorate this observance.
