DESCRIPTION' Mrs. Ellen Lockwood of Padre Way recently requested
that the City consider installing a single-way stop sign on Via Zapata at Juarez
Lane.
Via Zapata and Juarez Lane is a "T" intersection, with Via Zapata forming the stem
of the "T" (see Exhibit 2). The intersection is presently uncontrolled. Section
21800(b)(1) of the California Vehicle Code (CVC) requires a driver on a "terminating
highway" to yield the right-of-way to a vehicle on an intersecting, continuing
highway. Drivers on Via Zapata are therefore required by the CVC to yield to
traffic on Juarez Lane.
Staff feels that in this instance, a "reminder" in the form of a stop sign is
appropriate. Juarez Lane is a connector street between two collector streets,
Castilian Road and Peppertree Road, and therefore potentially carries traffic from
more than one neighborhood. Drivers on Via Zapata are generally from a localized
area. Via Zapata is also on a grade, and some drivers may have a tendency not to
slow down or stop before entering Juarez Lane.
Staff recommends that the City Council conduct a public hearing, deliberate, and
adopt the resolution approving a single-way stop sign on Via Zapata at Juarez Lane.
