DESCRIPTION: The Parks and Community Services Department develops and
implements quality programs that strengthen community image, provide recreational experiences,
encourage healthy lifestyles and preserve the City's heritage. This is accomplished by providing
innovative recreational and social programs. Following is a summary of the programs and events held in
the winter quarter(December, 2012—February, 2013).
RECREATIONAL ACTIVITIES
Recreational Activities provide opportunities for positive recreational experiences that enhance health,
well-being and create balance in life. The classes are taught by contracted specialty instructors as well
as commercial recreational providers in the area. The following is a summary of registration.

There was a 20% increase in registrations this year, along with a 17% increase in the number of courses
held. Zumba had the largest participation with 149 participants registered. In addition to Zumba,
popular classes during the winter quarter included Gymnastics, Yoga and Meditation, CompuChild Lego
Robotics, and Pee Wee Playtime. Attachment 1 is a detailed registration report.

DUBLIN PRESCHOOL
The Dublin Preschool is a recreation-based preschool program that provides the opportunity for social
and educational development under the instruction of qualified early childhood educators. Children in
this program participate in activities such as games and learning activities, outdoor play, arts and crafts,
music, story time and circle time. Classes were offered at two locations; the Emerald Glen Activity
Center and the Shannon Community Center. Classes are offered in two-day and three-day formats both
in the morning and afternoon. There is also a four-day per week option for the Junior Kindergarten
program.
There were a total of 287 registrations for Session II for the winter quarter; the three year old classes
had 110 registrations. There were 161 registrations for the four year old classes, and the Junior
Kindergarten program had 16 registrations. Due to the Dublin Unified School district offering a
"Transitional Kindergarten" class for youth ages 4 — 5, staff has seen a decrease in enrollment for the
Junior Kindergarten program. Following is a summary of registration for the winter quarter.

Little Lovies"Story Time
This new program is a weekly story time session for children ages 18 months to 4 years and their
parents. Staff fosters a warm and caring story time environment where each child can listen to an
enhancing story, enjoy a small craft, or simply just have fun. The program, which began in fall 2012,
takes place on Wednesday mornings. There were a total of 73 children registered for the winter session.
During the fall 2012 session, there were a total of 146 registered for "Little Lovies". The decrease in
enrollment for the winter session was due to offering fewer classes because of the holiday season.

FAMILY SERVICES
Student Union After School Program
Student Union is an after school recreation program designed specifically for middle school students. It
provides a safe place after school to engage in positive activities that will enhance social, intellectual,
physical and emotional development. An emphasis is placed on academic enrichment and recreational
activities. Student Union programs are held in two eighteen-week sessions at Wells Middle School and
Fallon Middle School. The program offers a variety of fun activities and features the popular homework
hour with a credentialed teacher. Other daily activities include sports and games. There were 87
students registered for the winter session, which was a continuation of Session I for the school year that
began during the fall quarter. The following is a summary of registration.

After School Recreation
After School Recreation is a supervised after school program for children in first through fifth grades that
operates on school days at all public elementary schools. Participants engage in a variety of activities
such as indoor and outdoor games, arts and crafts, special events and quiet time for homework. Every
other month Staff coordinates a special event on Mondays at each site called "Monday Fundays." The
After School Recreation program provides elementary school students the opportunity to participate in
recreational as well as educational activities in a safe and supervised environment. There were 380
youth registered for the winter session, which was a continuation of Session I for the school year that
began during the fall quarter. Currently, there is a waitlist at Dougherty, Kolb and Green Elementary
Schools for a 20 day pass participants;waitlists are due to space limitations at these sites.

SPORTS
Basketball Clinics
The City offered three pre-season youth basketball clinics. The multiple-day clinic focused on teaching a
new skill each session and was conducted by City Staff. Chris Meredith, a basketball coach at Dublin
High School, taught a half-day clinic of fundamental basketball instruction to the younger ages. Paul
Hoover, the "Shot Doctor" and creator of the Pro Shot Shooting System taught participants how to shoot
the basketball during a half-day clinic focusing on older ages. Attendance in both the returning clinics
was up from last year.This combined with the addition of the added Pro Shot clinic, propelled this year's
overall clinic attendance to increase by 129%.

