This cost would be paid from the Street Maintenance Operating Budget. DESCRIPTION: Staff recently received a request for consideration of an all-way stop at the intersection ofVomac Road and Shannon Avenue. This intersection is currently controlled by a one- way stop for eastbound traffic on Shannon Avenue (see Location Map, Exhibit 3). TJKM, the City's traffic engineering consultant, recently performed a stop sign warrant study at this intersection. T:JKM"' s report is attached as Exhibit 2 and is summarized as follows. This intersection has met the City's requirements for all-way stop signs. The total intersection volume warrant of300 or more vehicles per hour for the highest eight hours of the day was met with an average volume of311 vehicles per hour. The requirement that 1/3 (33-113%) ofthe volume come from the side street (Shannon Avenue) was not strictly met; however, the side street volume was 32%, which is very close. ------------------------------------------------------------------- g:\agenmisc\vomcstop COPIES TO: TJKM William Hagge, 7956 Vomac Road 6.1 ITEM NO. The warrant for accidents (3 per year for a residential area or 5 per year for a non-residential area of a type that would have been correctable by installing stop signs) was not met, as no accidents have occurred at this intersection during at least the last three years. The warrant for sight distance requires that visibility be less than 150 feet in both directions on the major street. The sight distance is greater than 400 feet in both directions. Therefore, the sight distance warrant was not met. The warrant for elementary school crossing is also satisfied. The school facility has been occupied by Valley Christian School for a number of years. The Valley Christian School has now moved to its own campus; however, Dublin Unified School District (DUSD) has indicated that the school will be reactivated as a public school, probably in about a year. DUSD has indicated to Staff that it is in favor of the stop signs, particularly in view of the fact that some of the students will be coming from the area west of San Ramon Road and will therefore have to cross V omac Road to get to school. Notices of this public hearing were mailed to residents near the Vomac Road / Shannon Avenue intersection. Staff recommends that the City Council conduct a public hearing deliberate, and adopt the resolution approving installation of stop signs on V omac Road at Shannon Avenue. The need for aU-way srop sign control at the interJection was evaluated based on the Oty of Dublin's warrants for all-way SI'OP sign installation, as summarized in Tables I-A, I-B, and I-C. Not Satllfted: Existing conditions at lbe intenection do not satisfy the City's residential area WIft'lJ1tS (see Table I-B). :Both streets are 40 feet wide, but V omac Road does lenninafe approximately SOD feet south of Shannon Avenue. The volume and accident criteria used for City Warrants No. 1 and No.2 were taken from the non-residential column of Table I-A and are indicated in bold type. Satisfied: TJKM conducted 24-hour machine traffic volume counts at the interwection; the eight highest traffic volume hours are summarl2ed in Table n.
