DESCRIPTION: Staff recently received a comment from a resident that drivers exiting
from any of several side streets that intersect Wineberry Way are not stopping before entering Wineberry
Way and may eventually cause an accident.
The California Vehicle Code provides that drivers entering a main street from a side street are required to
yield to traffic on the main street; however, as a practical matter, drivers sometimes feel that if a "Stop" or
"Yield" sign isn't present, they don't need to stop. When this subdivision was constructed in the 1980's,
no traffic control signs were included at these intersections.
Under the city's municipal code, main streets in subdivisions are typically designated as "through streets,"
and stop signs are then erected at the entrances to the street. While Wineberry Way is a relatively short
street, it serves as the collector street for the subdivision and can therefore be reasonably designated a
through street. There are existing stop signs that stop Wineberry Way traffic at the intersection of
Mulberry Place and at the intersection of Village Parkway (see Location Map, Exhibit 2). This action
would therefore propose to install stop signs on Cypress Court and the north and south legs of Locust
Place.
Staff recommends that the City Council adopt the resolution designating Wineberry Way as a through
street, thereby approving installation of stop signs as indicated above.