Youth Basketball League
The Junior Warriors Youth Basketball League is for boys and girls in kindergarten through eighth grades.
Games were played on Saturdays at Stager Community Gymnasium and Wells Middle School beginning
January 12 and ending on March 9. There was an increase in registration of 11%from last season to 636
participants on 64 teams. Nine of the ten leagues were completely full with a total of 37 participants on
different waitlists. Games and practices were held weekly. Following is a summary of registration for
the league.

Contracted Sports Programs
Each quarter the City offers several sports programs by utilizing contracted specialty instructors.
Contracted classes offered during the winter included Arora Tennis, Dublin Fighting Irish (Speed and
Conditioning), Kidz Love Soccer, Make Me a Pro (Winter Break basketball camp) and Wee Hoop.
Registration for contracted sports programs increased 38% from the previous year and set an all-time
high for the winter quarter.

Adult Basketball League
One league, Men's 5-on-5 "D," was conducted during the winter quarter. The league began in January
and ended in April. Games were held on Sundays at Stager Community Gymnasium. The league had a
total of eight teams this season. The "C" league was not held due to an insufficient number of teams
registered. As a result, this season's team total was four teams below last year's total. Staff will be
marketing directly to selected Dublin businesses this summer by making visits and explaining the City's
adult league opportunities to their employees.

SENIOR CENTER
The Dublin Senior Center provides a wide variety of activities, classes, and events that seek to
strengthen participants' physical, cognitive and mental wellness. Following is a summary of
participation during the winter quarter over the last five years:

Attachment 2 is a detailed attendance report for the 2013 winter quarter.
The Ballroom was filled with 128 dancers enjoying the big band music of the Lady Z and the King of
Swings at the Holiday DancEscape. Fifty-five participants celebrated at the December Holiday Luncheon
with food and entertainment by the Zingers, a women's choral group. Fifty-five participants rang in the
New Year at the January special luncheon and were serenaded by popular singer, Manuel Romero. Fifty
participants enjoyed a performance by 4th Graders from the Valley Christian Center School at the
Presidents' Day Luncheon in February.
Customers enjoyed trips to the Presidio and the Disney Family Museum in San Francisco and the
February van trip to Golden Gate Fields was sold out.
Thirteen students learned how to make holiday wreaths with instructor Gale Gifford. A new Chinese
Calligraphy class was taught by volunteer Stephanie Chow with eight students learning to write
characters and greetings. Gentle Yoga class returned on Mondays evenings with eight students.
The California Telephone Access Program offered a free hearing assessment and phone giveaway for
eligible Californians.

SPECIAL EVENTS
Tree Lighting Ceremony
The City's 29th annual Tree Lighting ceremony featured musical performances by the Dublin High School
Jazz Combo and the 100-member Dublin Unified Elementary School Choir which represented each of
Dublin's public elementary schools. As the concert came to a close, Santa appeared to the delight of the
nearly 600 guests who came to enjoy the concert, cookies, and hot chocolate.
Breakfast with Santa
Breakfast with Santa is a family-oriented special event co-sponsored with the Dublin High School Band
Boosters. The event was held at the Shannon Community Center on Saturday, December 8th, and had
three seating times. Each seating had an average of 166 participants. The City provided the facility,
decorations, novelty items, staffing, and promotions for the event. The Band Boosters provided a
breakfast of pancakes, sausage, juice, fruit, milk and coffee. The band members served the breakfast
and operated the "Photos with Santa" area. There were 499 participants this year, a 12% increase over
last year.

YOUTH FEE ASSISTANCE PROGRAM
This program promotes access to City recreation services by providing eligible Dublin youth financial
assistance to participate in City sponsored recreation programs. During the 2012/13 winter quarter 7
scholarships were awarded. To date the program has served 110 youth and there are 46 youth on the
waitlist.
RECOMMENDATION: Staff recommends that the Parks and Community Services
Commission receive the report.
