Sufficient funds are budgeted. DESCRIPTION: Due to increased traffic volume on Amador Valley Blvd., Staff has investigated the possibility of converting the northerly eastbound through lane on Amador Valley Blvd. at Village Parkway to a shared through/left-turn lane. This measure would allow two lanes to turn left from Amador Valley Blvd. onto Village Parkway and alleviate some of the backup in the existing single left-turn lane. Signal phasing would be changed from the current six-phase to four- phase; in other words, east- and westbound traffic would travel through the intersection separately rather than at the same time as they do now. Based on TJKM's study of the intersection, Staff recommends that the City Council authorize implementation of this change. ITEM NO. Dear Lee: The possibility of converting the northerly eastbound through lane on Amador Valley Boulevard at Village Parkway to a shared through/left-turn lane has been reviewed. Volume-to-capacity (V/C) calculations were performed for the Amador Valley Boulevard/Village Parkway intersection. The result indicates that this intersection would remain at Level of Service A (LOS A) indicating stable flow and very slight delay after the modification. The V/C ratio would drop from 0.56 to 0.54 (see attachment). Based on V/C calculations and field investigation, we recommend modifying the existing 6-phase signal to a 4-phase signal as shown in the attached drawing. This would involve some signing and striping modifications. As noted in the drawing, we are recommending the placement of a YIELD sign in the northeast quadrant of the intersection. The sign would control westbound traffic that is turning right. The need for this sign is based on the presence of two lanes of eastbound left turning traffic merging with the westbound right turning traffic and the need to assign the right-of-way to the left turners.
