HomeMy WebLinkAbout4.2 Portage Rd Sign Conversionor 19 82 /ii � 111 DATE: TO: FROM: STAFF REPORT CITY COUNCIL May 21, 2013 Honorable Mayor and City Councilmembers Joni Pattillo City Manager""' CITY CLERK File #820 -80 SUBJECT: Conversion from "Yield" Control to "Stop" Control on Portage Road at Maple Drive Prepared by Obaid Khan, Senior Civil Engineer (Traffic /Transportation) EXECUTIVE SUMMARY: The City received a request to convert the existing "yield" control on the Portage Road approach to Maple Drive into a "stop" control in order to increase traffic safety. Staff has reviewed the request and found that, to improve traffic safety and circulation, it would be appropriate to install a "stop" control at this approach. FINANCIAL IMPACT: There is adequate funding in the FY 2012 -2013 Street Maintenance Operating Budget to remove "Yield" signs and pavement markings and to replace them with required "Stop" signs and pavement markings. RECOMMENDATION: Staff recommends that the City Council adopt the resolution amending the Dublin Traffic Code designating a "Stop" control on the Portage Road approach to Maple Drive. Submitted By Director of Public Works DESCRIPTION: Reviewed By Assistant City Manager Maple Drive runs east -west from Clark Avenue to approximately 800' east of Clark Avenue (Attachment 1). The roadway then curves and runs in a northeasterly /southwesterly direction before intersecting York Drive. Portage Road terminates at Maple Drive near the middle of this curve creating a "T" intersection. Maple Drive provides access between Wells Middle School and nearby residences to and from Dublin Boulevard while Portage Road provides access between Wells Middle School and nearby residences to and from Village Parkway. Currently, traffic from Portage Road has a "yield" control when approaching Maple Drive. Page 1 of 2 ITEM NO. 4.2 The City received a request from a resident to convert the existing "yield" control to "stop" control at this intersection to decrease the chances of vehicular collisions. Staff has reviewed the request, including existing field conditions and found that, due in part to the horizontal curvature of the roadway and the fact that both streets are access points to major arterials and schools for the neighborhood, a "stop" control at this approach would be appropriate. The adoption of the proposed resolution making it a stop - controlled intersection (Attachment 2) would improve traffic safety by increasing the time available to motorists at Portage Road intersection with Maple Drive thus enabling them to better observe gaps in traffic along Maple Drive before making a turn at the intersection. A street view of the proposed Stop - Control location has been included as Attachment 3. NOTICING REQUIREMENTS /PUBLIC OUTREACH: Motorists on Portage Road are already legally required to yield to traffic on Maple Drive, therefore, this modification is considered minor and not controversial. RESOLUTION NO. — 13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE DUBLIN TRAFFIC CODE DESIGNATING THE PORTAGE ROAD APPROACH TO MAPLE DRIVE AS STOP - CONTROLLED WHEREAS, the Portage Road approach to Maple Drive is currently yield - controlled; and WHEREAS, the existing roadway geometry and traffic volumes justify the implementation of a stop - control on Portage Road.
